Execution of an Agreement between the State of California and the City of San Luis Obispo
for the supplying of water to California State Polytechnic College was passed.and
adopted on motion of G.W. Baker, seconded by Kline Williams upon the following roll call
vote:
Ayes: G. W. Baker, Wm. 0. Hall, Timothy I. O'Reilly, Kline Williams
Noes: None
Absent: R.P. Howell
By common consent of the Council, Mr. Harald Nielsen was granted permission to move
' old water main in the Hollywood Subs and the Department of Public Works to notify the
Security Title Co. of the Council's approval, providing they grant the City of San Luis
Obispo an easement across the property.
Communication from Division of Highways Re: Proposal to relinquish juris-
t diction of portion of Higuera Street. It was moved by Kline Williams, seconded by
G. W.Baker that the City of San Luis Obispo relinquish that portion as shown on Map
attached ( V- S.L.O.- 2 -SLO) to letter.
Upon motion of G.W.Baker, seconded By Kline Williams the meeting adjourned
to Tuesday, January 25, 1949 at 7 o'clock P.M.

The City Council met in adjourned session; Mayor Timothy I. O'Reilly
presiding.
Present: G.W.Baker, R.P.Howell, Timothy.I. O'Reilly, Kline Williams
Absent: Wm. 0. Hall
The Council met and discussed various sections of the Proposed Charter, .
Sections 100 - 200- 300 and 400 were tentatively approved.
DISCUSSION :
Section 500 - Elections, General Law to apply
Section 505 - Question: Why:_ three year resident?
Why not age mentioned?
Special: Method of nomination. - How?
ection 506 - Question: Is this section superfluous?
ection 507 - Question: Why not canvass ballots at next regular meeting?
Special discussion - What about tie vote?
ection 509 - Views on this section refer to Election Laws. I-Thy not reduce period
to 15 days after election?
ection 510 - Is not last paragraph contradictory?
ection 511 - Question: Why not Mayor's term from May 1st?
Vacancy in position of Mayor to be filled from Council.
ection 512- Question: Is not last sentence superfluous?
Special - No provision made to take oath of office.

IS 6 Section 600 - Question: Should not the words in line 3 quote "In 'a body to be
designated " be stricken and should not the last sentence be deleted
as superfluous?
ection 601 - Question: Change in date. Why not May 1st and add place as maybe
Prescribed by Ordinance or Resolution?
Delete balance of section and handle by-Ordinance.
ection 602 - Question: What is meant by line quote "Three members of the Council
shall constitute a quorum, ( but a less number may adjourn from time
to time) ".
After further discussion it was suggested the Council meet informdl.y with the
rter Committee.
On motion of Kline Williams, seconded by G.W.Baker, the Chief of Police was
uthorized to attend the Traffic Training School to be held at the University of California,
erkeley, Calif. from Jan. 31st to Feb. 11, 19+9 -- expenses tobe paid by the City.
Communication from Johnson and McLennan offering the City portions of Lots 20
21 of the Beebee and.Phillips Subs. to be dedicated for street to be known as
"Gail Place" and on motion of R.P.Howell, seconded by G.W.Baker, it was moved that the
City accept the Street, providing it is surfaced -with an oil mix approved by the City
Engineer and if work is to be done by the City a Bond or certified check,is posted cover-
ing the Engineer's estimate,
Resolution No. 871 (New Series) - A Resolution providing for the Execution
of "Proposal to Lease Quarters" between the City of San Luis Obispo and the Bureau of
Internal Revenue was passed and adopted on motion of R.P.Howell, seconded by G.W.Baker

UDon motion of Kline Williams, seconded by G.W. Baker, the City Clerk was directed
o file with the State Board of Equalization and with the County Assessor of the County
f San Luis 01pispo, a statement in reference to the annexation of the Portions of Blocks
and 5 of the Goldtree Vineyard Tract; Portions of the Southeast one - quarter and the
outhwest one - quarter of Section 369 Township 30 South, Range 12 East, M.D.B & M; and
ortions of the Northeast one - quarter and Northwest one - quarter of Section 1, Township
1 SotLth, Range 12 East, M.D. B & M., together with a map indicating the boundaries
, as required by Section 3720 of the Political Code of the State of California,
id statement to be filed with said officials immediately upon the receiving of the
cknowledgement of the Secretary of State of the filing in his office, of the Certificate
the City Clerk regarding said annexation. The - motion duly carried.
On motion of Kline Williams, seconded by G.W.Baker, the meeting adjourned.
