The City Council met in regular session; Mayor Timothy I. O'Reilly presiding.
Present: G.14.Baker, Wm.0. Hall, R.P.Howell, Timothy I. O'Reilly, Kline Williams
Absent: Norte
The minutes of February 7th and Feb. 14th were approved.
This being the time set as per advertised Notice of Public Auction for
sale of equipment, and on motion of G.W. Baker, seconded by Kline Williams, the bid of
B. F. Munk, 980'Islay St. in the amount of $281.00 for one 1941 Harley Davidson
' Motorcycles License Ex. 3260 was accepted.
It was moved by G.W. Baker, seconded by Kline Williams that the Bids be
closed on all other itbms at this time, as no interest was shown by bidders.
The report of the City Clerk for the month of January, 1949 was ordered
' received and filed on motion of Kline Williams, seconded by G.W. Baker.
Ordinance No. 108 (New Series) - An Ordinance amending Section 2 of
Ordinance No. 154 (New Series) entitled "An.Ordinance creating and establishing Fire
Zones in the City of San Luis Obispo, and Repealing'Ordinance No. 45 (New Series),
Ordinance No. 98 (New Series), and all other Ordinances in conflict therewith was finally
passed on motion of R.P. Howell, seconded by G.W. Baker upon the following vote:
Ayes: G.W. Baker, 14m. 0. Hall, R. P. Howell, Timothy I. O'Reilly, Kline Williams
Noes: None
Absent: None
specifying conditions under which crater shall be furnished by said city, etc., etc., was
passed to print on motion of R.P.Howell, seconded by G.W. Baker upon the following vote:

The following matters were referred to the City Planning Commission:
1 - Communication from Cecil Evans, Agent for Goldtree & Blochman Re: Deeding Street
to the City of San Luis Obispo
2 - Application for City License filed by Robert R. Cloud for Radio Service Shop
( No retail Sales) at 1120 Islay St.

On motion of G.W.Baker, seconded by Kline Williams, the following matters
were referred to Commissioner of Public Works:
1 - Communication from A. Ekegren, 530 Grand Ave. Re: Tree hazard along Grand Ave:
with power to act.
2 - Comm. from Cecil Evans, Re: Steeet deeded to City in Goldtree Tract.
3 - " from Rotary Club Re: Highway Signs
Communication from Wilbur Owens giving his consent to transfer of Taxi Stand
at 867 Higuera Street to Obispo Taxi was ordered received and filed on motion of Kline
Williams, seconded by G.W.Baker.
Communication from Obispo Taxi requesting permission to move Taxi Stand from
P82 Marsh St. to 867 Higuera St. was referred to the Commissioner of Public Health and
Safety for investigation and report on motion of Kline Williams, seconded by G.W.Baker.
Communication from American Red Cross Re: permission to hang banners
over street at Morro and Higuera Streets was referred to the Commissioner of Public Health
and Safety, with power to act, on motion of G.W.Baker, seconded by Kline Williams.
Communication from Bennie Bettencourt, petitioning for salary increase
was referred to the Commissioner of Finance on motion of Kline Williams, seconded by G.W.
.
Baker.
Ordinance No. 309 (New Series)a- An Ordinance of the City of San Luis
Obispo, California, fixing rates to be charged for water furnished by said city to con-
sumers within and consumers outside the corporate limits of said city, providing and
specifying conditions under which crater shall be furnished by said city, etc., etc., was
passed to print on motion of R.P.Howell, seconded by G.W. Baker upon the following vote:

Application of Martha Faris for Restaurant at 990 Higuera. St. was granted on motion
of Kline Williams, seconded by G.W. Baker.
Communication from Katherine Mitchell Re: Sewer line along Chandler Street was
ordered received and filed on motion of R.P.Howell, seconded by G.W.Baker.
The Student's Affairs Committee was granted a 60 day temporary permission to install
2 curb signs at Monterey and Santa Rosa Streets readibg "Camp" and "Campus" at Loading zone
Communication from Josephine Vinsel complaining about unsanitary conditions on the
Southern Pacific property at Stenner St. and Murray Ave. was referred to the Commissioner
of Public Health and Safety on motion of R.P. Howell, seconded by G.W.Baker.
Resolution No. 875 (New Series) - A Resolution authorizing the City Clerk to
publish Notice of Hearing on Proposed change of zone of portions of Blocks 2 and 11 of
Weill's Addition was passed and adopted on motion of R.P.Howell, seconded by G.W. Baker
upon the following roll call vote:

Resolution No. 876 (New Series)__ A Resolution authorizing and instructing the
City Clerk to publish Notice of Hearing on including new Annexed Territory in Land Use
Plan Ordinance was passed and adopted on motionof R.P.Howell, seconded by G.W.Baker upon
the following roll call vote:

On motion of G.W.Baker, seconded by Wm. 0. Hall, the Commissioner of Public Works
was authorized to draw up Plans and Specifications for the completion of Peach Street
from Broad Street tD Nipomo Street,
The City Clerk was instructed to call for Bids on a carload of 6 inch cast iron
pipe ( 2160 lineal ft.) as per specifications to be furnished by the Engineering Department
also, Bids covering the relining of 1411 line of water pipe with cement lining on motion
of R. P. Howell, seconded by G. W. Baker.
On motion of Wm. 0. Hall, seconded by R.P.Howell, Commissioner Howell was authorized
to correct a health menace caused by Septic Tanks overflowing and running into streetside
ditches, creating what amounts to open sewers.
Application for transfer of Veterans Gray Cab Co. from Jesse A. Munoz and Raymond
Munoz to Harry Gillis was referred to Commissioner of Public Health and Safety on motion
of G.W. Baker, seconded by Wm. 0. Hall.
Communication from City Clerk certifying that 744 Initiative Petitions for an
Ordinance providing for the making of the Employees of the City of San Luis Obispo Members
of the State Employees' Retirement System, and directing the City Council to enter into
a contract for said purpose and to levy a tax therefor, were presented to the Council.
The Mayor stated he had no opposition to a pension plan for the city employees and called
attention to a plan which is now before Congress, which would include city employees with-
out imposing too great a burden on the taxpayers, and asked that City Employees Assn.
representatives to withdraw the petitions. Frank Stefancich, employees's Assn. President,
stated he lacked the authority to withdraw the initiative petitions. The Mayor informed
the group that it was his duty to advise the taxpayers of the cost of the plan as suggested
by the employees, and would do so in detail and through the public press at a later date.
All other members of the Council were in Agreement with the Mayor's statement. After
further discussion the matter was held over for the next meeting.
