City 'Hall, Recreation Center Building, March 21, 1949 - 7:30-P.
The City Council met in regular session; Mayor Timothy I. O'Reilly presiding.
Present: G.W.Baker, Wm.0.Hall,R.P.Howell,Timothy I.O'Reilly,KlineWilliams
Absent: None
The minutes of March 7th and Marchl4th, 1949 were approved.
This being the time set for receiving bids for furnishing Standard Bell and Spigot
Cast Iron Pipe, the following bids were publicly opened and read:
1 - American Cast Iron Co., $1.78 - 1.71 per ft.
2 - Pacific States Cast Iron & Pipe Co.' 1.815 per ft.
3 - U.S.Pipe and Foundry Co. 1.69 to 1.71 per ft.
4 - National Cast Iron Pipe Co. 1.80 per ft.
Afterreviewing the bids, they were referred to the Commissioner of Supplies, Commissioner
of Public Works and the City Engineer, with power to act, and it was also moved that the
certified checks and bonds be returned to the unsuccessful bidders, on motion of R.P.
Howell, seconded by Kline Williams.
Communication from City Clerk, J.E.Brown, presenting the following petitions
for nomination of Candidates for the respective offices to be voted on at the General
Municipal Election to be held in the City of San Luis Obispo, Monday, April 4, 1949, were
ordered placed on file on motion of G.W.Baker, seconded by Kline Williams.

The matter 'of the Election Proclamation for -the General Municipal Election to be held
in the City of San Luis Obispo on Monday, April 4, 1949 was now taken up; Election
precinct polling places were officially designated; election officers were appointed
and it was moved by G.W.Baker, seconded by Kline Williams that the Election Proclamation
be adopted, bythe following vote:.
Ayes: G.W.Baker, Wm. O.Hall, R.P. Howell, TimothyI. O'Reilly, Kline Williams
Noes:-None
Absent: None
On motion of R. P. Howell, seconded by G.W.Baker, the following reports were
ordered received and filed:
City Auditor's Report for the January Quarter, 1949
city Clerk's report for the month of February, 1949
Communications:
Communication from the Animal Husbandry Dept. of California State Poly College, re-
questing permission for live stock displsay and ticket selling campaign on March 26th,
1949 was granted.
Communication from California Mission Trasls Association for $100 donation was referred
to the,Commissioner of Finance on motion of G.W.Baker, seconded byR.P. Howell.
Communication from Stone and Youngberg Re: Senate Bill -No. 851 permitting municipal
water system to be financed by revenue bonds was referred to the Commissioner of Finance.

Communication from State Compensation Insurance Fund,notifying City of refund on 1
1947 -1948 insurance premium in the amount of $3353-•56 was ordered received and filed.
Communication from the Planning Commission, dated March 21, 1949, together with
mtunutes of their meting of March 17th, were approved by the Council, except that portion
in the first paragraph referred to the 250 ft.strip.
The claim filed by Mrs. Taft on the Administration Fund, in the amount of $25.00 for
damages, suffered in a fall on the sidewalk, was rejected, and referred to the Insurance
carrier, on motion of Wm. 0. Hall, seconded by Kline Williams.
Ordinanance No. 310 (New Series) - An Ordinance reclassifying as C -1 Commerical
( Local ) "istrict portions of Block 2 and Block 11 of Weills Addition to the City of
San Luis Obispo was finally passed on motion of R.P.�Qwell, seconded by Kline Williams
upon the following roll call vote:

The following applications for City Licenses and transfer of city licenses were
granted:
Application for Transfer of O.K. Music Co. 1129 Monterey St.
• of Jimmy and his Saddle Pals for a Dance at I.D.E.S.Hall
• of S.L.O. Post Y66, American Legion, for Carnival ( California show) for week of
April 5th to April 11th incl.
Application of Clyde Beatty Circus for a circus onMay 7th, 19499
Application of Robert R. Cloud for a Radio Service Shop at 1120 Ielay Street.
Petition of L.B.Graff et al Re: Extending road off Foothill Blvd. was ordered recei
and filed for future reference on motion of R.P.Howell, seconded by Kline Williams.
The City Planning Commission met With the City Council for discussion on Land use
Plan on new territory and the following Resolution was adopted:
Resolution No. $79 .New Series) - A Resolution of the City Council referred to
the Planning Commission for a report thereon a certain change in proposed land use plan
for the "First Addition of new annexed territory to the Cityof San Luis Obispo" was passed
and adopted on motion of R.P. Howell, seconded by Wm. 0. Hall upon the following roll
call vote:

Ordinance No. 311 (New Series,- An Ordinance amending Ordinance No. 292 (New
Series) entitllid: "An Ordinance to regulate, restrict and segregate the location of
industries, business, trades, apartments, dwellings and other specified uses; to regulate
and limit the height and size of buildings hereafter erected, etc, was passed to print on
motion of Wm. 0. Hall, seconded by R.P.Howell, upon the following roll call vote:

Communication from City Engineer requesting permission to proceed with the necessary
advertising for construction bids on the proposed Peach Street extension was pre.sented to
the Council and on motion of G.W. Baker, seconded by R.P.Howell, authorization was granted.
On motion of G.W. Baker, seconded by Kline Williams the Department of Public Works
was authorized to grade Orange Drive for curbs and gutters.
Communication from Green Bus Service requesting permission to change Bus. Stop
locations at Chorro and Higuera Streets; this matter was referred to Commissioner of Public
Health and Safety for his recommendations.
