The Mayor again mentioned the fact that if the effluent as disposed of is not injurious to the public health and not of such a nature as to create a nuisance, we are not violating the law. Mr. Reineke: As I see the situation, here, we can go back a little, because this matter is now before the State Legislature. These things were all set by court order. The Legis- lature adopted a Public Health Act which provides a system under which system the city presents to the State, a proposed plan of action. The question was asked as to chlorination of effluent etc. i : We maintain a record of all chlorine used in the plant. Mr. Reineke: The practical answer would be for your Engineer to outline a program for the enlargement of the plant, say a "Step Plan" to build; it will be all right with us if you are going along and DO SOMETHING about it. Mavor O'Reilly: he advised the men of the newly annexed areas to the city and stated that only two areas are not in our sewer system but expect they will be in about 1$ months to two years time; by that time, he said, we hope to be well on our way in constructing an additional plant. Mr. Stead: I would suggest that you set yourselves to a definite program or "Time Tgble ", so that your PERMIT means something, as the city failed to keep its commitments to a public bond issue to finance sewer plant enlargements recommended by the state. 6 2 The Mayor reminded the officials that the last two seasons were extremely dry and made the floating of "a Bond issue inadvisable. Mr. Jenks, comsulting engineer, and Mr. Ferini, City Engineer, were asked if the Plant wasoperating satisfactorily. They assured theofficials that it was. Mavbr O'Reilly speaking on the element of time: Your conception of time and ours varies, and if we have a better understanding with you as to re quirements, I can assure you we are going to work on this "Set Up" of TIME TABLE to meet your conception of the Time Table. Mr. Stead: Just let us know what you are proposing to do. Mayor O'Reilly: Our consulting Engineer will start and work out'a plan of unit constructi and a plan for financing same and then present it to the Counci•1 for discussion and will then present the program to the State and will make everyeffort to "Time Table" to you. Mr. Baker speaking: May I ask. a question? What manner of Time Table do you wont? A ime Table of population basis or a "Time Basis "? Mr. Reineke: Use the judgment of the Consulting Engineer. I do not want to be in- sPecting or checking on you every two weeks to find out whether you are really doing what you say you are doing. If there is a failure, you report to us. Mr. Reineke: I want to ask a question? Do you think it would be better for us to arrang for an informal meeting before we have another Hearing? Mayor O'Reilly: I Egree with you; it would be better to get together and talk things over before any. hearing. Mr. Stead: After you have given time to this matter we can get together again and apprais what you have in mind. Mavor O'Reilly: The Public Health Dept. might well give thought to set up a definite program for our engineer to follow at all times with relation to our requirements, etc. Mr. Reineke Your sludge digester is a little too small Mr. Reineke: Arrange with your Consulting Engineer and City Engineer to prepare a program and then arrange for one of our engineers to review the work that is being done here and to have your engineer submit a detailed record of the chlorination to the State, or a monthly record of chlorine that you are using. The Mayor requested that the city be advised of the results of the tests made by the County Health Department, Mr. Reineke: We want cities to feel that we are advisors rather than Policemen or a State "Gestapo ". The meeting ended in a friendly manner with a new basis of agreement in mind, that is, the State would approve the City's program of a unit by unit sewer expansion plan and to keep the State advised of their operations. Commissioner Williams was excused by the Mayor at this time ( 2:55 P.M.) On motion of G.W.Baker, ;sec ded by P.Howell, the meeting adjourned. Approved this day-of Mayor C U 1 1 1 11
