Absent: None
This being the time set for receiving Bids on Cleaning and Cement lining and
sizes of water mains in said city:
Approximately 1700 lineal ft of 14 inch pipe

Only one bid was received by the Tate Pipe Linings, Inc. submitting a price -of,
$ 2.65 per ft. on 14 in. pipe

It was moved by G.W.Baker, seconded by R.P.Howell, that the bid be awarded to Tate Pipe
Linings, Inc.. of Andover, Mass.,subject to City Agreement as submitted by the City Atto me
Lyman H. Cozad, representative of Luis J. Kroeger and Associates, appeared before the
City Council outlining type of service his company could offer the City, and stating the
cost for conducting a Job classification survey and making salary recommendations at a
cost of 9 850.00. The Mayor suggested he present a detailed proposal and present it in'
writing for the Council's consideration.
Claims against the City for the month of March were presented, subject to the approva
of the heads of the respective departments and the Mayor.
The following matters were ordered received and filed for future reference onmotion
of Wm. 0. Hall, seconded by R. P. Howell:

Communications:-
Communication from Governor Warren acknowledging receipt of Resolution adopted by
the Council in support of Senate Bill 1123 relating to the Mission Bell Markers.

Communication from the League of California Cities Re: Salary survey was referred to
Commissioner of Finance.
Communication from Mabel K. Palmer Re: Parking conditions at the City Library was
referred to the Commissioner of Public Health and Safety.
Communication from H. J. Dubin together with maps offering to extend Lawrence Drive
as it appears on the map and agreeing to extend water main and sewer line at his own
expense, was referred to the Planning Commission, on motion of Wm. O.Hall, seconded by
G.W. Baker.
Communication from H. L. McLaughlin submitting offer to remove 15 cypress trees on
South side of Grand Ave. between Frederick St. and Loomis Ave. saw high and remove all
wood and brush at a total cost of $250. was accepted by the City Council under the terms
of Agreement as presented by the City, on motion of R.P.Howell, seconded by G.W.Baker.
Request of Mrs. Annie Covell of $$4 No. Broad St. to have her property at the corner
of Broad and Palm Streets rezoned from R -3 to C -1 was referred to the Planning Commission.
Resolution No. 881 (New Series) - A Resolution providing for the execution of an
Agreement between the County of San Luis Obispo and the City of San Luis Obispo providing
for the enforcement by the County Health Department of Public Health provisions in City
Ordinances was passed and adopted on motion of G. W. Baker, seconded by R. P. Howell
upon the following vote:

The City Council met in adjourned session; Mayor'Timothy I. O'Reilly presiding.

Absent: G. W. Baker
The minutes of.March 21st, 28th9 29th and April 4th, 1949 were approved.
In accordance with the provisions of the City Charter regulations, the Council
acting as a canvassing Board, now proceeded to canvass the returns of the General Municipal
Election, and also the official canvass of the Absentee ballots, held on Monday, April
4th, 1949.
The following is a tabulation of results of the official canvass of votes, in-
cluding the official canvass of absentee ballots. The number of votes cast at such
election being 4542 within the City of San Luis Obispo and 296 in the Consolidated
precincts outside the City, voting on School Directors only.

Resolution No. $$3 (New Series) A Resolution declaring the results.of the
Election held on April 4, 1949:
WHEREAS a Election was held in the City of San Luis Obispo on the 4th day of
kpril, 1949, which election was duly held and conducted in the manner provided by the
3harter of the City of San Luis Obispo, and as provided by law.
AND WHEREAS, within four days after such election, to— wit,.on the 8th day.of
April, 1949, the City Council met as a canvassinf board and duly canvassed the returns
if the votes cast at each of the precincts of said election.
AND WHEREAS, on April 8th, 1949 the City Council met and counted and canvassed
311 absentee ballots.
AND WHEREAS, a statement of the results of said election has been duly entered
ny the City Clerk in the minutes and records of the City Council.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of San Luis Obispo,
as follows:
1. That the whole number of votes cast in said election withinthe City of San
Luis Obispo was 4542.
2. That the wh6le number of votes cast at said election outside of said City,
by voting on school directors only, was 296.
3. That the names of the persons voted for, the office for which each person was
voted for, the initiative ordinance voted upon the number of votes given at each precinct
to each person and for or against the initiative ordinance, and the total number of votes
given to each person and for or against the initiative ;r dinance, is shown by the tabu-
lation of voted attached hereto and made a part of this resolution.
4. That Timothy I. O'Reilly, the candidate having received the highest number
of votes cast at said election for the office of Mayor, is hereby declared elected to such
office for the term' prescribed by the City Charter.
5. That Douglas M. Carpenter and Frank Vernon Woods, the two candidates having
received the highest number 6f'votes at said election for the office of City Coubcilman,
are and each of them is, hereby declared elected to such office for the term prescribed-
by the City Charter.
6. That Carl G. Beck and Banning Garrett, the two candidates having received .
the highest number of votes at said election for the office of School Directors, are and
eachof them is, hereby declared elected to such office for the term prescribed by the
City Charter.
7. That the Initiative Ordinance, providing for the making of the employees
of the City of San Luis Obispo members of the State Employees' Retirement System, having
received less than a majority of the total votes cast at said election for or against
thereof, is hereby declared to have failed.
8. The City Clerk is hereby directed to sign and deliver to each of said
Timothy I. O'Reilly, Douglas M. Carpenter, Frank Vernon Woods, Carl G. Beck and Banning
Garrett, a certificate of election certifang to his election to the respective offices,
as hereinbefore set forth.
Passed and adopted this 8th day of April, 1949 by the following vote:

Re: Compensation of Election Officers for General Municipal Election April 4, 1949:
It was moved by R.P.Howell, seconded by Wm. 0. Hall, and carried, that Election Officers
serving within the City of San Luis Obispo be compensated in the amount of $10.00 each
for their service; that election officers serving .in the special precincts outside the
City of San Luis Obispo be allowed $7.00 each'for their service.
Re: Rental for Precinct Polling Places for General Municipal Election., April 4,
1949: It was moved by R.P. Howell, seconded by Kline Williams that rental for precinct
polling places within the City of San Luis Obispo be fixed at $8.00 each; that rental
precinct polling places outside the City of San. Luis Obispo be fixed at $6.00 each.

to return to the Federal Works Agency, the disclaimer on the Grant Deed under date of
Ma y 11th, 1942, conveying certain perpetual easements to the United States of America.
On motion of Wm. 0. Hall, seconded by K1ine.Williams, the meeting adjourned to
Monday, April 11, 1949 at 7:30,P.M.
