City Hall ( Recreation Center,) Monday, July 11, 1949 - 7:30 P.M.
The City Council met in adjourned session withthe Sub - Committee of the Charter
Committee for discussion on the proposed chartor. Vice- President Wm. 0. Hall presiding.
Present: D.M.C.arpenter, Wm. 0. }call, Kline Williams, Frank V. Woods
Absent: Timothy I. O'Reilly
"Franchises" starting with Section 1300
The discussion covering Article XIII,
through Section 1407 were discussed. Consideration of the hording of several of the
above sections were discussed and the Secretary was instructed to make the necessary
changes and present the amended charter for final reading inthe near future.
Council Matters:
On motion of Kline Williams, seconded by Frank V. Woods the Commissioner of Public Works
was authorized to call for Informal Bids for the Removal of trees on Choirro Street and
Center Street.
On motion of D. M. Carpenter, seconded by Frank V. Woods the meeting adjourned.

The minutes of the meeting of Julv 5th and July 11th, 1949 were approved.
This being the time set as per advertised notice for receiving bids on in-
-stallation of 1130 ft. of 6 inch and 500 fte of 4 inch cast iron water main on Ferrini
Road the following bids were received:

The above bids were held over for study.

It was moved by Wm.O. Hall, seconded by Douglas Carpenter that the bid be awarded to the
Valley Paving and Construction Co. of Pismo Beach in the amount of $15,062.65, subject
to the approval of the Division of Highways, State of California, and the bid bond s
and checks be returned to the unsuccessful bidders.
The following communications were ordered received add filed on motion of
Wm. 0. Hall, seconded by Douglas Carpenter:

Communication from L. L. Buechler Re: Police Pistol Range was held over pending
report of the insurance company.
Communication from John E. Martin requesting a 2 month leave of absence as of
July 16, 1949 was granted on motion of Wm.O Hall, seconded by Kline Williams.
Communication from Earl M. Bernard asking for adjustment on water bills on
cabin courts was referred to Commissioner Hall with power to act, on motion of Kline
Williams, seconded by Douglas Carpenter.
The following applications for transfer of city licenses were granted:
1 - Corda & ?'Darden - 1131 Monterey Sto to P. R. dorda
2 - Rincon Grocery, Foothill & Rincon Drive, from Walter Johnson to Frances P. Nleeds,
dba "Rincon Grocery"
The application for transfer of the Pacific Hotel, 15$ Higuera St. from Lela
B Alston to Lela Sans was referred to the Commissioner of Public Health and.Safety for
investigation and report on motion of Kline Williams, seconded by Wm. O.Hall.
Communication from J. R. Rone, contractor, requesting approval of the building
permit for residence of E.W. Williams, together approval of property owners and the
Planning Commission, was presentedto the Council and at the motion of Kline Williams,
seconded by Frank V. Woods, it was ordered that the permit be granted.
The application of Donald E. Gallock for a sign painting shop at 978 Morro St.
was denied on motion of Douglas Carpenter, seconded by Wm. 0. Hall.
The application of Henry C.Dalessi for a restaurant license at 999 Monterey St.
was referred to the Commissioner of Public Health and Safety, with power to qct, on moti
of Kline Williams, seconded by Douglas Carpenter.
The application of J.H.Bowen for a Class "D" Contractor ( General ) License was
presented to the Council and on motion of Douglas Carpenter, seconded by Kline Williams
the bond was approved, sureties accepted and registration granted.
Communication from Dr. H. 0. Swartout Re: Chest R -Rays of Food.Handlers. The
Ordinance was passed to print.
ORDINANCE NO. 314 (New Series) - 'An Ordinance requiring chest % -Rays of
Food Handlers in the City of San Luis Obispo as an evidence of freedom from active
pulmonary tuberculosis was passed to print on motion of Frank V. Woods, seconded by
Wm.O. Hall upon the following roll call vote:

Communication from Carl Meredith Re: Girl's Soft Ball Team fees was ordered
received and filed on motion of Kline Williams, seconded by Wm. 0. Hall.
Communication from Melvin Jones Re: Fees on Hotel room radios. It was ordered
on motion of Kline Williams, seconded byWm. 0. Hall that hotel room radios be licensed
under Section 120 of Ordinance No. 277.
Application of Hal A. Ladwig, together with Merchandise bond in the amount of
6200, for a building materials yard at 1619 Osos St. was denied on motion of Wm. 0. Hall,
seconded by Kline Williams. I
Proposed resolution covering vacation and sick leave schedule with pay was
aaain held over.
Resolution No. 900 (New Series) - A Resolution concerning purchases of supplies
for the City of San Luis Obispo was passed and adopted on motion of Kline Williams, seconded
by Frank V. Woods by the following roll call vote:

Resolution No. 901 .(New Series) - A Resolution selecting and designating
certain city streets to be the System of Major City Streets was passed and adopted on
motion of Douglas Carpenter, seconded by Frank V. Woods by the following roll call vote:

The informal bids submitted for grading the police pistol range were again
Communication from the Chamber of Commerce asking for $500 contribution for
their operating fund was ordered received and filed. Mayor O'Reilly authorized a con-
tribution of $250 to be paid out of the Mayor's Fund.
Communication from Robert L. JRnes submitting his resignation from the
Police Dept. as of July 31, 1949. It was moved by Frank V.Woods, seconded by Kline
Williams that the resignation be accepted.
Ordinaace_No. 312 (New Series) - An Ordinance amending Sections 4.3 of
Ordinance No. 122 (New Series) entitled: "An Ordinance Regulating Traffic Upon and
the Parking of Vehicles on the Public Streets of the City of San Luis Obispo" was
finally passed oh motion of Kline Williams, seconded by Douglas Carpenter upon the
following roll call vote:

Ordinance No. 313 (New Series) - An Ordinance amending Sections 2 and
2:1 of Ordinance No. 291 (New Series) entitled: "An Ordinance relating to traffic and
Resting the use of Public Streets in the City of San Luis Obispo, defining and
providing for the establishment of Parking Meter Zones; Regulating and controlling and
providing for inspection of the Parking of Vehicles therein by the use of parking meters;
Prescribing.limits of time for parking in parking meter zones; Providing for the enforce-
ment of this ordinance and providing penalties for the violation thereof. ", was finally
passed on motion of Kline Williams, seconded by Douglas Carpenter upon the following
roll call vote:

Claims filed by James D. Angellini and John L. Sarber for damages to fences
caused by city crews burning off lots were referred to the Commissioner of Public Works
for investigation and report, on motion of Kline Williams, seconded by.Douglas Carpenter.
It was moved by Frank V.Woods, seconded by Kline Williams, approved and
accepted by the Council that the following police officers be permanently appointed,
having served their 6 month's probationary period. Probationary period to date from
time of first employment.
