Present: D.M.Carpenter, Wm.O. Hall, Timothy I. O'Reilly, Kline Williams, Frank V.Woods Absent : None The minutes of the meetings of April 2, and April 4, 1951 were approved. First order of business: This being the time set as per advertised Notice for Public Auction of two frame dwelling, 1 garage and fence as fully described in legal notice of sale. No written bids were received. The Mayor then conducted oral bidding from the floor. The highest bid submitted for the ( Item No. 1 ) wood frame dwelling located at 952 Palm St. was offered by Joseph Ries, 1151.Murray Ave., ?San Luis Obispo in the amount of $5100.00. The highest bid submitted for ( Item No. 2) one wood frame dwelling located at 878 Morro St. was offered by Milton Nadelle of 2775 Tenbrook St. in the amount of $$65.00. The highest bid submitted for ( Item No. 3) Garage Building, was made by V. A. Rossi, 395 Grand Ave.in the amount of $115.00. Sam Gelber of San Luis Obispo submitted-a bid in the amount of $30.00 for ( Item No. 4) fence,'and on motion of Kline Williams, seconded by D.M.Carpenter, the above properties were sold to the highest bidders, and the following Resolution was adopted. Resolution No. 1011 (New Series) - A Resolution providing for acceptance by the City of San Luis Obispo of Bids for the sale of property was passed and adopted on motion of Kline Williams, seconded by D. M. Carpenter upon the following roll call vote: Ayes: D. M. Carpenter, Wm. 0. Hall, Timothy I. O'Reilly, Kline Williams, Frank V.Woods Noes: None Absent: None Re: Compensation of Election Officers and rental for precinct polling,places for the General Municipal-Election, April 2, 1951: It was moved by Wm. 0. Hall, seconded by Kline Williams and carried that Election Officer serving within the City of San Luis Obispo be compensated in the amount of.$$10.00 each for their service; that election officers serving in the Special Precincts outside the City of San Luis Obispo be allowed $7.00 each for their service and rental for precinct polling places within the City of San L „is Obispo be fixed at $8.00 each; and that rental precinct polling places outside the City of San Luis Obispo be fixed at $6.00 each. Woods, seconded by Kline - ;Williams, Communication from James Custer requesting active duty as Desk Sgt. was referred to the Commissioner of public Health and? Safety for study and report on motion of Kline Williams, seconded by D. M. Carpenter. Communication from Fred Lucksinger, Pres. Fiesta de las Flores, requesting per- missionfor street dance on the night of May 17, 1951 and permission to install street decorations was referred to the Commissioner of Public Health and Safety, with power to act, on motion of Kline Williams, seconded by D. M. Carpenter. 0. R.Ochs & Son request for payment No. 6 on the new City Hall contract in the amount of $10,582.50 was presented and on motion of Wm. O.Hall, seconded by Kline Williams the work was approved and accepted and payment 'authorized. Resolution No. 1012 (New Series) - A Resolution of the City Couhcil of the City of San Luis Obispo relative to Workmen's Compensation Insurance for Registered Volunteer "Disaster Service Workers" was passed and adopted onmotion of Kline Williams, seconded by Timothy I. O'Reilly upon the following roll call vote: Ayes: D.M.Carpenter, Wm. O.Hall,Timothy I. O'Reilly, Kline Williams, Frank V.400ds Noes: None Absent: None Resolution -No. 1013 (New Series) - A Resolution providing for the execution of Lease Agreement with E. H. Thresh Inc. regarding Leasing of Automobiles was passed and adopted on motion of Frank V. Woods, seconded by D. M. Carpenter upon the following roll call vote: Ayes: D.M.Carpenter, Wm.O. Hall, Timothy I. O'Reilly, Kline Williams, Frank V. Woods Noes: None Absent: None The Mayor was authorized to sign the above agreement. The following applications.for Contractor's License were presented to the Council and on motion of Kline Williams , seconded by Wm.O. Hall, the bonds were approved, surety accepted, and registrations granted: 1 - W. T. Farrow - Class "E" Painting contractor 2 - Wm. E. Tunnell - Class "E" Plastering Contractor 3 - Walter Nation - Class "E" Plastering Contractor Application of Asher R. Shaw dba DeLuxe Cab Co., 1035 Monterey St. for two cabs was referred to the Commissioner of Public Health and Safety for investigation and report on motion of Kline Williams, seconded by D. M. Carpenter, On motion of Wm. 0. Hall, seconded by Frank Woods it was moved that the Bid of Eugene Jackson, 660 Caudill St., San Luis Obispo, be accepted and the contract awarded to said Eugene Jackson for the construction of residence and garage at the Water Filtration Plant and the bid bonds be returne d to the unsuccessful bidders ( Amount of bid being $923$.00). The Merchandising Bond of the U.S. Metals Products ( R. W. Duke, partner) in the amount of $200 with the U.S.Fidelity and Guaranty Co. as surety, was again presentee to the Council and on motion of Wm. 0. Hall, seconded by Frank V.Woods the surety was accept ed, bond approved and license ordered issued, and the Building Inspector's report was ordered issued, and the Building Inspector's report was ordered received and filed. 10'Reilly. Commissioner Kline Williams was excused from the meeting at this time by Mayor Application of Wm. M. Zellner dba " Coast Cabs" for taxicab license for 2 cabs was granted on motion of Frank V.Woods, seconded by Wm. 0. Hall. i� t� r� A Communication from City Engineer, G.H.Hamlin, covering street stop signs s approved and ordered received and filed on motion of Frank V.Woods, seconded by 0. Hall. Petition filed by Chas. J. Parish et al requesting property at 87$ Walnut Street be cleared was again held over pending sale. By-common consent of the Council, Commissioner Woods was granted permission to hire one man for vacation relief in the Fire Department and two men for vacation relief in the Police Dept. as of May 1, 1951. On motion of Wm. 0. Hall, seconded by Frank Woods it was moved that E. L. O'Reilly be granted building permit for construction.of two buildings as per plot plan presentbd and filed. The City Clerk was instructed tonotify all Department Heads to submit their 1951 -52 Budgets not later than June 1, 1951, Frank Reed was authorized by the Council to attend the California Sewer Works Convention at Fresno, Calif., April 26th, thru April 28, 1951. On motion of 19m. 0. Hall, seconded by Frank V.Woods, Mike Sime was appointed City Painter on a monthly basis at $275.00 per month as of April 16, 1951. On motion of Frank Woods seconded by D. M. Carpenter, the meeting adjourned to Thursday, April 19, 1951 at 8 o'clock A.M., upon the following roll call vote: Ayes:.D.M.Carpenter, Wm. 0. Hall, Timothy I. O'Reilly,..Frank V.
