The Council of the City of SanLuis Obispo met in regular session in the Council Chambers, Recreation Building in said City, at 7:30 o'clock P.M. on August, 20th, 1951. Roll Call: Oh roll call there were present Councilmen Carpenter, Davis, Lucksinger, Woods and Mayor O'Reilly. Also present were the City Clerk, City Attorney, City Engineer and Attorney Ernest A. `:Nilson. The minutes of the meeting of August 6, 1951 were approved. First order of business: This being the time set for receiving bids on 4- 1/2 ton Pickups and 1- 2 ton dump truck as per advertised legal notice. The following bids were received and publicly opened and read before the Council: 1 - Kimball Motors, Amt. $ 3870.40 on the Dump truck 2 - 5650.56 for IF pickups 2 - Arland Chevrolet Co.-- 3599.98 plus 3% tax on Dump Truck J. H. Beecham 5709.92 for 4 pickups 3 - Garrett Motors - 3094.74 plus 3% tax on Dump Truck 4 - Booth Bros. 3700 plus 3/ tax on dump truck Peter 6000 on 4 pickups - From 5 - Standard Motors 3368.60 plus 3% tax on dump truck 5515.28 on 4 pickups 6 - E. H. Thresh, Inc. 3825.00 plus 30 on dump truck ° 5660.00 on 4 pickups After discussion `he bids were referred to the Commissioner of Supplies for study and report, with power to act, on motion of D.M.Carpenter, seconded by Frank V. Woods. Re: Foothill Blvd. et al - Sanitary Imp. Dist. No. 2 - Project No. 51 -1 This being the time set for receiving bids on.,the Foothill Blvd. Sanitary Imp. -District as per advertised legal notice. The following bids were received and publicly opened and read before the Council: 1 - Longley Construction-Co.of So. Pasadena - Amt. $,110 ,051.61 2 -'Joe D. Miller, Bakersfield " 98,672.57 3 - Bob Bosnyak, Los Angeles 909362.33 4 - B. Pecel & Son, No. Hollywood 132,776.83 5- L. E. Webb Construction Co., Santa Maria .92,476.69 The-Mayor announced that this was the time and place of hear] ng on the Resolution of Preliminary Determination and of Intention and onthe Report in Project No: 51 -1. All written protests were read by the Clerk and all persons desiring to be heard were fully heard, and all protests , written and oral, were fully considered by the Council. Forden 9 - Peter Boysen 10 - From Harry E. Blodgett Oral Protests were heard from Chas. Valys, Attorney Richard Harris, for Virgil Negranti and S. M. Forden; Mibs Fitzgerald, Attorney for C.Jadobson and Clara Olgiati, Jack Hougham and John Haile. Mayor O'Reilly called a recess at this time. At this time, Mr. Wilson, Attorney, explained the method of arriving at the cost of the project to the Mayor and Council and those present, stating there were many t1ings to consider, and the combination of methods used to arrive at the total construction cost, and that the Engineer's estimate was very good, as shown by the good sound bidding on bids submitted. 1 rj U 1 1 It was moved by D.M.Carpent.er, seconded by Timothy I. O'Reilly to close the 3 6 earing for receiving protests and refer all protests to the Engineer for study and- eport at the next meeting and that all matters pending at this meeting to be continued to month, day, year and hour of the next regular meeting upon the following roll call vote Ayes: D.M.Carpenter, Paul W.Davis, Timothy I.0'Reilly, Frank V. Carpenter, seconded by Timothy I. O'Reilly. 2 - From Division of Highways Re: cancellation of taxes on thefollowing property acquired ' for highway purposes: Samuel C..Schultz et us - Lots 13 and 15 in Blk 6 Hathway Addn. E. L. O'Reilly, et us - Lots 7,$, 13, and 14, Blk 2 of Arington Tract. Charles K. Buck, et us, - Lots 10 and 12 in Blk 6 of Hathway Addn. Ella Hathway et al - Part of the southeast /4 of the NW /4 of Sec. 26, T.30 South, Range 12 East, M. D. B & M. in the City of San. Luis Obispo It was moved by D.M.Carpenter, seconded by Frank V.Woods that the above taxes be cancelled: 3 - From Frank J. Garzoli requrstin7 a six months leave of absence from the Police Dept. was denied on motion of Frank V.Woods, seconded by D. M. Carpenter. 11. - Comm. from Fitzgerald Properties requesting permission to remove a portion of the curb and extend the lenPth of the Marsh St. Driveway at Marsh and Morro Streets was re- ferred to the Commissioner of Public Works on motion of Frank V.Woods, seconded by Paul W. Davis. On order of the City Council the City Clerk was instructed to write the Board of Supervisors requesting County taxes to be cancelled on all taxes on properties recently Purchased by the City. 5 - Communication from Lions Club requesting permission to advertise Cambria' s'Pinedorado, by means of a caliope mounted ona pickup truck and distribute advertisements,.ptc. and on motion of Frark Woods, seconded by D.M.Carpenter, permission was granted under supervision of the Police Dept. The following matters were ordered received and filed: 1 - Communication from Layton Tree Service Re: Tree service 2 - " from Public Utilities Commission Re: Hearing of Pacific Tel. and Tel. Co. for increased rates. 3 - From Shoreline Planning Assn. Re: convention 4 - Copy of Planning Commission Minutes of the meetings of June 21, July 19th and Aug. 16th �5- Communication from Wm. Lyles Co.Re: letter submitting regret not to be able to bid on the Foothill Sewer project. 6 - Resolution from Planning Commission recommending to the City Council the reclassificatin of certain districts. Communication from James Blackburn, 1129 Monterey St. Re: parking violcation in the 1100 Block, Monterey St. was held over.... The Bond written by the U.S.Fidelity and uuaranty Co., posted as surety for Lawrence F; Elsea as Asst. Chief of Police was approved by the Mayor and Council. Ordinance No. 350 (New Series) - An Ordinance amending Sections 4 and 5 and repealing Sections of Ordinance No.309 (New Series), entitled "An Ordinance of the City of SanLuis Obispo, Calif. fixing rates to be charged for wqter furnished by said city to consumers, etc. was finally passed on motion of Frank Woods, seconded by Timothy I.0'Reilly upon the following rollcall vote: Ayes: D.M.Carpenter, Paul ?'.Davis, Fred Lucksinger,Timothy 1.0'Rei11;r,Frank V.Woods Noes: None Absent: None 68 Ordinance No. 351 (New Series) - An Ordinance amending Section 6 of Ordinance. No. 20¢'(New Series) entitled -?'An Ordinance regulating the collection and disposal of re''use, garbage, wet garbage and rubbish in the City of SanLuis Obispo, etc. was finally passed on motion of Frank V.Woods, seconded by Timothy I.O'Reilly uponthe following roll call vote: Ayes: D.M.Carpenter, Paul W. Davis, Fred Lucksinger, Timothy I. O'Reilly, Frank V.Woods Noes: None Absent: None Resolution No. 1035 (New Series) - A Resolution granting a 5% increase in wages and salaries paid to City Officials and Employees was passed and adopted on motion of Frank V. '.foods, seconded by Fred Lucksinger upon the following roll call vote: Ayes: n.M.Carpenter, Paul 11. Davis, Fred Lucksinger, Timothy I. O'Reilly, Frank V. Woods Noes: None Absent: None Resolution No-1036 (New Series) - A Resolution of the Citi. of San Luis Obispo requesting designation of Camp Roberts as a Permanent Installation was passed and adopted on motion of Frank V.Woods, seconded by D.M.Carpenter, upon the following roll call vote: Ayes: D.M.Carpenter, Paul !I.Davis, Fred.Lucksinger, Timothy I. O'Reilly, Frank V.Woods Noes: None Absent.: None Resolution No. 1037 (New Series) - A Resolution fixing the Compensation of the City Tax Collector was passed and adopted on motion of-Paul W.Davis, seconded by Ti.mothyI.O'Reilly uponthe following roll call vote: Ayes: D.M.Carpenter, Paul W.Davis, Fred Lucksinger, Timothy I.O'Reilly, Frank V.Woods Noes: None Absent: None The City Clerk was instructed to advertise the "Notice of Hearing of Proposed iAmendment of land use plan ( Zoning) Ordinance, onmotion of Fred Lucksinger, seconded by Paul W. Davis. Ordinance No. 352 (New Series) - An Ordinance levying a tax for the current fiscal year 1951 -1952 upon all taxable property within.the City of San Luis Obispo, and fixing the rate of such tax was passed to print on motion of D.M.Carpenter, seconded by Timothy I.O'Reilly uponthe following roll call vote: Ayes: D.M.Carpenter, Paul W. Davis, Fred Lucksinger, Timothy I.�I'Reilly,Frank V. Woods .. Frank V. Woods Noes: None Absent: None The following applications for contractor's Dicenses were received and on motion of Paul. W.Davis, seconded by Timothy I. O'Reilly, the bonds were approved, sureties accepted and registration granted: Addison B.Wood - General Contractor - Class "D" The Contracting Engineers Co. - Class "C" Merlin Construction Co. - General Contractor - Class "D" ( Roofing andsiding) Commissioner Carpenter was authorized to °hire Dean Brown as Sewer Plant Operator as of August 20th, 1951. By' common consent of the Council it was ordered that allbill -board ( construction) ap -olications be referred to the Planning Commission.
