After review and study by the Couhcil,.it was moved by D.M.Carpenter, seconded-by Frank
V.Woods, the bid be awarded to Henry C.Dalessi of SanLuis Obispo in the amount of $6296.50
and that the bid bonds and certified or cashier's checks be returned to the unsuccessful-
bidders.

After review and study by the Council it was moved by D.M.Carpenter, seconded by Paul
W.Davis, the bid be awarded to W.A.Robertson & Co. of Compton, Calif. inthe amount of
$6781.32 and that the bid bond be returned to the unsuccessful bidder.
Mr. Seth Kinney presented a petition supported by eight signers asking that
the 1 -1/2 hour parking limit in the 1300 Block Monterey St. be repealed. .After discussion
from the floor, the matterwas. referred to the Commissioner of rublic Health and Safety
for study and report on motion of D.M.Carpenter seconded by Frank V.Woods.
Communication from the Chamber of Commerce Re: relocating "City of San Luis
Obispo" sign, north of San Luis Obispo along Highway 101 and second sign to be located
at the French Road and Highway #101, and on motion of Frank V.Woods seconded by D.M.
Carpenter, and by common consent of the Council, the Mayor was authorized to contact the
Division of Highways office in Sacramento for their approval.
Emmons Blake appeared before the Council and read a prepared statement
listing charges and recommendations pertaining to the City Poundmaster, stating specific
charges and requesting steps be taken to curb his activities. The Council referred the
matter to Mayor O'Reilly and Commissioner Woods, on motion of Fred Lucksinger, seconded.

Communications:
1 - From San Luis Obispo City Schools requesting permission to erect chain gates at the
entrance of the New Jr. High School was referred to the Commissioner of Public Works and
Commissioner of Public Health and Safety for investigation and report on motion of Fred
Lucksinger, seconded by Timothy I. O'Reilly.
2,3,4- From Division of Highways requesting cancellation of taxes on property acquired
for highway purposes was referred tp the Commissioner of Public Works for study and report.
5 - From E.C. ^larren, submitting tiffs resignation from the Police Dept. and on motion of
Commissioner Woods, seconded by Paul W.Davis, the resignation was accepted and communicatioi
ordered received and filed.

10 8 6- Communication..from Muril Bickell requesting he be demoted from his present rank
of Sergeant in the Police Dept.. t o patrolman as of Oct. 52 1951 and on motion of Frank
Woods seconded by Timothy I. 0 ?Reilly it was ordered that 5is request be granted as of
Oct. 5, 1951.
7- Comm. from Mrs. Dollie McKeen requesting Loading Zone in front of her property at 1212
Garden St. was referred to the Commissioner of Public Health and Safety for investigation
and report on motion of Paul W.Davis, seconded by D.M.Carpenter.
8- Comm. from Lee Johnson submitting an offer to rent city reservoir property for pasture
purposes at $30.00 per year was declined by the Council and the Clerk instructed to write
Mr. Johnson and inform him that the city intends to put the property up for bid'in the
near future.
9- Smee Plumbing Co. requesting refund for'Allan Ochs in the amount of $25.00 for deposit
on the T%'ater Filtration Plant plans was referred to the City Attorney for recommendation,
on motion of Paul W.Davis, seconded by Frank V. Woods.
10 - Comm, from C.A. Maino regarding permit to replace signs on lower Higuera St. was
referred to the City Planning Commission on motion of Paul W.Davis, seconded by Fred
Lucksinger.
11- Comm. from Anita M. Hathway Re: refund•on water line in the amount of $447.76 was
referred to the Commissioner of Public Works, with power to act, on motion of Frank
Woods, seconded by Fred Lucksinger.
12- Comm. from Ralph Kennedy regarding the passage of Ordinance No. 354 (New Series)
asan Emergency Ordinance; on motion of D.M.Carpenter, seconded by Frank Woods the com=
municption was ordered received and'.filed.
13L Comm. from J.E.Brown submitting his application for'positiorn of Coordinator or
Administrative officer was ordered received and filed on motion of D.M.Carperr er, seconded
by Timothy I. O'Reilly.
14- Comm. from Division of Highways, addressedto the City Engineer, and submitting a
proposed "Utilities Agreement" dovering relocation of sewer line at- Walnut and Chorro
Streets was referred to the City Attorney for Resolutioh.
15- Comm. from Pacific Gas and Electric Co. requesting easement across the City property
was referred to the Commissioner of Public Works for study and recommendation,'on motion
of Fred Lucksinger, seconded by Paul W. Davis.
The Bond written by the Great American Indemnity Co. in the amount of
$5000 covering Peter R.Andre, 'Deputy City Attorney, was approved by the Mayor and Council.
The following applications for contractor's licenses were received and on
motion of Paul W.Davis, seconded by D.M.Carpenter, the bonds were approved, sureties

Report on unpaid City Licenses for the July quarter as submitted by the City
Collector was referred back to the City Collector for collection.
Ordinance No. 355 (New Series) - An Ordinance amending Ordinance No. 122
(New Aeries) entitled: "An Ordinance regulating traffic upon and the parking of vehicles
on the Public Streets of the City of San Luis Obispo by-adding Section 4.7 was passed
to print on motion of Fred Lucksinger, seconded by D.M.Carpenter upon thefollowing roll
call vote:

On recommendation of Commissioner Woods and approved by the Council,
Officer Sherley Hatley and Ervin Rogers were appointed to rank of Sergeant in the Police
Dept. as of Nov. 1, 1951 and Ira Halford, appointed as Regular Police Officer on a six
months probationery period; as of Nov.' 1, 1951.
It was moved by Frank Woods, seconded by Timothy I.C'Reilly that the City
of San Luis Obispo pay for uniforms for the personnel of the Police andFire Dept. and
the City to be reimbursed by a monthly deduction fromtheir pay,.the sum of $5.00 per
pay period until the uniform-is paid for. If the employee leaves the employ of the
City for any reason,- the sum owed shall be deducted from his last pay ( a limit of
$75.00 on any purchase)
On motion of D;M.Carpenter, seconded by Timothy I. O'Reilly, it was ordered
the reclassification of the following employees be authorized as of Nov. 11 1951:
Carl Youna relief operator at $289.00 per month to Senior Filtration.Plant Operator,
to 290.00 per month. (with house and utilities furnished by the city)
Frank Reed, from Lisposal Plant Operator at 11.24 per day to Senior Disposal Plant
Operator at $317.00 per month
Tonv Juarez, Senior Engineering Aid, from 291.00 per month to 305.00 per month.
Price Thompson , from Engineering Draftsman at 341.00 per month to Assistant to the
ngineer at 375.00 per month
On motion of D.M.Carpenter, seconded by Frank V.Woo8s it was ordered that
Richard Miller be employed as Executive Secretary for the City of San Luis Obispo be-
ginning December lst, 1951 or soon thereafter, at the rate of X500 per month, to be
paid out of the Administration Fund, upon the following roll call vote:

It was moved by Fred Lucksinger, seconded by _'aul W.Davis, that all appli-
cations for Taxicab permits be refused until the new Taxi Ordinance becomes effective.
