Franklin; Pres. of.the Fiesta de.las Flores appeared before the - Council and requested permission from the Council to use the City parking lot and vacant lot next to the City Hall for Fiesta site. Mr. Franklin was informed to write a letter to the City Council, outlining their plans etc. for the fiesta. Old Business Communication from Mr. Wm. Rooney Re: landscaping city hall grounds recommending extending retaining wall was held over. Communication from London a Lancashire & Indemnity Co.Re: bond of J.A.Bardin was held over. Comm. from Messrs. George Christensen and John DeBacker Re: sale of hooster pump to the City of San Luis Obispo; Commissioner Carpenter reported that their offer submitted to the Council for the sale of the pump was acceptable to the Public Works Dept., and that they have been informed to that effect. Petition filed by J.J. Donovan for permit to repair and alter bldg, was held over. Communication from Southern Pacific Co. was held over. Comm. from Lloyd Noble asking for refund on Taxicab License was again presented to the Counci& for action; on motion of Frank V.Woods, seconded by Fred Lucksinger, the request for refund was granted and the certificate be cancelled. Motion carried. Commissioner Frank.V.Woods expressed his views in regard to the - Traffic Committee, stating that no recommendations have been brought up by the Traffic Committee, and he wanted to know if any recommendations or questions pertaining to Traffic, Stop Signs or Safety measures, etc. come up, should the matter be referred to the Traffic Committee or does the Council have to act on it? He also stated that the Traffic Committee was a little slow to act on certain matters which were referred to him for action. Petition presented by City Employees Re: Salary-increase: The Council, as a body, answered the request in the form of a letter addressed to the Employees of the City of San Luis Obispo, and denied the request for an increase in salary at this time, for reasons more particularly described in the letter, which is on file in the City Clerk's office. On motion of Fred Lucksinger, seconded by D.M.Carpenter, the meeting adjourned to Monday, December 8, 1952 upon the following roll call vote: Ayes: D.M.Carpenter, Paul W.Davis, Fred Lucksinger, Frank V.Woods Noes :. The City `'ouncil met. in adjourned session; Mayor Timothy I.O'Reilly presiding. Present: D.M.Carpenter, Paul W.Davis, Fred Lucksinger, Timothy I.O'Reilly,Framk V.Woods Absent: None The City council authorized a Special Census for the City of SanLuis Obispo. The action was taken to substantiate the City Council's belief in the city growth since 1 1 n 1 7i 1 F7 LI 1 e the 1950 census was .taken, and on motion of Paul W. .Davis, seconded by Fred Lucksinger, the Mayor was authorized.to write-the U.S.Census Bureau making formal request for Special Census and the following resolution adopted. Resolutiom No. 1163 (New Series) - A Resolution transferring funds from the Unbudgeted Reserve to "Special Census Account No. 114 " was passed and adopted on motion of Frank V.Woods, seconded by D.M.Carpdnter upon the following roll call vote: Ayes: D.M.Carpenter, Paul W.Davis, Fred Lucksinger, Timothy I.0'Reilly, Frank V.Woods Noes: None Absent: None The City Council reviewed the cities Fire Insurance policies but no decision taken at this time. Matter to be discussed with the City Attorney. Mayor Timothy I.0'Reilly nominated the following members on the City Library Board,- Gladys Forden , Frances Campbell, and David Grant, on motion of Paul W.Davis, seconded by Frank V.Woods the appointments were unanimously approved by the City Council. Communication from Carolyn K. Wright submitting her resignation as of Dec. 12, 1952 was accepted by the Council. Mrs. June Allen was appointed Jr. Typi t Clerk at a salary of $182.00 per month on a six month's probationery period as of December 15, 1952• The Mayor and City Council reviewed the present City License Ordinance at this time. In the discussion that followed the City Council expressed a unanimous feeling that the present license ordinance contain too many classifications, and after further discussion the Mayor appointed the following committee: Commissioner Lucksinger, Commissioner Davis and Richad Miller to further study the several business classifications. Resolution No. 1164 (New Series)' - A Resolution extending the date of City tax collections from Dec. 5th, 1952 to Dec. 10th, 1952 was passed and adopted on motion of Paul W.Davis, seconded by Timothy I. O'Reilly upon the following roll call vote: Ayes: D.M.Carpenter, Paul W.Davis, Fred Lucksinger, Timothy I.O'Reilly, Frank V.Woods Noes: None Absent: None There being no further business the meeting was adjourned on motion of Fred H.
