On motion of D.M.Carpenter, seconded by Timothy I. O'Reilly, it was moved that
J.E.Hillard be allowed 28 days sick leave for the year 1952•
On motion of Paul 'vV.Davis, seconded by D.M.Carpenter, it was moved that all accrued
vacation time be allowed for J.E.Martin, Frank Sousa and J.E. Hillard. Motion carried.
On motion of D.M.Carpenter, seconded by Timothy I. O'Reilly, it was moved that refunds
for water connections in the Mira Monte Tract be allowed to Maino Construction Co.
It was moved by D.M.Carpenter, seconded by Timothy I. O'Reilly that Cal Poly College
be allowed additional water connections as requested at the same rate they are now paying
as per Resolution No. 1099 (New Series). Motion carried.
On motion of Frank V.Woods, seconded by Paul W.Davis, the meeting adjourned.

The minute= of the meeting of Feb. 2, 1953 -were approved.
Communication from the Director of Bureau of the Census, giving the official census
' figures of the Special Census taken January 17, 1953, - the population of San Luis Obispo
is 16,001, and same .,as ordered received and filed.
This being the time set for receiving Bids as per advertised Notice on the BUENA
VISTA & HATHWA° 111ATFR LINE RELOCATION PLAN 44, the following bids were received:
1. O.R. Ochs & Son Amt. 5,024.00
2. L.F. '?ebb Con�tr. Co. " $,357.40
3. W.M. Lyles & Co. 7,346.30

Resolution No. 1189 (New Series) - A Resolution setting up a Revolving Fund
within the ':grater Fund to finance relocations and other projects in connection with the
Freewav and which will be re- imbursed in whole or in part by the State Division of High-
ways was passed and adopted on motion of D.M. Carpenter, seconded by Paul W. Davis upon
the following roll call vote:

Communication from Burroughs Adding Machine Co. Re: reason for not bidding on
AccountinQ and Billing Machine, as their machine did not meet the specifications set by
the City of San Luis Obispo. Same was ordered received and filed.
The proposal of Richard IMiller, Executive Secy. to have c1= ;ssificaticn of A.cco>int
,prraiser changed to .just "Accountant ", as the �,ork load justified his full time. Also
in order to facilitate the work the Accountant and the City Clerk's books be combined and
th ?t the accountant move into the Clerk's office for better efficiency and coordination o
their .function. On motion of D.M. Carpenter, seconded bl- Fred Lucksinaer, the proposal
wirz anproved. Motion carried.
The Contract T�rith Kenneth Hess, Architect, for the planning; of the new Fire House
was referred to the City Attorney to redraw contract with the architect to incorporate,
recommendations of the Council.
Renort of Ililleford & Wiltshire, Certified public Accountants, for 6 months period
was ordered, received and filed - the Council, Citv Clerk, Accountnnt and Executive Sec-
retary to meet at a later date and go over the Auditor's report in detail.

Comm. from Richard Miller Re: recommendations of Willeford & Wiltshire: On motion
of Paul ' ^'. T?avis, seconded by Fred Lucksinger the following recommendations were approved
and ordered done by administrative action:
1. Transfer (1,260. hydrant rental from water fund to the General Fund.
2. Eliminating_ x:',27.94 covering two returned checks from the City's Cash
Balance.
On motion of Frank V. ?'floods, seconded by Timothy I. O'Reilly, the City Attorney
Teas ordered to render a legal opinion on outstanding; city warrants.

Re: Recommendations of the City Collector Re: penalties for this quarter on
deliquent licenses: It was moved by Frank V. ?Moods, seconded by D.M. Carpenter that the
recommendations be approved. Motion carried. The City Attorney was instructed to draw
up Ordinance changing the business license Ordinance to allow 30 days before penalties are
added instead of 10 days as now worded.
Comm. from Col R.P. Lyman, Commanding Officer, Camp SanLuis Obispo, Re: express
thanks to the Council for the kind considerations extended was ordered received and filed.
Re: Reports of the Traffic Committee regarding; Parkine zone on Chorro St. from
Pacific to ?ismo St. and 10 or 15 minute ,green zone on Mill St. in front of the Silveira
grocery, - the Traffic Committee recommends no action but will continue to study the
situation.
On motion of D.M. Carpenter, seconded by Frank V. ?-goods the following appointments
re made:
1. Sallv .Anne Vernon - Intermediate Acct. Clerk - $204 per month, as of Feb. 24,
1953.
2. Benjamin CaDinha - ?ark Laborer - x,215. per mo. as of Feb. 9, 1953
Comm. from Richard Miller Re: Bills for Smee's Plumbing for expense incurred
uring period. from July - Oct. 1951. It was moved by D.M. Carpenter, seconded by Paul
..Davis that the recommendation of Ex. Secy. Richard Miller be adopted, that the bills

Red Cross Banners in the San Ltais Obispo Cit,r Streets; permission was granted to hang
the flags, but the firemen on duty cannot put up the flags, however, the Red Cross can
contact the "Off- duty" firemen if they desire.
Request from the Red Cross Re: painting a thermometer on Higuera Street between
Carden and Chorro Streets to gate contribution. Permission was granted on motion of

to attend a three day conference of Administrative Officers League of California Cities,
Feb. 23rd thru 25th at Monterey, California, expenses paid.
On Motion of D.M. Carpenter, seconded by Timothy I. O'Reilly, the Council took
note of the fact that the water meter readers, Frank Sousa, J.E. Martin and J.E. Hillard
resigned as of a certain date and that the City of San Luis Obispo waived notice and the
men were only to receive pay for actual days i- Torked, plus any accumulated vacation time.
