The City Council met in Special Session; Mayor Timothy I. O'Reilly presiding.
Present: Paul W. Davis, Fred Lucksinger, Timothy I. O'Reilly
Absent: D.M. Carpenter, Frank V. Woods (deceased as of March 1, 1953)
A motion was. made by Paul W. Davis that the City add fluorides to the city water,
effective April 1, 1953. The motion lost for want of a- second. The City Attorney was
ordered to draw up a Proposition for placing the question of "fluorides" on the ballot.
The Mayor was authorized to attend the Special League Meeting of California
Cities at Sacramento on March 12, 1953 Re: legislation relating to County and City sales
tax, on motion of Fred Lucksinger, seconded by Paul W. Davis. Motion carried.
Communication received from W. M. Reed requesting the Council for a leave of
absence for two month was denied on motion of Fred Lucksinger, seconded by Paul W. Davis,
and the City Clerk was instructed to advise him of the Council's policy on "leave of
absence."
The City Clerk was instrcted to canvass all departments and see who is going to
attend the League of California•Cities, Channel Divn. meeting at Fillmore on March 11,
1953.
On motion of Paul W. Davis, seconded by Fred Lucksinger, -it was moved that the
improvements in Tract #64, Alta Vista Subdivision, streets, utilities etc. be accepted
as part of the City of SanLuis Obispo on recommendation of-City Engineer.
The application of Clyde Beatty Circus, to hold a circus on Exposition Park on
May 15th, 1953 was granted on motion of Paul W. Davis, seconded by Fred Lucksinger.
The application for city license by Richard J. Melin for Cigarette Vending
Machine was granted on motion of Fred Lucksinger, seconded by Timothy I. O'Reilly.
The application for city license filed by Paul Goddon. for Telephone Soliciting-
was referred to the City Attorney for an opinion.
On motion of Paul W. Dqvis, seconded by Timothy I. O'Reilly, the following em-
ployees were hired as meter readers, as of February 27, 1953 at a salary of $240.00 per
month, on a six months probationery period:-
Bill R. Stephens,
William H. Levier.
The following applications for Contractor's licenses - were - received and on motion
of Fred Lucksinger, seconded by Paul W. Davis, the bonds were approved, sureties accepted
and registrations granted:

Claims for the month of February,.1953 were ordered paid_subject to the approval
of the heads of the respective departments and the Mayor.
On recommendation of the City Attorney and on motion of Fred Lucksinger, seconded
by Paul W. Davis it was moved that the Council accept checks -from Radio Station K.V.E.C.,

and letter of protest, on paying the City license. Motion carried. the Council waived
the penalty.
Resolution No: 1196 (New Series) - A Resolution authorizing City Clerk to accept
and record Deed of Real Property from Harald N. Nielsen, et al and to -pay for said property
was passed and adopted on motion of Fred Lucksinger, seconded by Paul W. Davis upon the
following roll call vote:
Ayes: Paul W. Davis-, Fred Lucksinger, Timothy I. O'Reilly
Noes: None
Absent: D.M. Carpenter
Resolution No. 1197 (New Series) - A Resolution increasing the 1952 -53 General Fund
Budget by $14,115.36 was passed and adopted on motion of Fred Lucksinger, seconded by
Paul W. Davis upon the following roll call vote:
Ayes: Paul W. Davis, Fred Lucksinger, Timothy I. O'Reilly
Noes: None
Absent: D.M. Carpenter
Ordinance No. 380 (New Series) - An Ordinance amending Section 31 of Ordinance No.
76 (New Series), entitled: "An Ordinance licensing and regulating the doing of certain
acts and the carrying on of certain trades, callings, business, professions etc. was
introduced and passed to print on motion of Paul W. Davis, seconded by Fred Lucksinger
upon the following -roll call vote:
Ayes: Paul W. Davis, Fred Lucksinger, Timothy I. O'Reilly
Noes: None
Absent: D.M. Carpenter
On motion -of Fred Lucksinger, seconded by Paul W. Davis, Mels,Silacci was hired as
Police Officer.as of March 16, 1953 at a starting salary of $268. per month on a six
months probationery period.
To fill the vacancy of the Commissioner of Public Health and Safety, made vacant
by the death of Frank V. Woods, Mayor O'Reilly nominated Fred Lucksinger as temporary ,
Commissioner of Public Health and Safety, and approved on motion of Paul W..Davis,
seconded by Timothy I O'Reilly upon the following roll call vote:
Ayes: Paul 11. Davis, Fred Lucksinger, Timothy I. O'Reilly
Noes: None
Absent: H.M. Carpenter

The City Council met in regular session; Mayor Timothy I. O'Reilly presiding.

Absent: Frank V; Woods deceased)
Mayor O'Reilly announced that no official business would be transacted at this
meeting, in memory of Councilman Frank V. Woods death.
On motion of Paul W. Davis, seconded by D.M. Carpenter, the meeting adjourned to
Monday, March 9, 1953 at 7:30 P.M., upon the following roll call vote
