Resolution - -No. 1227 (slew Series) - -A Resolution increasing the Nelson Sub-
division Fees was passed -and adopted on motion of Richard E. Gragg, seconded by Kenneth
W. Jones upon the following roll call vote:
Ayes: Nels Beck,-Paul W. Davis, Richard E. Gragg, Kenneth W. Jones, Fred H.Lucksinger
Noes: None
Absent: None
On motion of Paul W. Davis, seconded by Kenneth W. Jones, the meeting adjourned.

SPECIAL CALLED MEETING
City Hall, Wednesday, July 1, 1953- 7:30 P.M.
The City Council met in Special Session; Mayor Fed Lucksinger presiding.
Present: Nels Beck, Paul W.Davis, Richard E.Gragg, Kenneth W. Jones, Fred Lucksinger
Absent: None
The City Clerk reported the following Bids were received on "Phase A" STREET REHABILI-
TATION PROGRAM:
1 - Granite
Construction Co.
32,941.60
2 - Valley
Paving and Construction Co.
31,706.50
3 - Madonna
Construction Co.
37,760.00
City Engineer, G.H.Hamlin, recommended that after reviewing all bids that the bid be
awarded to Valley Paving and Construction Co. for $ 31,706.50; on motion of Paul W.
Davis, seconded by Nels Beck it was moved that the contract be awarded to the Va]]ey
Paving and Construction Co. Motion carried.
On motion of Richard E. Gragg, seconded by Kenneth W. Jones, the 1953 -54 Budget for the
Citv of San Luis Obispo was adopted.
Resolution No. 122$ (New Series) - A Resolution establishing Classifications,
setting salaries therefor, assigning City Employees to appropriate classifications and
starting rates therein, and repealing all previous salary resolutions was passed and
adopted on motion of Paul W.Davis, seconded by Fred Lucksinger upon the following roll
call vote:
Ayes: Nels Beck, Paul W. Davis, Richard E.Gragg, Kenneth W.Jones, Fred Lucksinger
Noes: None

Resolution No. 1229 (New Series) - A Resolution providing for replacement of
equipment replacement appropriations in equipment replacement fund and setting forth
method of expenditure therefrom wad passed and adopted on motion of Paul W.Davis,
seconded by Kenneth W.Jones upon the following roll call vote:
Ayes: Nels Beck, Paul W.Davis, Richard E.Gragg, Kenneth W.Jones, Fred Lucksinger

The report of the City Assessor of the Assessed Values for the fiscal year 1953 =54
was ordered received and filed on motion of Kenneth W.Jones, seconded by Richard E.Gragg.

Communication from Kenneth W.Jones, Commissioner of Supplies, reporting on -the bids
for replacement of the Fire Inspector's car; he recommended that the bid be awarded
to E.H1 Thresh Inc., being the lowest bid. On motion of Kenneth W.Jones, seconded by
Nels Beck the bid was awarded to E.H. Thresh , Inc. , the amount of the bid being
$1701.56 incl tax.
Communication of O.J. Guliickson offering his service to the Civil Defense Program
of the City of San Luis Obispo. On motion of Paul W Davis, seconded by Kenneth W.Jones,
O.J. Gullickson was appointed Assistant Director of Civil Defense.
Resolution No. 1230 (New Series) - A Resolution amending Resolution No. 1225 (New
Series) specifying the amount and type of personal bonds for certain officers and em-
ployees was passed and adopted on motion of Nels Beck, seconded by Paul W.Davis upon
the following roll .call vote:
Ayes: Nels Beck, Paul W.Davis, Richard E.Gragg, Kenneth W.Jones, Fred Lucksinger

Absent: None
Communication from J.Earle Boyce, City Treasurer, recommending that on withdrawal
of city funds that the Treasurer be limited to $25,000 and that all withdrawals over
$25,000 be required to have two signatures on the check. Same was referred to the Com-
missioner of Finance for study and Resolution.
On motion of Paul W.Davis, seconded by Kenneth W. Jones, the City Clerk was authorized
to have all Class "A" and Class "B" employees fill out personal questionnaires for
Blanket Bond coverage. Blanket Bond policies accepted and approved on motion of Kenneth
W.Jones, seconded by Fred H. Lucksinger.
On motion of Kenneth W.Jones, seconded by Richard E.Gragg, Councilman Nels Beck's
bond was approved and the Mayor authorized to sign.
Communication from the State of California, Dept. of Public Health, Re: Fluorides
was ordered received and filed on motion of Paul W. Davis, seconded by Kenneth W.Jones.
Communication from Chas. E.Bell, of the Yellow Cab Co., requesting that the taxicab
Ordinance be amdned, reducing the Public Liability and Property Damage on Taxicabs was
referred to a committee of Mr. Nels Beck and Mr. Kenneth W.Jones and report back to
the Council on July 20, 1953•
Communication from the State of California, Division of Highways Re: regulatory signs
in place on highways relinquished to cities and counties was ordered received and filed
on motion of Paul W.Davis, seconded by Fred Lucksinger.
Communication from Timothy I. O'Reilly was ordered received and filed.
Communication from. the Disabled American Veterans Re: annual flower sale on the
streets of San Luis Obispo on July 10th and 11th,- permission was granted on motion of
Kenneth W.Jones, seconded by Richard E. Gragg.
Communication from the Southern Pacific Co. conderning meeting with city Re: Johnson
Street Underpass, the following City Officials are to meet with J.J. Jordan, Supt. of
the Southern Pacific Co.,-
Councilmen, Nels Beck, Paul W.Davis, Richard E.Gragg,
Executive Secy. Richard Miller, Engineer Homer Hamlin, Attorney, George Andre
The City Attorney was instructed to draw up Resolution Re: painting striping on
Marsh Street at Santa Rosa St. on motion of Kenneth W.Jones, seconded by Paul W.Davis
upon the following roll call vote:

Communication from the Dept. of Finance Re: Chapter 47, Statutes of 1944 relative to
Application No. 47/1$$3 Foothill Blvd. Waterline Imp. ( Postwar Contribution Program)
was referred to the City Engineer for reply to the Dept. of Finance on motion of Paul
W.Davis, seconded by Fred Lucksinger.
Request from the City Schools for cancellation of city taxes on property acquired by
them for School purposes,- the cancellation was approved on motion of Paul W.Davis,
seconded by Nels Beck.
Request from the San Luis Obispo County Board of Supervisors for cancellation of
taxes on property acquired by them for garage purposes,- the cancellation was approved
on motion of Nels Beck, seconded by Kenneth W. Jones.
The following employees appointments were approved by the Council, on motion of Paul
W.Davis, seconded by Richard E. Gragg:-
Robert Vosburgh as Principal Engineering Aide as of July 1, 1953,
Second Step - $ 300.00 per month
John Richardson - Disposal Plant Operator as of June 26, 1953 - $D240.00 per mon
Communication from J. Earle Boyce, City Treasurer Re: the inactive deposit account
for city funds at the local branch of the Bank of America was ordered received and filed
on motion of Paul W.Davis, seconded by Richard E. Gragg.
Communication from Willeford & Wiltshire offering to continue the quarterly audit of
books and records of the City of San Luis Obispo for the fiscal year-beginning July 1,
1953 and ending June 30th, 1954,- the offer was accepted by the City Council on motion of
Richard E. Gragg, seconded by Paul W.Davis, and the City Clerk was instructed to notify
them of the Council's action.
Communication from the Library Board Re: reserving the basement of the City Hall as
a possible interim location was ordered'received and filed.

Re: Petition fromproperty owners relative to inadequate drainage condition at the inter-
section of Pismo and Walker Streets was ordered filed.
Re: Communication from E.L.O'Reilly requesting variance in rezoning was held over to
July 6, 1953 for final decision on motion of.Kenneth W.Jones, seconded by Richard E.Gragg.
Re: Communication from the Native Daughters of the Golden West Re: old fire bell moved to
city hall grounds was ordered received and filed on motion of Kenneth W.Jones, seconded

Re: Communication from the City of Petaluma requesting monies from the City of San Luis
Obispo to be used in legal action against the Pacific Tel. and Tel. Co. relative to primary
franchises was ordered received and filed on motion of Paul W.Davis, seconded by Fred
Lucksinger.
Recommendation of Willeford & Wiltshire Re: financial stationery to be prenumbered was
ordered received and filed. '
Legal opinion of the City .Attorney, George Andre, Re: furnishing water to Roy Powell
property located outside the city limits near the Cuesta Grade was ordered received and
filed.
The Fire House Bid reports were held over until July 6, 19530
Petition from the Public Works Lmployees for cost of living salary increase was
ordered received and filed on motion of Kenneth W.Jones, seconded by Paul W.Davis.
