The claim of John Badgley & Associates for architectural services on the City Library Building for $2495.00 was approved and ordered paid on motion of Richard E.Gragg, seconded by Paul W.Davis. Mr. Price Thompson, Water Supt. was instructed to contact Mr. Valys Re: Council's ' decision relative to water service to apartments and other multiple occupancies. The request of Mr. Rauch, Jr. High School Principal for installation of "Drive carefully" sign on Johnson Ave. was denied on motion of Nels Beck, seconded by Paul W. Davis, because of the commercial advertising on the sign. ' On motion of Richard E.Gragg, seconded by Fred H.Lucksinger, it was moved that the City of San Luis Obispo will go on record as being in favor of the legislative auditor's proposal to use the 1950 population figures for the purpose of distribution of State allocations upon the following roll call vote: Ayes: Nels Beck,Richard E.Gragg, Kenneth W. Richard Miller were asked to meet with the Library Architect, on preparation of final plans of the new Library Building. Davis, the City Attorney was instructed to prepare New Ordinance. Communication from Police Chief,W.L.Burns Re: recommendation for Police Dept. automo- tive equipment, was approved on motion of Kenneth W.Jones, seconded by Nels Beck,- for One new dar for the Police Dept* and the two motorcycles to be sold. Communication from Thos Eppert Re: request for transfer of employment from the Police , Dept. to the Fire Dept; it was moved by Nels Beck, seconded by Paul W.Davis that the request of Thos. Re: Memorandum from the City Planning Commission Re: condition existing along the east side of California Blvd was referred to the Traffic Committee. IRe: Communication from Gilbert S.-Zimmerman, Pastor of the Methodist Church relative to Itraffic problem at the corner of Pacific and Morro Streets; Chief W.L.Burns reported -on this matter after investigation and on motion of Paul W.Davis, seconded by Kenneth W.Jones, C F] 1 F and upon recommendation of Chief Burns, the Police Dept. was authorized to allow sawhorses with "NO PARKING SIGNS" be placed in front of the church on Sunday morning. Motion carried. Communication from the County Health Dept. by Dr. H.W.Swartout Re: suggested forms to be used for the PERMIT and ENFORC;DNENT forms was read to the Council and by common consent lof the Council, the request was approved and on motion of Richard E.Gragg, seconded by Nels Beck, Mr. Richard Miller, Executive Secy to the Council, was instructed to get bids and have the forms printed as requested by Dr. Swartout. The communications from the Atascadero Business mens Anti - Loitering Committee Re: Curfew Ordinance was ordered received and filed. Comm. from Maino Construction Co: Re: reimbursement for water connections in the Mira Monte Tract was approved on motion of Paul W.Davis, seconded by Nels Beck withthe provision that the total amount does not exceed the maximum as per contract between Maino and Madonna land the City of San Luis Obispo. Comm. from the General Services Admihistration Re: soace for office space inthe down- town area; the City Clerk was instructed to write a letter to theGeneral Services Ad- ministration stating at the present time the City of San Luis Obispo does not have any (space available, on motion of Nels Beck, seconded by Paul W.Davis. Motion carried. Comm. from Mrs. Estella Jackson requesting that a crossing guard be placed at the lower end of Higuera St. was ordered received and filed. The City Council confirmed the appointment of an additional crossing guard at Higuera and South Streets as of March 25th, 1954 as a temporary measure due to the detour of State Highway #101, and Homer Hamlin, City Engineer, was instructed to contact the represen- tatives of the State Highway Division, relative to the State paying the cost of the crossing guard; on motion of Paul W.Uavis, seconded by Nels Beck it was moved that the crossing guard be paid by the City of San Luis Obispo until the claim with the State Highway is settled. Motion carried. On motion of Kenneth W.Jones, seconded by Fred H.Lucksinger the appointment of Henry V.Bettencourt was approved, as laborer in the Park Dept. effective March 19, 1954 at q' p.'227.00 per month. Motion carried. On motion of Paul PI.Davis, seconded by Nels Beck, the request of Willie Baker for two Aeeks Military Leave was approved. The Merchandising Bond of Charles Wiesman was approved on motion of Paul W.Davis, seconded by Kenneth W.Jones. The Council approved contract payment of Request #5 for MAINO CONSTRUCTION CO. for FIRE STATION NO. 2 - Amt. $ 2014.04, on motion of Nels Beck, seconded by Paul W.Davis. The request of Seth Kinney, Building Inspector, relative to holding up the business license at $084 Nor.th Broad St. was approved on motion of Nels Beck, seconded by Kenneth W.Jones. Ordinance No. 399 (New Series) - An Ordinance amending Section 1 of Ordinance No. 263 (New Series) entitled: "An Ordinance providing for the appoihtment of and pre- scribing terms of Members, Organization, Powers and Duties of the Park, Playground and Recreation Commission_; and Repealing Ordinance-No. 215 (New Series) was passed to print on motion of Nels Beck, seconded by Paul W.Drvis upon the following roll call vote: Ayes: Nels Beck, Paul W.Davis, Richard E.Gragg, Kenneth W.Jones, Fred H.Lucksinger Noes: None Absent: None Mr.Paul W.Davis reported for Mr. Andrew Renetzky Re: structural condition of the building known as "The Mission Garage" and stated that Engineers, DANIEL, i,01!N, JCHNSON, & MENDENHALL, after inspection of the Mission Garage, agreed that the City Engineer and the Building Inspector's inspection of the building was unsafe; the trustee obtained permission from the Court to vacate the building and demolish it. The Superior Court ordered the trustee to vacate the building and commence demolishing within a reasonable time. Re: Resolution of the Planning Commission to rezone certain area was read to the Council and on motion of Kenneth W.Jones, seconded by Fred H.Lucksinger it was moved that the City Council adopt the Resolution of the Planning Commission relative to rezoning certain area from R -1 and R -2 to R -3 and a PUBLIC HEARING to be held by the City Council on April 19th, 1954 upon the. following roll call vote: Ayes: Nels Beck, Kenneth W.Jones, Fred H. Lucksinger Noes: Paul LV.Davis, Richard E. Gragg Absent: None Ordinance No. 400 (New Series) - An Ordinance of the Council of the City of San Luis Obispo establishing setback lines along both sides of Santa Rosa Street from Mill Street to Murray Street was passed to print on motion of Kenneth W.Jones, seconded by Nets Beck upon the following roll call vote: Ayes: Nels Beck, Kenneth W.Jones, Fred H. Lucksinger Noes: Paul W.Davis, Richard E. Gragg Absent: None The City Clerk was instructed to write a letter to Edward L. Webb et al asking them to ct tend the next Council meeting, as the Council is very interested in this area being annexed to the City and would like to helpthem in every way possible. The communication of Wm. T. Smith was held over. The City Clerk was instructed to invite Mr. Brussow and Mr. Richard Harris to attend next meeting of the City Council at which time the matter of the petition of Mr. Brussow will be taken up.
