Present: Paul W.Davis, Richard E.Gragg, Kenneth W.Jones, Fred H.Lucksinger Absent: Nels Beck Claims against the City for the month of October, 1954 were ordered paid subject to the approval of the heads of the respective departments and the Yiayor. Ordinance No. 406 (New Series) - An Ordinance - reclassifying as C -1 certain real property in the City of San Luis Obispo was finally passed on motion of Kenneth W.Jones, seconded by Paul W.Davis upon the following roll call vote: Ayes: Paul W.Davis, Richard E. Gragg, Kenneth W.Jones, Fred H. Lucksinger Noes: None Absent: Nels Beck Ordinance No. 407 New Series) - An Ordinance establishing regulations relating to the conditions under which water sergice is rendered by the City of San Luis Obispo and establishing the rates and charges therefore, etc. was finally passed on motion of Paul W.Davis, seconded by Kenneth W.Jones upon the following roll'-Call votg: Ayes: Paul W.Davis, Richard E.Gragg, Kenneth W.Jones, Fred H. Lucksinger Noes: None Absent: Nels Beck Resolution No. 1377 (New Series) - A Resolution authorizing the City Council to enter into Utilities Agreements No. 2576 with the State of California was passed and adopt on motion of Paul W.Davis, seconded by Kenneth W.Jones upon the following roll call vote: Ayes: Paul W.Davis, Richard E.Gragg, Kenneth W.Jones,'Fred H. Lucksinger Noes: None Absent: Nels Beck Resolution No. 1378 (New Series) - A Resolution accepting offer of George E. Pearsoh for Engineering Services was passed and adopted on motion of Paul W.Davis, second by Kenneth W.Jones upon the following roll call vote: Ayes: Paul W.Davis, Richard E.Gragg, Kenneth W.Jones, Fred H. Lucksinger Noes: None Absent: Nels Beck Resolution No. 1379 (New Series) - A Resolution increasing the 1954 -55 Budget to new Account No. 119 community Fair was passed and adopted on motion of Kenneth W.Jones, seconded by iiichard E.Gragg upon the following roll call vote: Ayes: Richard E.Gragg, Kenneth W.Jones, Fred H. Lucksinger Noes: Paul W.Davis Absent: Nels Beck Communications from the Union Hardware Co. L.W.Kamm and Fred H.Johnson regarding partibipation in "Off- Street Parking " development was referred to fir. Richard Miller for filing until ,the balance of the returns on the question are received. Communication from John P. Bedecarre protesting charges for the weed abatement and request far adjustment was denied by the City Council and the City Clerk was instruct to write a letter to Mr. Bedecarre explaining that all the city charges is exactly the cost of burning and that this is an expensive item for the City, and the City would rather 59 fil rather. have the property owners take care of their own property,; Communication from Fred L. Gist regarding protesting the charges for weed abatement on his property on the basis that he had notified the City Engineer's office that he was going to grade out the lot.for construction purposes was referred to the City Engineer for investigation and report. On motion of Paul W.Davis, seconded by Kenneth W. Jones, the following contract paymen and change orders were ordered paid: Communication from the San Luis Obispo City Schools approving the construction of the PIPE LINING INC. -- Cement lining of Water Mains - Estimate No. 1 6769.85 Estimate No. 2 - ( Final) 752.21 By common consent of the Council, the Council authorized the advertising for bids Change Order No. 1 2067.62 On motion of Paul C1-Davis, seconded by Keameth W.Jones,the following contract payments and change orders were ordered paid: requirements for the year 1955. VALLEY. PAVING AND CONSTRUCTION CO. Street Repair Program - Project and the City Planning Commission to study the New Zoning Ordinance on Oct. 28th, 1954 Estimate No. 1 179048.24 Communication favom Commercial Utility Service regarding the Southern Counties Gas Co. Estimate No. 2 ( Final) 12$94.25 by Richard E.Gragg. Change Urder No. 1 127.51 TV " No. 2 203.85 The matter of the Agreement with F.Dalidio and the City of San Luis Obispo for water rights was referred to George Andre, City Attorneyq- Mr.Richard Miller, Executive Secy. and Mr. Price Thompson, Water Supt., for study of the Agreement and complete report to the Council regarding this well, Re: the resignation of Billie M. Baker, Sr. Engineering Aid was accepted on motion of Kenneth W. Jones, seconded by Paul W.Davis, and ordered received and filed. On motion of Kenneth W.Jones, seconded by Richard E.Gragg, FRANK J. GARZOLI was reinstated as Police Officer, 2nd Step, at $300 per month, seniority to start as of date of reinstatement. Communication from the Park and Recreation Commission, at the request of theU.S. Air Force for installation of an observation tower at Mitchell Park Playground was approved by the Recreation Dommission, subjec to the approval of the S.L.O. School District. Communication from the San Luis Obispo City Schools approving the construction of the observation tower in Mitchell Park for final approval of the City Council was read to the Council; On motion of Kenneth W. Jones, seconded by Richard c.Gragg, it was moved that the offer of the Air Force and the 20 -30 Club that the G.O.C. Observation Tower be placed in Mitchell Park for use of Civil Defense be approved -. Motion carried. On motion of Kenneth W.Jones, seconded by Paul W.Davis , the Council was authorized to advertise for bids for the purchase of One (1) Police Car. By common consent of the Council, the Council authorized the advertising for bids for Lease of a portion- of the Reservoir site for storage. Councilman Kenneth W.Jones, and City Clerk J.H.Fitzpatrick were instructed to prepare bids for advertising for CHLORINE requirements for the year 1955, and GASOLINE AND OIL requirements for the year 1955. By common consent of the Council them will be a joint meeting of the City Council and the City Planning Commission to study the New Zoning Ordinance on Oct. 28th, 1954 at 7:30 P -M- Communication favom Commercial Utility Service regarding the Southern Counties Gas Co. rate increase case was ordered received and filed on motion of Kenneth W.Jones, seconded by Richard E.Gragg.
