The City Clerk reported the following Bids received and opened for the GRAND AVEEUE WATERLINE INTROVEIENT Project W -55 -1: W.M. Lyles Co. Smees Plumb. and Heating O.R.Ochs and Son 40,207.20 45,905.00 49,$00.00 Communication from Smees Plumbing protesting the non - conformance with specifications in the Bid of 69.M. Lyles Co. on the Grand Ave. Waterline Imp. Project, as Lyles bid was accompanied by a bid bond where the specifications called for certified check. At the request of Mayor Lucksinger, Mr. George Andre, City Attorney, stated that the Council could waive the technicality of the bid bond which accompanied the low bid, as technically, the bond is as good as a certified check, and it would be his opinion, that the bids stand as they were opened. On motion of Warren G.Edwards, seconded by Kenneth W.Jones, it was moved that the com- munication of Smees Plumb. was ordered received and filed.
