City Hall, Tuesday, July 5, 1955 - 7.30 P.M.
The City Council met in regular session; i'4ayor Fred H.Lucksinger presiding.
Present: Nels Beck, Lowell E. Christie, Warren G.Edwards, Kenneth V1. Jones, Fred H.Lucks
Absent: None
The Minutes of the meeting of June 20th and June 27th, 1955 were approved.
Claims ar.ainst the City for the mnnth of July, 1955 were ordered paid subject to the app
oi' the heads of the respective departments and the Mayor.
The City Attorney was instructed to prepare Ordinance for the acquisition of the 11Iaggie
and related property for off - street parking purposes.
The City Clerk reported onbids received for furnishing the City of San Luis Obispo, four
passenger cars; only one bid was received from Arland Chevrolet Co.. as follows:

On recommendation of Mr. Richard Miller, Administrative Officer, that the City accept the
bid of Arland Chevrolet Co. for the above prices, it was moved by Kenneth W.Jones, second
by Lowell E.Christie that ti:e bid of Arland � ;hevrolet Co. be accepted. 1viotion carried.
On motion of Kenneth W.Jones, seconded by Lowell E.Christie, it was moved that a letter
bd written to the census bureau requesting a Special Census for Oct. 1, 1955, also,
authorized Mr. Filler to sign form of Agreement for the City and approved a deposit of
41260 with the bureau.
the Agreement of Sale between Bohn Tutsie, dba Green Bus Service, to Wayne Vaughn and G
Bewick was referred to the City Attorney for investigation and report to the Council oh
motion of Kenneth W.Jones, seconded by Warren G.Edwards.
Communications:
Comm. from the National Municipal League Re: 1955 All- America Cities Contest was ordered
received and filed on .motion of Warren G.Edwards, seconded by Kenneth W.Jones.
Comm. from James R.Butler Re: protesting a charge for weed burning was referred to the
City Clerk to contact Mr. Culbertson and Mr. Block regarding the weed abatement.
Comm. from David Grant, Secy. of the Library Board of Trustees, Re: sign was referred to
the Traffic Committee on motion of Kenneth W.Jones, seconded by Lowell E.Christie.
Comm. from Foster and Kleiserr• was ordered received and filed.
Comm. from the Office of Civil Defense Re: Regional Reorganization was ordered received
and filed.
Comm. from the Office of Civil Defense Re: Closing of Region No. 7 office in Santa Barbara
was ordered received and filed on motion of Kenneth W.Jones, seconded by Lowell ..Christie,
Comm. from Stanley Pierson, Director of Civil Defense Re: Surplus property was ordered
received and filed.
On motion of Kenneth W.Jones, seconded by Nels Beck, Mr. Richard Miller was authorized
to have the power turned on for the ligYts at the skywatch tower at Mitchell Park.
On motion of Kenneth W. Jones, seconded by Lowell E.Christie, the following Contract
Payments were approved as submitted by the city engineer:

For the Council's information, Mr. Richard Miller reported that the bids will be
received and opened by the City Clerk at 2 P.M. July 11th, 1955 for furnishing 3 -3/4 ton
pickup trucks for the city.
The City Council will meet inadjourned session on Monday, July 11th at 5 P.M. to award
the bids.

The appointments of Navor Lopez and Lester Hahn as weed burners, effective July 1, 1955
at :240.00 per month and. the appointment of Ahud Kadish, as vacation relief operator
at the Sewer Plant at $ 254.00 per-month, for the months of July and August, 1955,
.were approved.
On motion of Kenneth W.Jones, seconded by Nels Beck, the Council approved the following

On motion of Nels Beck, seconded by Kenneth W.Jones, the following transfer of business
licenses were approved:

Transfer of business location of Bernhard Lewin from Monterey and Chorro St. to 657

Transfer of location of the Pack Pipe and Supply Co. from 183 Higuera St, to the corner
of High and Santa Darbara Ave.
The Minutes of the Planning Commission for June 16th, 1955 were ordered received and filed.
The I`layor nominated the following members to fill the vacancies on the City Planning
Commission:

On motion of Kenneth W.Jones , seconded by Lowell E.Christie the nominations were approved
and the appointments made.

Onmotion of Kenneth W. Jones, seconded by Nels Beck, the following appointment was made,
J.H.Fitzpatrick to serve as City Administrator, pro tem, during the absence or disability
of the City Administrative Officer.
The recommendation of Richard Miller, City Administrative Officer, for organization of the
amity Departments under provisions of Sec. 1000 of the new charter was referred to Mr.
Houser, City Attorney, for preparation of Ordinance or Resoluti:)n on motion of Kenneth
W.Jones, seconded by Nels Beck.
Mr. Miller also, presented a proposal for providing for a method for monies to be drawn
from the City Treasury under the provisions of Sec. 1212 of the City Charter. This
was referred to the City Attorney to prepare an ordinance setting up the procedure,
on motion of Lowell E. Christie, seconded by Kenneth W. Jones.
Der. Miller also presented to the Council, procedure for inventory of all properties owned
by the City,-but being used by the various departments. By common consent of the Council,
"Ir. Miller's proposal was adopted.
