Christie, Warren G.Edwards, Kenneth W. Jones, Fred H. Lucksinger Absent: None The Minutes of the meetings of Sept. 6th, Special Meeting of Sept. 7th and Sept. 26, 1955 were approved. Maims against the City for the month of October, 1955 were ordered paid subject to the approval of the Administrative Officer, on motion of Kenneth_W.Jones, seconded by Lowell E. Christ ie. Communications: The resignation of Banning Garrett as a member of the Park and Recreation Commission was accepted on motion of Nels Beck,. seconded by Kenneth W.Jones and the City Clerk was instructed tovrite a letter to Mr. Garrett for his past work for the city and wishing him well in his new endeavors. Communication from Seth Kinney relative to the matter of renaming a portion of South Street was referred to Wm.Houser, City Attorney for preparation of Resolution renaming a portion of South Street, east of the Southern Pacific R.R. to be renamed " San Carlos Street ". Comm. from the Department of Commerce, Bureau of the Census was ordered received and filed on motion of Warren G.Edwards, seconded by Lowell E. Christie. Comm. from Sylvester Perkins requesting that Sewer Agreement with the City be transferred to the new owner, Thomas A. and i�adine F.Collins, was referred to the City Attorney for investigation and report to the Council. Comm. from the California State Poly College was ordered received and filed. Comm. from the W.M.Lyles Co. asking for an extension of time for the installation of the GRAND AVE. WATER PROJECT was ordered held over. Comm. from the City of Miami, Fla. extending an invitation to the 32nd Annual American Municipal Congress was ordered received and filed. Comm. from the Public Utilities Commission relating to adjustments of property assessments for tax purposes was ordered received and filed on motion of Kenneth_ W.Jones, seconded by Nels Beck. Comm.from Governor Goodwin J. °night and from the National Safety Council Re: S -D Day was read to the Council; on motion of Kenneth W.Jones, seconded by Nels Beck, the Mayor was authorized to appoint a Chairman to be the "City S -D Day Safety Director ". Comm. from the American Municipal Assn. was ordered received and filed. Comm. from the Automobile Club of So.California 11e: contest in the 1955 A.A.A.National Pedestrian Protection Contest was referred to Mr. Richard Miller for investigation and report to the Council. On motion of Nels Beck, seconded by Warren G.Edwards, the request of the Division of Highways, State of California, for cancellation of taxes on a portion of property acquired by the State for highway purposes was approved. The Minutes of the Planning Commission of August. 18th and September 15, 0955 were ordered received and filed. Thefollowing transfer of business licenses were approved on motion of Kenneth W.Jones, seconded by Warren G.Edwards: Transfer of Monterey Sighal Service - 1565 Monterey St. from C.E.Rigdon to Al Payne and Phil Pacey The Gabbv Book Store- From Helen Rutherford and Alma Abell to Margery Meredith Richfield Service- Chas. C.Bourn, at 1166 Monterey St. to Doyle S.Rusco The following applications for Contractor's Licenses were received and on motion of Kenneth W.Jones, seconded by Warren G.Edwards, the bonds were approved, sureties accepted registration granted: Rav:':s Floor.8ervice - Class "E" Contractor Harold E.Shugart Co. - Class "D" it Walter Worthington- Class "E" Contractor On motion of'Kenneth W.Jones, seconded ny Lowell E.Christie, the following Salary Step increase was approved: Glenn E.Lyons- Fireman - from step 1 to step #2- $ 317. per mo. ( as of Oct. 1, 1955) V /. On motion of Kenneth W.Jones,-.seconded by Nels Beck the City Emgineer, G.Homer Hamlin was authorized to attend the Qovernor's Safety Conference in Sacramento, starting Oct, 6, 19554 Re: The decisions of the Civil Aeronautics Board regarding the Southwest Airways Renewal Case were ordered received and filed. 2818,he an.pointment. of Joe Lewis, Laborer-Equipment-Operator in the Public Works Dept. at a (salary of U254. per month as.of.Oct..l, 1955 was announced-by Mr.. Richard Miller Administra Officer. At this time the City Engineer., reported to th,a Council relative to the status of the PHILLIPS SPECIAL ASSESSMENT DISTRICT and the RAMONA SPECIAL ASSESSMENT DISTRICT. Mr. Hamlin reported that the paving will start on Tuesday, Oct. 4th,-.1955 in the PHILLIPS DISTRICTand that curbs and gutters have been completed in th:e HOWARD AND KENTUCKY STREETS area, and are being completed in the RAMONA AREA. The City Clerk read a letter from Mr. G.Homer Hamlin to the Valley Paving 8onstructicn Co. regarding additional time for completion of the project. On recommendation of the City Engineer and on motion of Nets Beck, seconded by Kenneth W. Jones the Valley Paving and construction. Co. were allowed a 43 working day extension on Projects S -54 -1 and S -55 -1. Old Business Re: Traffic Committee Report: 55- 9 -1C -- In regard to the request of the Mission School Mothers Club for a crossing guard at Palm and Broad St., the committee requests more time to study this matter and by common consent of the Council, the request of the Traffic Committee was granted. 55- 9 -2C -- On motion of Kenneth W.Jones, seconded by Lowell E.Christie,the matter of installation of Stop Signs on Lincoln and Chorro St. was referred back to the committee for further study. 55- 9 -3C -- On motion of Kenneth W.Jones; seconded ny Nels Beck the City Council accepted the recommendation of the Traffic Committee and ordered the installation of Business District Sign at Broad and Lincoln Streets. The report of the committee consisting of the City-Engineer, Water Superintendent an'd the City Clerk regarding the request of the S.L.O.County "owmen Assn. for use of a portion of the Reservoir Canyon for archery range. The committee recommended that the request of the County Bowmen be approved with the following restrictions: " that the area to be used for a range be confined down stream from the water intake for our city system and further, - That the Assn. makes adequate provisions for sanitation, fire protection and safety of the public by reason'of the activities of the archers; it is further recommended that the Bowmen Assn. provide plansof the proposed installation of their range and that the City Attorney investigate the possibility of city liability due to these activities on city property." The request of Mr. Melvin Motz for a variance in an R -2 Zone to construct 3 family dwellings was ordered received and filed on motion of Kerneth'W.Jones, seconded by Warren G.Edwards. At this time the City Council took up the report and recommendations of Richard Miller, Administrative Officer, regarding the Creek situation and the methods of keep same. The City Engineer, G.Homer Hamlin, explained that his department has planned to clean the creeks of all debris and brush which may possibly obstruct the free flow of water so thqt all danger points would be cleared before the first major rains arrive. After much discussion by the Council, the City Engineer and the City Administrative Officer, it was the common consent of the Council that Mr. Richard Miller and Mr. Homer Hamlin get the job done before any trouble occurs, and if they need extra help inorder to accomplish this job before the rains, they are to get it. Mr. Miller's report was ordered received and filed on motion of Kenneth W.Jones, seconded by Nels Beck. Resolution No. 20 (.1955 Series) - A Resolution Establishing Sick Leave and vacation Policy for the City of San Luis Obispo was passed and adopted on motion of Warren G. Edwards, seconddd by Lowell E.Christie upon the following roll call vote: Ayes: Nels Beck, Lowell E.Christie, Warren G.Edwards, Kenneth W.Jones, lFred H.Lucksinger Noes: None Absent: None At the request of Mr. Warren G.Edwards, the City Council discussed the progress that has been made to date of a formation of a Special Assessment District for Sewer and Water Improvement Extension in the Johnson Ave. area. Mr. Hamlin reported to the Council relative to his meetings with Mr Wilson and Mr. Blake of the firm of Kirkbride, Wilson, Harzfeld and Wallace, and Mr. Hamlin believes that he should have a final answer from them in the near future. Mr. Hamlin reported that he is personally, working on alternate plans for the installation of a sewer system in this area. Mayor Lucksinger announced that the second Monday, November 14th, the City Council will - meet for study meeting on the Sewer. and Water Improvement for the Johnson Ave. area. Mr. Warren Edwards reported that a lot on the northeast corner of Broad and Pacific St. was not cleared of weeds during the summer and he requested that the City Engineer investigate and either have the owner clear the lot or have the city do it. Mr. Kenneth. Jones reported to the Council that Mr. Wherrit asked him tohave the Council study the possibility of placing a crosswalk on Johnson Ave. at Sydney Street for the convenience of the children going to and from school.
