City Hall, January 16, 1956; 7:30 P.M.
The City Council met in regular session; Mayor Fred H. Lucksinger presiding.
Present: Nels Beck, Lowell E. Christie, Warren G. Edwards, Kenneth 1J. Jones, Fred H.
Lucksinger.
The minutes of the meetin;; of January 3, 1956, were corrected as follows: Ordinance
Number 32 is in error and should be Number 14 (1955 -56 Serief), and Ordinance Number 33
is in error and should be !`lumber 15 (1955 -56 Series). Minutes were approved as corrected.
Claims against the City for the month of January, 1956, were ordered paid, subject to the
approval of the .Administrative Officer, on motion of Kenneth W. Jones, seconded by Lowell "
E. Christie.
The City Clerk reported to the Council that the following bids were received and opened

At the request of the City Engineer, the award of the bids were held over until the
next regular meeting of the Council.
Ordinance #14 (1955 -56 Series) An Ordinance Amending Sections 3200.5, 3200.6, and 3200.7 y
of the San Luis Obispo Municipal Code, was finally passed on motion of Nels Beck, seconded
by Kenneth W1. Jones.

Resolution No. 32 (1955 -56 Series) A Resolution Declaring the Policy of the Council of
t e City of San Luis Obispo in Regard to the Uniform Sales and Use Tax, was passed and
adopted on motion of Kenneth lI. Jones, seconded by Lowell E. Christie.

The minutes of the Laguna Lake Committee meeting of January 10, 1956, and the minutes of
the City Planning Commission meeting of December 15, 1955, were ordered received and filed
on motion of Kenneth t,1. Jones, seconded by Lowell E. Christie.
Mr. Nels Beck requested permission of the Council to be absent from the State for ap-
proximately one month for a vacation. On motion of !%arren G. Edwards, seconded by Kenneth
W. Jones, Mr. Beck's request was granted.
Comm. from the Laguna Lake Committee relative to the recommend =ton of the Committee to the
Council for certain expenditures of certain sums for preliminary engineering, etc., also

including in the letter was a list of the preliminary steps necessary to get this project
started. At the recommendation of Mr. Miller, The City Council approved an expenditure
of $$50.00 to be used for ground survey work to be taken from Contract Engineering and
to be reimbursed when the matchinP finds from the State are collected on motion of
Kenneth Iji. Jones, seconded by iarren G. Edwards.
Comm. from the Automobile Club of Southern California notifying the City that the
.automobile Club plans to cease the sale and installation of traffic signs 2s soon as

possible was ordered received and filed on motion of Kenneth W. Jones, seconded by
Lowell E. Christie.
Comm. from the State Department of Public Health, Bureau of nitary Engineering, notifying
the City of San Luis Obis oo of the , ,o .:'d recreational use of the Salinas Reservoir
and requesting the Cityto make an amended permit to use water from Salinas Reservoir
which trill be opened for recreational use. Comm. was referred to the ?dater Super-
intendent for preparation of the permit and report to the City Council.
Comm. from the City :ark and Recreation Department requesting permission to add collected
moneys to the Park and Recreation account, because of league fees which were collected 11�
from six teams entered in an unanticipated 1955 -56 City :Adult basketball league, this
money would then be spent by the Recreation Department for salaries and wage-C, awards,
and forfeit fee refunds.
Resolution No. 33 (1955 -56 Series) A Resolution Increasing the 1955 -56 Budget, was passed ;`
and adopted on motion of Kenneth I %Tr Jones, seconded by Lowell E. Christie.

Comm. from Ivlr. Miller, Administrative Officer, requesting the necessity of purchasing
1500 feet of 2111 fire hose at this time, as a number of sections of hose had to be dis-
carded because of failure as the hose was very old. The Van Pelt Co., successful bidders

for the new fire truck and nose; are holding the bid price at $1.54 per foot until the
truck is delivered. Other competitive quotes were at a j�1.90 per foot, therefore, Mr.
Miller recommends that the City Council transfer $2,400 to the Fire Capital Outlay budget in order
to take advantage of the price of this hose and a savings take effect for the City.
Also, Mr. Miller asked that X1,250.00 be transferred to the Painting Materials and Supplie
budget as there were several heavy expenditures for street stripping by contract and for
street signs which were not anticipated at budget time.
Resolution No. 34 (1955 -56 Series) Resolution Increasing the 1955 -56 budget was passed

On motion of Kenneth W. Jones, seconded by Lowell E. Christie, application for contractor's
license from ?,Villiam H. Hoegee, Calss "E ", the bond was approved, sureties accepted and
registration granted.
On motion of Idels Beck, seconded by Kenneth W. Jones, the request of the San Luis Obispo
Firemen's Assn. for permission to hold a dance on February 4, 1956, was approved.
OLD BUSINESS
Report of the Traffic Committee as follows:
55 -1 -6C The Traffic Committee has studied the request of Ben Hughes for elimination
of all or part of the red zone at the corner of Toro and Hathway Streets. Even though
the amount of traffic has been reduced as a result of the opening of the freeway and
the cutting off of Cal Poly traffic, there would still be a problem involved in throw-
ing north bound traffic at Toro over the centerline and conflicting with south bound
traffic on Hathway coming off the freeway if the entire zone were removed. However,
it is felt that it would be satisfactory to eliminate approximately twenty -eight feet
of red zone on Hathway just to the north of its intersection with Toro, and this is th
recommendat. on of the Traffic Committee.
