Kendall, of the Methodist Church of San Luis Obispo. Present: Lowell E. Christie, Warren G. Edwards, Kenneth W. Jones, Fred H. Lucksinger,' Absent: Nels Beck The minutes of the meeting of February 20, 1956, were approved as presented. Claims against the City for the month of March, 1956, were ordered paid, subject to the approval of the.Administrative Officer, on motion of Kenneth W. Jones, seconded by Lowell E. Christie. Ordinance No. 16 (1955 -56 Series) An Ordinance Amending Section 3300.1 and 3300.2 of he San Luis Obispo Municipal Code Relating to One and Two Hour Parking Meter Zones, was finally passed on motion of Kenneth W. Jones, seconded by Warren G. Edwards, by the following roll call vote: AYES: Lowell E. Christie, Warren G. Edwards, Kenneth W. Jones, Fred H. Lucksinger [NOES:: None ABSENT: Nels Beck Ordinance No.. 18 (1955 -56 Series) An Ordinance Amending Ordinance No. 16 (1955 -56 Series) Relating to Two Hour Meter Zones, was finally passed on motion of Kenneth W. Jones, seconded by Lowell E. Christie by the following roll.call vote: ;< AYES:. Lowell E. Christie, Warren G. Edwards, Kenneth W. Jones, Fred H. Lucksinger NOES: None ABSENT: Nels.Beck 3esolution No. 46 (1956 Series) A Resolution Increasing the 1955 -56 Budget to Provide for 3urchase of Armory Site and to Set Up Account for Preliminary Expenses in Connection with ;entennial Celebration, was passed and adopted on motion of.Kenneth W. Jones, seconded- by Varren G. Edwards by the following roll call vote: AYES: Lowell E. Christie, Warren G. Edwards, Kenneth W. Jones, Fred H. Lucksinger [NOES: None ABSENT: Nets Beck Mr.. Richard D. Miller, City ,; dministrative Officer, submitted a report on a meeting with Mayor Lucksinger; City Engineer, G. Homer Hamlin, and Building Inspector, Seth G. Kinney relative to complaints logged against the administration of the Building Department. Mr. Miller made the following recommendations so that the building regulations for the city may be properly and fairly administered: (1) That the police department be requested to check on building permits during its cruising operations. Chief Schofield has agreed to do this but has asked.that the Building Inspector prepare a weekly list of permits issued (in duplicate) to provide a check list for his department and thus make the job easier to accomplish. (2) That the Council authorize my office to hire an assistant building inspector after proper written and oral examination process at range #20 $317 336 354 375. 396. This addition could be justified to take care of planned subdivisions as well as increased building activity generally. (3) That Mr. Kinney be instructed through my office and the Director of Public Works to tighten up on his permit activity to the end that proper enforcement may. be carried out. It also goes without saying that this activity should be carried out with due regard to the public and personal relations aspect of the job. Jn motion of Lowell E. Christie, seconded.by Warren G. Miller requested that he be allowed to appoint Dave.plansky as Assistant Building Inspector, on a temporary basis until a proper written and oral examination can ce scheduled, in order that the building department can keep up with their work load. Request of Mr. Miller was approved on motion of Warren G. Edwards, seconded by Lowell E. Christie. Mr. Richard D. Miller then read a report to the Council from G. Homer Hamlin, City Enginee regarding the complaint of Vandam against Don Pike. Mr. Hamlin reports that there was no basis for the complaint by Vandam, as the work being done by Mr. Pike is covered by a permit and conforms to the building code with one minor exception which can be easily corrected. Mr. Hamlin's letter further states that several additions to building permit forms are currently under consideration in order to cover areas in which frequent complaints occur, such as, lot lines, location of sewer drainage, and driveway profile. Mr. Hamlin states that the present work load of the building department is more than existing staff can handle and that an assistant building inspector is needed immediately. Mr. Hamlin further stated that as the large projects are coming up.he will need two or three men on in- spection and as he must use Ivir. Luthin, Consulting Engineer, on the Appraisal of the City of San Luis Obispo ?later Department Properties was ordered received and filed on motion of Warren G. Edwards, seconded by Kenneth W. Jones. On motion.of Warren G. Edwards, seconded by Lowell E. Christie, the request of the City Clerk for.an inventory and an analysis of the present filing system and that a modern filing system be instituted by the business service department 'of Remington Rand Company, .i was approved on recommendation of Mr. Richard D. Miller, City Administrative Officer, N also that Mr. Miller be authorized.to sign the contract with Remington Rand Company. At this time Ordinance No. 19 (1956 Series) An Ordinance Approving the Annexation of Cer- tain Uninhabited Territory, Designate "Da idio- Ferrini Addition" to the City of San Luis Obispo, was presented to the Council to be passed to print and the Mayor declared that the meeting was opened.to hear protest from any of the property owners in the area-against the annexation of the Dalidio - Ferrini addition to the City of San Luis Obispo. There being no protest the ordinance was passed to print on motion of Kenneth W. Jones, seconded by Lowell E. Christie by the following roll call vote: AYES: Lowell E. Christie, Warren G. Edwards, Kenneth W. Jones, Fred H. Lucksinger NOES: None ABSENT: Nels Beck COMMUNICATIONS 1 - Comm. from the Chamber of Commerce regarding scheduling of the annual clean -ii LJ 1 1 I 0 1 1 Mayor Lucksinger thanked Mr.. Kjaerbye and the group of businessmen present with him for their interest in this problem, which he stated the Council has been studying for quite sometime. Mayor Lucksinger further asked if anyone present had anything to add. Mr. George Haslin reported that although two years have passed since he had prepared a survey of the downtown parking area and with the addition of parking lot No. 2 by the city, he believes that an additional one thousand parking spaces are still needed to adequately service the businesses in the downtown area. Mr. Robert Peters.stated that it was his belief that now was the time to purchase pro- perty for off-street parking, as at this time the property could be purchased at .a nominal sum. Mr. Peters urged that the city proceed with the possible formation of a parking asses ment district. Mr. Houser, City Attorney, recommended to the Council and the business people present, be ore the petitions are circulated that a basic-plan as to the boundaries of the district, in which properties are to be purchased for the parking lots, be presented, so that pro pert owners affected will understand all.of the districts plans. Mr. Richard D. Miller, City Administrative Officer, suggested that possibly the first step or proper organization of this district would be to request a financial consulting firm to study-the basic plans for the district and come up with the proper recommendations as to financial and engineering studies that will be required. On motion of Warren G. Edwards, seconded by Lowell E. Christie that.Mr. Miller be instructs to contact a reliable consulting firm in order that a proper preliminary study may be.made so that the assessment district may be started. Communication from Frank Silveira, who operates a grocery store at 890 Mill Street, San Luis Obispo, requesting that a green-.zone be placed in front of. his grocery store for the use of patrons and for the use of trucks delivering products to his store. Communication was referred.to.the Traffic Committee for study and report to the Council. Comm. from E. Price.Thompson., Water Superintendent, regarding application No. 12526'and applying for water from the Salinas Reservoir. Mr. Thompson recommends that no protest be filed on these applications, because they will in no way effect the city's rights to water in the Salinas dam. On motion of Warren G. Edwards, seconded by Kenneth W. Jones, the recommendations of theWater Superintendent were adopted and the communication was ordered received and filed. Mx. Richard D. Miller reported to the Council on the request of the County Road Commission( for twenty feet of right of way from the City of San Luis Obispo sewer farm so that the sewer farm road between Old State Highway 101 and the Freeway may be widened. Mr.''Miller reported that the County agrees to pay for the cost of relocating improvements and water lines for which the city will give the County the 20 feet of land as requested and also th( County will give the City a 40 by 40 foot parcel, north of Johnson Avenue, for location of a new water tank and also the city will be able to use the County owned water tank at this site while the city moves the tank to the new location on Johnson Avenue. On motion of Lowell E. Christie, seconded by Kenneth W. Jones, the report of Mr. IuLiller was adopted. Report of Seth G. Kinney, Building Inspector, regarding violations of the sign ordinances in theCity of San Luis Obispo was ordered held over. The City Attorney reported that the claim of C. A. Vokolek, Universal Neon, for alleged loss of revenue due to inconsistent and arbitrary actions of the part of the City Engineer' office. Mr. Houser recommended that the claim be denied. On motion of Kenneth W. Jones, seconded by Warren G. Edwards, the recommendation of Mr. Houser that the claim of C..A. Vokolek be denied was adopted. Comm. from the City of Oroville, California, requesting that the City Council take action on a Resolution of theCity of Oroville, requesting that-the Feather River Project be started immediately. Communication and Resolution were referred to Mr. Miller, Cit y Administrative Officer) and Mr. Houser to study and repot to the Council. Comm. from City Clerk regarding eight delinquent business license accounts and requesting permission of the Council to turn these accounts over to the City Attorney for collections. On motion of Warren G. Edwards, seconded by Lowell E. Christie, request of the City Clerk was approved. On motion of 11arren G. Edwards, seconded by Kenneth W. Jones, the City Engineer was authorized to proceed with preliminary descriptions of property and describe all work to be done on the Johnson Sewer District. Mr. Richard D. Miller was authorized to call for bids for three thousand feet of cast iron water pipe for the water department. Bids to be opened April 2, 1956, and delivery date to be June 29, 1956, authorization granted on motion o_' Kenneth W. Jones, seconded by Warr( G. Edwards. Mr. Kinney was instructed to investigate the maintenance of a junk yard operated and main- tained on the corner of Pacific and C-:rmel Streets and to report to lair. Miller of his findings. City Council asked Mr. Thompson, Water Superintendent, if all necessary safety precautions had been taken on the school property where Mr. Thompson is presently storing steel pipe. Mr. Price Thompson reported that he believed that the pipe was adequately protected. The Council asked that Mr. Miller and Mr. Thompson investigate and make sure that there is no way that anyone could be hurt by pipe slipping or moving off pile. Mr. Don Johnson, planning.technician, reported that the Laguna Lake Committee asked if Mr. Houser could be allowed to take option on the land which will be needed on the Laguna Lake project. On motion of Warren G. Edwards, seconded by Lowell E. Christie, the meeting was adjourned to 7:30 P.M., Monday, March 12, 1956, on the following roll call vote: AYES: Lowell E. Christie, Warren G.
