The minutes of the meeting of October 15, 1956, special called meetings of October 17,
and October 18, 1956, sere approved.
The claims against the City for the month of November, 1956, were ordered paid, subject to
the approval of the Administrative Officer, on motion of Kenneth W. Jones, seconded by
Lowell E. Christie.
Introduction of Resolution No. 137 (1956 Series) A Resolution Transferring Funds from the
General Reserve Account to the Water Fund and Transferring Funds from the Equipment Re-
Public Fund to the Public Improvement and Betterment Fund was passed and adopted on
motion of Kenneth W. Jones, seconded by Warren G. Edwards, by the following roll call vote;
AYES: Nels Beck, Lowell E. Christie, Warren G. Edwards, Kenneth W. Jones, Fred H. Lucksinger
NOES: None
ABSENT: None
Complaint against the City of San Luis Obispo by A. V. Mueller on behalf of Assly E. Johns
for alleged injuries was referred to the City Attorney for action on motion of Nels Beck,
seconded by Kenneth W. Jones.
Resolution #53 -56 of the City Planning Commission of San Luis Obispo recommending favorable
action by the City Council on proposed amendment to Article IX of the Municipal Code so that
Chapter 3, "Plan Lines ", is added.
Introduction of Ordinance No. 34 (1956 Series) An Ordinance to Enable Adoption of Official
Plan Lines for the City of San Luis Obispo to Provide for the Designation Recording En-
forcement of an Appeal from such Official Plan Lines was passed to print on motion of
Lowell E. Christie, seconded by Kenneth W. Jones, by the following roll call vote:

Communication from AereograDhics proposing to do certain aerial strip photography and Mosaics
and Atlas sheets in conjunction with the proposed "Plan Lines" survey was approved and a
purchase order was authorized on motion of Warren G. Edwards, seconded by Nels Beck.
C0MNiIJNICATIONS
1. Comm. from David F. Romero regarding the institution of proceedings under the 1911 im-
provement act for assessment of sidewalk repairs on property located in the City of San Luis
Obispo was referred to the City Attorney and the City Clerk to prepare procedure for handling
small repairs to sidewalks, etc., under the provisions of the 1911 act.
2. Comm. from the Mission Mothers Club regarding additional bus loading zones at'the Mission
y School was referred to the Traffic Committee on motion of Kenneth W. Jones, seconded by
Lowell E. Christie.
3. Comm. from the National Municipal League notifying the City of San Luis Obispo that we
-�` were not being considered for the All- America Cities award was ordered, received and filed

garding the application of the Southern Counties Gas Co. for a general increase in gas rates•

5. Notice of the hearing before the Public Utilities Commission on the application of thel

Administrative Institute held in San Francisco on Nov. 7, 8, 9, 1956, was approved on re-

At this time, the City Council held a public auction on lease of farming land owned by the
City adjoining the sewer farm.
David Romero, City Engineer, requested that the Council amend the proposed lease so that
the renter of the property will maintain the creek banks if the creek is crossed by cattle
moving from one field tc the next.
There being no bidders the Mayor referred the matter to the City Council for further study.

Communication from David F. Romero, City Engineer, recommending to the Council the acceptance
of Richland Terrace subdivision, Tract 94, which has been completed according to plans, I Fiio
specs, and city ordinances. The acceptance of Richland Terrace was held over to the meeting
of November 19, 1956• I
OLD BUSINESS
The following report was made on matters referred to the Traffic Committee:
56 -11 -1C On the suggestion of Walter E. Austin, Driving Instructor, Senior High School, fo
a white double line along the west side of Johnson to delineate a pedestrian walkway, the
Committee looked at this along with Mr. J. N. Regier, Superintendent of Schools, and it was
generally agreed that this would produce more of a hazard than exists at the present time
by giving pedestrians a false sense of security. It is, therefore, recommended that this
suggestion not be accepted.
56 -11 -2C On the letter from Alice L. Starkie, Secretary of the Teach P.T.A., these matters
were discussed with Mr. Watson, Principal of Teach School, and the following conculsions
arrived at:
(a) It is agreed that the cycles should be speeded on the Foothill - Tassajara signal
and the P.T.A. encouraged to continue their program of education so that children
will *.gait for cars to stop before crossing.
(b) It is felt that traffic on Cuesta will outnumber Felton Way within the next
year, and it would not be advisable to change the stop sign so as to protect Felton
Way for this length of time and then have to change back. Here again, the children
who are not stopping for the signs should be advised that this is a dangerous
practice.
(c) In regard to the dog situation, it is suggested that the Council make a public
announcement that dog owners are creating a problem by allowing their pets to run
at large and that unless some improvement is noted, the 'Council may be forced in
the wake of mounting complaints to initiate a program of strict enforcement of the
leash law. In such event, every property owner owning a dog would probably have to
construct a fence and pen the animal up.
the Council concurs in the suggestions of the Traffic Committee, it is suggested that th
ty Clerk write a letter to Mrs. Starkie so advising her.
56 -11 -3C On the letter of Mrs. Lofgreen, 1335 Broad Street, in regard, to the hardship cau
by her not being able to park in front of her home because of the one hour zone, the
Committee feels that a good portion of this block is business and it would be difficult to
Rake an exception in her case. The only answer we would have for her is that there are
probably other parking spaces available just around the corner, and it should be pointed o
that her problem is one of having an old house without a driveway available which is, of
2ourse, required on all houses being built today.
6 -11 -4T It is recommended that the engineer be authorized to have the hedge at the corner
f California and Foothill Blvd. trimmed back 35 feet in both directions.
6 -11 -5T It is likewise recommended that the engineer be authorized to have the tree at the
orner of Santa Lucia and Foothill Blvd. moved to a different location.
