SPECIAL CALLED MEETING - FEBRUARY 11, 1957 8:30 P.M. - City Hall IThe City Council met in Special Called Session with Mayor Fred H. Lucksinger presiding. Roll Call: Present: Nels Beck, Lowell E. Christie, Warren G. Edwards, Kenneth W. Jones, Fred H. Lucksinger. Absent: None 3,79 Approval of Engineer's plan of specifications for the Essex Street Bridge construction were approved on motion of Kenneth W..Jones, seconded by Nels.Beck, and the Mayor was authorized F to sign the plans and the City Engineer was instructed to forward the plans to the Department of Public Works, State. of California for their approval. Also Mr. David Romero, City Engineer, was authorized to advertise for bids when the plans are finally approved. Mr. Richard Miller, City Administrative Officer, requested permission from the City Council to attend the spring session of the City Managers of the League of California Cities on February 13, 14, 15, 1957 in Palo Alto, California. On motion of Lowell E. Christie, seconded by Kenneth W. Jones, the request was approved. At this time the City Council took under consideration the request of Mr. Barber regarding policy decision on the repair of sidewalk, curb, and gutter in front of his property, which he had arranged to have repaired in 1954 with the City Engineering Department.' He also had contacted the City Administrative Officer in 1955 and the City Engineer again in 1956. After some discussion regarding this problem, as it-is now contrary to the present Council policy, it was moved by Warren G. Edwards, seconded by Nels Beck that Mr. Barber's problem be taken care of as arranged for in 1954; but that anyone else now must comply with the present City Council policy. . Mr. David Romero recommended that no special consideration be treated in accordance with _the new Council policy as it would department to repair one property under the former policy and done under a different policy. The claims against the City for the month of February, 1957 were ordered paid, subject to the approval of the Administrative Officer, on motion of Kenneth W. Jones, seconded by Lowell E. Christie. Miller, City Administrative Officer, recommended to the.City Council that after comparison and review of all bids received and a study based. on 1956 experience, it was his recommendation that as low bid, it be awarded to Seaside Oil Company. On motion of Kenneth W. Jones, seconded by Lowell E. Christie, the recommendation of the Administrati Officer was adopted. Ordinance No. 38 (1957 Series) An Ordinance Amending Section 7410.14 of the San Luis Obisp Municipal Code was finally passed and adopted on motion of Kenneth W. Jones, seconded by Warren G. Edwards by the following roll call vote: AYES: Nels Beck, Lowell E. Christie, Warren G. Edwards, Kenneth W. Jones, Fred H.. Lucksing NOES: None ABSENT: None Resnlution No. 178 -(1957 Series) A Resolution Retaining the Firm of Orrick, Dahlquist, Herrington & Sutcliffe,'Attorneys at Law, for the Whale Rock Bond Issue was passed and adopted on motion of Kenneth W. Jones, seconded by Nels Beck by the following roll call vote: AYES: Nels Beck, Lowell E. Christie, Warren G. Edwards, Kenneth W. Jones, Fred H. Lucksin, NOES: None ABSENT: None Mr. Harold Blake, Attorney, appeared before the City Council and reported on the proposed Johnson Street, Et Al Project No. S 56 -1, which is a sewer project for the southeast pnrti of the City of San Luis Obispo. Mr. Blake briefly explained the legal steps necessary to start the procedures for the district and further presented the necessary resolutions to begin the district. r C 1 1 F
