The minutes of the regular meeting of December 9, 1957, were approved as presented. The claims against the City for the month of December 1957, were ordered paid, subject to the approval of the Administrative Officer, on motion of Kenneth W. Jones, seconded by Richard G. Sleight. Jones, seconded by Nels Beck, the Mayor was authorized to sign an extension of agreement with the San Luis Obispo Chamber of Commerce for the period January 1, 1958, to December 31, 1958. Report of the City Clerk on bids received and opened on December 13,. 1957, for furnishing chlorine to the City of San Luis Obispo for the year 1958. Bids were received from the following companies:. Los Angeles Chemical Company, Tops Chemical Company, John Wiley Jones Company, and Braun Chemical Company. The total bids per ton is identical in all cases, $114.60. On recommendation of Mr. Thompson, Water Superintendent and Richard D. Miller, Administration Officer, that based on services rendered during the past year by the Braun Corporation, that the bid be awarded agi.n for 1958 to the Braun Corporation. On motion of Kenneth 11. Jones, seconded by Richard G. Sleight that the 1958 c hlorine contract be awarded to the Braun Chemical Corporation. Report of the City Clerk on bids received and opened for purchase of.an.air compressor for the water department. Two bids were received. One: Schramm Inc. for net price less trade in of x`3,314.25 and two: Brown -Bevis Industrial Machine Company, net price $3116.25 including trade in. The recommendation of Mr. Thompson, Water Superintendent,. and recommendation of Mr. Miller, Administrative Officer, that Brown -Bevis be accepted. On motion of Nels Beck seconded by J. Barry Smith that the bid of Brown -Bevis of $3116.25 be accepted. Comm. from Lloyd E. Somogyi, Attorney, on behalf of Los Osos Vendors, requesting a review of the licensing structure of coin operated amusement device business was referred to the Council committee of Kenneth W. Jones and Richard G. Sleight to study the request for reduction in fees and report findings and recommendation to the City Council. Minutes of the Planning Commission meeting of November 21,1957, were ordered received and filed. Jones and Richard G. Lucksinger NOES: None ABSENT: None OLD BUSINESS Comm. from the Planning Commission recommending adoption by the City Council of new fire zone map for the City of San Luis Obispo was ordered held over to the study session of January 13, 1955. Petition from the residents of Rincon Drive protesting the renaming of said street to South Tassajara Drive. The petition from residents from North Tassajara Drive that no change in street names be made. On motion of Richard G. Sleight and seconded by Nels Beck that no change in the street name be made. Report of Dave Ulansky - Interview of residents of North Tassajara Drive regarding I street name change was ordered received and filed. Request of R. J. Bettencourt for permission to lease City owned property in Lopez Canyon "for grazing purposes was referred to the City Attorney for investigation of deed restric- tions and was denied by the City Council due to restrictions in the deed when the property was acquired by the City. Petition from the merchants of Chorro Street between Monterey and Higuera requesting 12 minute parking meters was referred to the Traffic Committee and the Council Traffic and Parking Comittee. It was denied on recommendations of the Traffic Commission until the 6th month trial period has been completed. Recommendation approved on motion of Nels Beck seconded by J. Barry Smith. 46. Comm. from Morgan Flagg requesting the City Council reverse the decision of the Planning Commission regarding the placing of a steel chain link fence along the drainage ditch in the College Highlands tract, and requesting permission to place a redwood fence instead. Also a petition from residents urging redwood in lieu of a metal fence, and comm. from Associated Home Bu$lders of the greater East Bay, urging that a redwood fence be installed in the College Highlands tract in lieu of the recommended metal fence. Council Committee consisting of Councilmen Nels Beck and J. Barry Smith reported that after an investigation on the ground regarding the installation of fences along the creek in the College Highland: subdivision, that based on durability and safety factors that a chain link fence be instal] along this drainage ditch. On motion of J. Barry Smith seconded by Nels Beck that the for relief from the Planning Coitmision decision to install a chain link fence be denied and that the subdivider be requested to put in a metal fence. Traffic Committee report of December 11, 1957. 57 -11 -1C (Second comm.) "At the request of the City Council, the Traffic Committee has met with Councilman Kenneth 11. Jones again on the matter of additional parking meters on Garden, Pacific and Morro Streets. After some study, the committee would recommend that two hour meters be installed on both sides of Garden between Marsh and Pacific, both of Pacific between Garden and Morro and both sides of Morro between Marsh and Pacific. It is felt that the shopping needs of the community require these additional restricted space The committee still feels that the green ten minute free parking zone along side the Post Office on Morro Street should be left intact, that the last two spaces on the east- erly side of Morro at the corner of Marsh be painted red to allow for turning movements of north bound traffic on Morro and that the two existing ten minute green zones directly in fron of the Telegram - Tribune building be changed to twelve minute parking meter zones. It is also recommended that the loading zone alongside Long's Piano Company be extended one parking space to the intersection of Marsh Street." "Because of the mixed residential character of the streets involved it is strongly suggested that the.Council set this matter for hearing and publish•.a notice in the paper so that residents in the area will have a chance to be heard on the subject. However, if the Council is not in favor of the proposed parking meter zones, there would be no need of having such hearings." The City Council will hold a public hearing on this matter on on January 6, 1958, at 8:00 P. M. Mr. Erickson of the Morro Bay P. T. A. congratulated the City Council on their action of banning pin ball machines in San Luis Obispo. Request of Madonna Construction Company for 6 weeks extension on the completion date on the Johnson Street Underpass due primarily to the late delivery of structural steel for the project. Extension was recommended by City Engineer, David F. Romero, on motion of Kenneth W. Jones seconded by Richard G. Sleight the request of Madonna Construction Company was approved and the 6 weeks extension granted. Progress report for the month of November on the Whale Rock Dam Project was ordered received and filed. Request of the Exchange Club for permission to use parking space on Higuera Street be- tween Morro and Chorro for the Exchange Club Youth Fund Prize was approved on motion of Kenneth W. Jones and seconded by Richard G. Sleight. Resignation of Patricia Kallunki, stenographer from the City Clerk's office, effective December 1621957, was accepted on the motion of Nels Beck, seconded by Richard G. Sleight. The City Clerk was authorized to advertise for lease of City owned property for storage purposes effective February 1,195$; bids to be opened January 20, 1958. Mr. Romero, City Engineer, recommended to the City Council that the firm of Hermeek and Easter be paid the final payment on the Johnson Street Bridge project as he has in- spected the work and finds that it is satisfactory. On motion of Kenneth W. Jones, seconded by Richard G. Sleight the Johnson Street Bridge was accepted and the final payments to be made. Mr. Houser, City Attorney, reported to the City Council regarding the request of Mr. Warren Edqards, owner- operator of Berkemyer Market for special consideration for whole- sale customers parking on Chorro Street. It was common consent of the Council that no special parking consideration be given to anyone. Mr. Price Thompson, Water Superintendent, reported to the City Council regarding an opportunity that he has accepted from one of the meter companies called Water Diorama. It tells the story of water supply from the time it falls from the sky until it flows from the faucent. It will be on display in the rotunda of the City Hall the week of January 20, 1958. Councilmen Nels Beck and Kenneth W. Jones are requested to study the feasibility of establishing a Police Advisory Board or possibly a commission on a permanent basis. On motion of J.
