The City Council met in adjourned session with Mayor Fred H. Lucksinger presiding.

RESOLUTION NO. 520 (1959 Series), "A Resolution Accepting Grant Deed From Nellie
Penman for.a Portion of Serrano Drive and Authorizing Mayor to Record Same" was
passed and adopted on motion of Nels Beck, seconded by J. Barry Smith on the
following roll call vote:
AYES: Nels Beck, Richard G. Sleight, J. Barry Smith, Fred H. Lucksinger

COMMUNICATIONS
1. Communication from the committee for E1 Camino Real urging Council support for
legislation to designate U. S..Highway 101 from Mexico to San Francisco
as E1 Camino Real, U. S. Highway 101 alternate from Oxnard to San Juan junc-
tion as Pacific Coast Highway, and Highway 1 from San Francisco to Los Cruces
as Cabrillo Highway, was referred to the City Attorney to prepare a resolu-
tion regarding the naming of Highway 101 to be presented at the meeting of
March 16, 1959.
2. Notice of public hearing by U. S. Army Engineers on the San Luis Obispo Harbor,
Thursday, -April 23 was received and filed.
' 3. Third kinual report ofthe San Luis Obispo County Historical Museum was received
and filed on motion of Richard G. Sleight, seconded by-Nels Beck.
4. Annual report of the Fire Department was received and filed.
5. For the Council's information, audit report of the City as of December 31,
1958 was received and filed.
6. For the Council's information, legislation bulletin from the League of California
Cities regarding bills presented to the.State Legislature was presented
and filed.
7. Bulletin from the League of California Cities regarding fire prevention pro-
gram carried on by the City of Hammond, Indiana was received and filed.
OLD BUSINESS
1. Report of the Traffic Committee.:
59 -3 -1C. The Traffic Committee has studied the request of numerous citizens
in the Johnson Avenue area for some restriction of parking in the vicinity
' of the County Health Department and the General Hospital and has the fol-
lowing recommendation which we feel would clear up the Johnson - Bishop inter-
section considerably. It is recommended that a red zone be established
on the north side of Johnson extending 60 feet in a westerly direction from
the Bishop Street intersection to the first driveway ramp. It is also
recommended that a red zone approximately 105 feet in length be established
on the south side of Johnson extending in a westerly direction from Bishop to
the-existing-loading zone directly infront of the health department.
Finally, it is recommended that a ten minute parking zone consisting of two
parking spaces be established.west of the.existing loading zone and that
such zone be indicated by signs reading "Ten Minute Parking Between Signs."

RESOLUTION NO. 521 (1959 Series), "A Resolution Establishing No Parking Zones
and a Ten Minute Parking Zone on Johnson Avenue Adjacent to the General Hos-
pital" was passed and adopted on motion of Richard G. Sleight, seconded by
Nels Beck on the following roll call vote:
AYES: Nels Beck, Richard G. Sleight, J. Barry Smith, Fred H. Lucksinger

ABSENT: Kenneth W. Jones
59 -3 -2T. For some time, the Committee has been.studying the lighting in the
vicinity of the Johnson Underpass and has had some studies made by the
P G & E Company. Their recommendation is to place four 20,000-lumen mercury
vapor street lights in the vicinity as per the attached sketch. The Traffic.
Committee feels that this system would do much to promote traffic safety
in the area and recommends that this installation be authorized. The net
increased operating cost to the city would be $22.95 per month.
Recommendation of the committee approved on motion of Richard G. Sleight, secon-
ded by J. Barry Smith.
59 -3 -3T. The Traffic Committee has noted an obstruction to visibility on the
southwest corner of Rafael Way and Ramona Drive inr:the form of a bush. If
the Council has no objection, the City Engineer will take steps to have this
obstruction removed.
Recommendation approved by the Council,
59 -3 -4T. For some.1ime the Traffic Committee has been working with KSBY -TV to
improve the traffic and parking conditions in front of their studio. It has
been mutually agreed that a desirable change would be to eliminate the pre-
sent diagonal parking and substitute parallel parking on both sides of the
street. It is therefore recommended that this change be authorized on both
sides of Hill Street between Mountain View.and Lincoln and that the Public.
Works Department be authorized to post signs to this effect.

6. Mr. Miller announced the appointment of Helen L. Pelham as typist -clerk
inthe library at $240 per month,effective March 16, 1959.
7. Communication from Governor Brown thanking the city council for inviting
him to take part in the ground breaking ceremonies for Whale Rock Dam.
Councilman Jones took his seat at 8:25 pm.
8. Exhibits of,theCity of San Luis Obispo before the C.A.B. regarding the
Pacific - Southwest renewal case, joint exhibit of the City of Salinas
and San Luis Obispo, and a former complaint of the City of San Luis
Obispo vs. Pacific Airlines Inc. were received and filed on motion of
Nels Beck, seconded by Richard G. Sleight.

San Luis Obispo Airport" was passed and adopted on motion of Richard G.
Sleight, seconded by Nels Beck on the following roll call vote:

STUDY SESSION
1. Communication from the Building Contractors Association recommending adop-
tion by the City of an ordinance requiring the posting of a 100% labor
and material bond by subdividers and communication from Flagg - Condiotti
organization opposing the proposal submitted by the Contractors Associa-
tion were referred to Councilman Sleight's committee.
2. Communication from Maino Properties requesting permission to construct an;
alley from Old Morro Road over a portion of Fire Station #2 to serve
the rear of Hawthorne Shopping Center was referred to the Planning
Commission for recommendation.
3. Chief--Schofield requested permission to attend the Juvenile Officer's
Conference in Fresno on March 26, 1959. Mr. Miller, Administrative
Officer, recommended approval. On motion of Kenneth W. Jones, seconded
by Richard G. Sleight, permission was granted.
Councilman Smith spoke regarding his feelings on city paid expenses to
attend various meetings throughout the state and requested that these
expense -paid trips for city employees be brought up at the Council bud-
get hearings so that proper safe guards can be made to avoid the abuse
that exists at the present time.
4. Mr. Miller presented a letter from the California Fire Chief's Association
requesting permission for Fire Chief Schlobohm to attend a meeting in
Sacramento on March 11, 1959 to have a picture taken with Governor
Brown for publicity for Fire Service Day. Mr. Miller recommended approval
of the request On motion of Kenneth W. Jones, seconded by Nels Beck,
request was approved.
5. On motion of Richard G. Sleight, seconded by Kenneth W. Jones, the follow-
, ing individuals were authorized to appear before the C. A. B. in Long
Beach to testify on behalf of the City of San Luis Obispo regarding the
Pacific -South West Service case, C:..4.B. docket No. 5645, expenses to be
paid by the City of San Luis Obispo:
