Shipsey, Clay P. Davidson City Staff - Present: R. D. Miller, Administrative Officer; J. W. Abraham, Building And Planning Director; J. H. Fitzpatrick, City Clerk. 1. At this time the City Council considered final adoption of Ordinance No. 230 "An ordinance amending the Municipal Code to adjust the water rates." Finally passed.on the following roll call vote: AYES: Miss Margaret M. McNeil, R. L. Graves, Jr., Donald Q. Miller, Gerald W. Shipsey, Clay P. Davidson • NOES: None ABSENT: None 2. Communication from the County Board of Supervisors notifying the City Council that the Board of. Supervisors•plan on calling a meeting of All Mayors of the County to represent their Cities- to-discuss the matter-of granting a Cable T.V. franchise and conditions under.which,such.a franchise would be granted. Communication from Mrs. E. B. Coyle, member of the City Council of the 'City of Monterey, notifying the City Council of the disadvantages of granting a T:V. franchise. Mayor Davidson suggested that the City Council should study. this Cable T.V. matter and meet with both proponent and opponents and try to arrive at an action which would be equitable, keeping in mind the needs and desires of. the Citizens of the City. The City Council:discussed the problems•of having a study session with the City Attorney before -any.Public Hearing so that the City Council may be aware of the implications involved in granting a cable T.V. license: The City Council tentatively:set July 23 as a study session on this matter. 3. Mrs. Gustafson presented a letter to the City Council demanding a refund on an over charge by the Water Department in charging her for four_'4) dwelling units on her property when actually there are three (3) units existing and demanded a refund of the illegal charge by the City. on motion of Mayor Davidson, seconded by Councilman Graves, the communication was referred to the City Clerk and City Attorney for report to the City Council. 4. City Council continued their study of the 1962 -63 budget and completed the budget at this time- 5.
