CITY COUNCIL - CITY PLANNING COMMISSION
November 13, 1962
' The joint meeting of the City Council and City Planning Commission was called
to order at 7:10 P. M., in Architecture "B" at California State Polytechnic
College, by Mayor Clay P. Davidson.

PRESENT: Richard Miller, City Administrator; William Flory, Director of
Parks and Recreation; William Houser, City Attorney; J. H. Fitzpatrick,
City Clerk; J. W. Abraham, Director of Planning and Building.
In opening the meeting, Mayor Davidson pointed out that the Council and Planning
Commission were brought together to study a portion of the City known as Mission
' Plaza. He further stated that it was their hope that these studies would be the
start of a good development of the area. At this time he introduced Commissioner
Schwartz, who was the advisor on the project.
SCHWARTZ: In review, the City Council, in their deliberations on this area were
concerned with how it was to be developed. As a result of these deliberations,
some students in architecture design took this area as a senior project. The
students, because the City had not purchased the properties in question, were
advised to do their investigations of the area quietly and were, therefore, somewhat
limited in their research. Messrs. Fitzpatrick and Romero and Abraham of the City
Staff came out and discussed the area with the students so that they might be aware
of some of the problems to be solved. Each student made an individual study of the
problem and then continued their research on a team basis of two and three students
per proposal.
Some slides of the area between Chorro and Broad and Monterey and Higuera Streets were
reviewed, to bring area into perspective to the viewers.
The meeting at this time was turned over to the five teams, who presented their
particular solutions to the "Mission Plaza" development. At the end of each pre-
sentation, the audience asked questions with regard to parking facilities, phasing
of the projects, costs, traffic, financing of the projects, etc.
On a motion of Councilman Shipsey, seconded by Councilwoman McNeil, the meeting
' was adjourned at 8:45 P. M.
