Councilman Phelchel left the meeting at 1:10 P. 14.
Meeting adjourned at 1:40 P. M. to Friday, May 29, 1964 at 12:00 Noon at the
Little Chef restaurant on motion of Councilman Miller, seconded by Council
woman McNeil.

On motion of Councilman Miller, seconded by Councilwoman McNeil, the meeting
adjourned.

1. At this time a public hearing was held jointly with the Planning Commission
on the precise plan for the Lew Litzie planned development for student
housing at Foothill and California Boulevards.
Peter Chapman, Planning Director, read a memorandum from Lew Litzie
describing the precise plan including the site the building is to be
constructed on, parking to be provided, access _o and from :he site,
drainage and landscaping.
Mr. Litzie stated that the parking layout had been modified and that fire
hydrants would be provided to the standards of the fire underwriters.
D. F. Romero, City Engineer, presented a sketch showing the modified
parking layout as presented by Xr. Litzie and explained the parking layout
and further, stated that the modified parking plan was acceptable to him.
The Planning Commission adopted their Resolution 66 -64 unanimously
recommending that the City Council approve the precise plan, subject to
the following conditions:
1. Iccess road to Foothill to be obtained before the development
commences.
2. Parking to be modified as shown on the revised sketch. Parking spaces
to be providad at the following ratio:
1 space per 3 female students or 1 space per 2 male students or
11 spaces per apartment if occupied by a family.
3. Fire hydrants to be provided to the satisfaction of the fire underwriter.
' 4. Drainage provided to the satisfaction of the City Engineer.
Mayor Davidson declared the public hearing open.
There being no comments from the public, the Mayor closed the public hearing.
On motion of Councilman Graves, seconded by Councilman Whelchei, the following
resolution was introduced. Resolution No. 1300, a resolution approving the
precise plan for student housing.for Lew Litzie, subject to the following
conditions:
1. Access road to Foothill to be obtained before the development commences.
2. Parking to be modified as shown on the revised sketch. Parking spaces
to be provided at the following ratio:
1 space per 3 female students or 1 space per 2 male students or V
spaces per apartment if occupied by a family.
3. Fire hydrants to be provided to the satisfaction of the fire underwriters.
4. Drainage provided to the satisfaction of the City Engineer.

ABSENT: Miss Margaret McNeil
2. "quest of J. Earle Boyce, City Treasurer, for permission to be out of the

Request approved on motion of Councilman Aiiler, seconded by Mayor Davidson.
