Planning Commission: Joyce Abkin, Emmons Blake, John Evans, George Johnson, Leonard Lenger, Kenneth Schwartz, John Brown. 1. Chairman Schwartz introduced the subject of the proposed revisions to the "R" Districts of the Zoning Ordinance. He explained the reason for the study and then presented the amendments being considered by the Planning Commission. (see proposed Zoning Districts amended 18 November, 1964) The City Council and Planning Commission discussed ways and means of proceeding with the adoption of the suggested changes to the classification in the Zoning Ordinance. Mr. Chapman, Planning Director, then proceeded to explain the individual changes being recommended in the new classifications. A number of changes were recommended by members of the Council. The Commission agreed to further refine their recommendations before holding public hearings. R. Chairman Schwartz brought up the problem of establishing building setback lines on Rockview Place in the Yoakum Tract. He stated that this problem was brought about by several of the property owners developing their property with additional residential buildings with the subsequent requirement of placing curb, gutter and sidewalk facing a sub - standard street width. After a public hearing with the residents and property owners to arrive at a street standard acceptable to the City and the property owners, the following compromises were favored by the residents: a right of way of 46' p. 1. to p. 1. with 36' roadway and 5' sidewalk on each side. This design would allow two (2) travel lanes and allow parking on each side. In view of the terrain and the problems inherent in widening the many parcels and dealing with many property owners, City Engineer Romero stated that he favored the present 40' right of way with 30' roadway with parking on only one side if necessary in the distant future. Chairman Schwartz stated that the compromise width of 46' has been accepted by the Planning Commission and that this would be recommended to the City Council, asking that they adopt the suggested street width and then officially adopt this as a building setback line street. 2. Mr. Larry Wise, Planning Consultant, explained to the City Council the proposed Capital Improvement Program prepared by him under the 701 Program. He explained that the Capital Improvement Plan sets out, in a systematic, tabular form, what monies are needed for which project and when. The projects have been carefully selected and programmed in descending order of importance. and priority. He then explained the Capital Improvement covered in the plan and the method of financing the plan and also source of revenue. He then explained that the plan was phased year by year with some projects being completed in one year and in other cases, money is set aside each year for a number of years and when a sufficient amount has accumulated then the project will go ahead. Chapman, Planning Director, reported on the need for acquiring the contour maps now, that are going to be paid for through the 701 Program, and asked if the Council would approve the money for this portion of the program and that the City would not have to pay for this unless the 701 Program request is denied. Mr. Chapman stated that he had received a good bid from the Hurd Company and that they will fly the program and do the contouring on the contingency that they would be paid by the City if the 701 Program is denied. Mr. Wise stated that there has been an unreasonable delay in approving the current application for the City's 701 Program funds, but he was sure that the funds would be approved. Mr. Chapman and Mr. Romero both stated that these aerial contour maps would be a great help in the future development and planning of the City. 3. Planning Chairman Schwartz explained the possibility of the City acquiring funds through Proposition No. 1 passed at the last election for acquisition of land in the Laguna Lake area, and top of Mount San Luis and Mount Bishop as a regional park and open space. He asked if the Council didn't feel that the Planning Commission should proceed with the preparation of a proposal to the County for inclusion in the County plan. On motion of Mavor Davidson, seconded by Councilman Miller, that the Administrative Officer be instructed to make an investigation into the requirements for preparation of an application for a Grant under 1964 1 Proposition No. 1 funds for Laguna Park Development and acquisition of open space on Mount San Luis and Bishop Peak. Notion carried. 3%. Peter Chapman, Planning Director, presented for the Council's consideration, the proposal to plant a forty (40) foot tree in the existing Mission Plaza Park. Mr. Chapman stated that the tree was being given to the City and expected that the work necessary would be donated by various firms and individuals. He requested the Council to appropriate a small sum for contingencies. The City Council and Planning Commission discussed this proposal, particularly the exact location for the tree to be planted. City Engineer Romero suggested that the tree not be planted in a location which would interfer with a future extension of Monterey Street. On motion of Councilman Miller, seconded by Councilwoman McNeil, the request to plant the tree was approved with minimum expense to the City, if any, and the tree to be planted in the spot designated on the Mission Plaza Plan, revised, for the Moreton Bay Fig Tree. Motion carried. On motion of Mayor Davidson, seconded by Councilman Miller, the meeting adjourned to Monday, November 30, 1964 at 7:30 P. M.
