MINUTES
ADJOURNED MEETING OF THE CITY COUNCIL
May 29, 1968 - 11:30 A.M.
CITY HALL
Present: Emmons Blake, Frank Gallagher, Arthur F. Spring,
Donald Q. Miller, Clell W. Whelchel
Present: J. H. Fitzpatrick, City Clerk; R. D. Miller, Administrative
Officer.
1. The City Council discussed with W. Janssen, Chairman of the Park and Recreation
Commission, various items in the 1968/69 proposed budget for the Park and Recreation
Department.
The City Council stated that they are suggesting the possibility of separating the
Park development and maintenance portion from the Recreation Function so that the
Recreational personnel can spend all their time on recreation and park personnel
on Park Development. After discussion and by common consent, it was agreed that
Mr. Flory would continue as department head and oversee such staff functions as
budgeting personnel and purchasing but would devote more time to,the,recreational
aspects of his job, leaving practically all park maintenance to Mr. Wilson after
he takes over full -time.
Mr. Janssen stated he had no objection and felt that this was a good proposal.
2. P. Landell, President of the City Employees' Association, and D. Sylvia, Vice
President of the,City"Employees '-Association, met with the City Council-to discuss
the employees' salary request and other fringe benefits for the 1968/69 fiscal year.
P. Landell then reviewed with the City Council the request of the CEA.
(1) Salary adjustments.
(2) Vacations.
(3) Overtime Compensation.
(4) Standby personnel.
(5) Health insurance.
(6) Sick leave.
(7) Limited use of personal automobiles.
(8) Shift differential for employees working after 5:00 P.M.
(9) Creation of a heavy equipment operator.
(10) Adjustment between Chief'Utility Operator and Utility Operator:II.
(11) Creation of a position of secretary in the various City Departments.
(12) Reclassification of the Fire Department Dispatcher /Clerk.
(13) Request for full -time supervisor employee in the Park and Recreation
Department as a recreation supervisor.
(14) Change in classification for the Park and Recreation Supervisor:
to Assistant Director of Parks and Recreation.
(15) Proposal to eliminate Columbus day as a City holiday granting the
employee one free holiday per year at his discretion.
On motion of Councilman Spring, seconded by Councilman Gallagher, the meeting
adjourned to 11:30 A.M. Friday, May 31, 1968. Motion carried.
