ADJOURNED MEETING OF THE CITY "COUNCIL

1. J. H. Fitzpatrick, City Clerk, reported to the Council that the-City
had received six bids for comprehensive liability insurance and fire and
allied perils insurance as per approved, advertised specifications_. He
continued that the coverage called for in the bids was the same coverage
and the same limits as in effect at the present time. He stated that the
premiums on all classis of insurance were higher than the existing pre-
miums, but the insurance company representatives stated this was due-to
the following reasons; 1) a general statewide increase in insurance rates,
and 2) past City experience, particularly in the liability field.
J. H. Fitzpatrick stated.that after reviewing all the bids received for
comprehensive liability insurance and meeting with the insurance agents
involved, he would recommend that the low bid of Pacific Indemnity Insur-
ance Company be accepted in the amount of $33,885.00 without the umbrella
or excess limit coverage. He also recommended that for fire and allied
perils insurance the low bid of American Insurance Company, with $1,000
deductible, be accepted in the amount of $5,263. He further recommended
that the boiler insurance and blanket crime insurance be awarded to the
Pacific Indemnity Company in the amount of $675.
J. H. Fitzpatrick stated that the Pacific Indemnity Insurance Company was
represented in San Luis Obispo by two agents, San Luis Insurance Agency
and Morris & Dee, also the American Insurance Company was represented by
two agents, Morris & Dee and Gerald B. Evans, and the Council would have
to designate one of these agents to act as agent for the City.
K. Boraker, representing San Luis Insurance Company, stated that he met all
the specifications in the bid for alternates A and B for excess coverage
while Morris and Dee did not. He felt that on this basis he had submitted
the low bid as he submitted a bid meeting all specifications. He also re-
minded the Council that regardless of who was awarded the bid, he would
urge that the.City purchase the excess coverage in order to adequately
protect the City.
R. Neal, Neal - Truesdale Insurance, suggested that the City accept the bid
of Pacific Indemnity Insurance Company, but he also urged that the City
Council purchase the one million dollar umbrella coverage for better protections
On motion of Councilman Blake, seconded by Pouncilman Spring, that the
City accept the low bid of Pacific Indemnity Insturance Company comprehen-
sive liability, boiler and blanket crime insurance. Motion carried.
On motion of Councilman Blake, seconded by Councilman Spring, that the
City accept the low bid of the American Insurance Company for fire and
allied perils insurance in the amount of $5,263. Motion carried.
In the matter of agents to represent the City, after a toss of coin, Pacific
Indemnity Insurance Company would be represented by Morris & Dee, and the
American Insurance Company would be represented by Gerald B. Evans.

K. Eoraker again appealed to the City Council stating he objected to the
method of choosing an agent to represent the City as he felt he had actually
submitted the low bid as he had met all the specifications called for.
L. .Continuation of the discussion of Advertising and Promotion within
the 1969 -70 budget.
John Grandy, Chairman of the media advertising committee, appeared before
the City Council urging that the City Council continue their effort in the
media advertising field based on prior presentation given -o the City Council.
R. Neal, President of the Chamber of Commerce, urged that the City Council
clarify the advertising budget within the City budget and also establish -the
members of the committee to control the advertising program as no one really
knows who is on the committee and who to look for on questions of the media
advertising.
H. Stroube, member of the advertising committee,.urged the City Council to
continue their program of advertising and promotion as he felt it was worth
while and further he urged that it be continued at the same level as he
feels the present program compliments other advertising programs in the
county.
R. Corcoran, President of the Downtown Association, urged an increase in
the budget for advertising in order to keep the business community growing
and to help the economy of the entire area. He felt that with the new shop-
ping center there are more shops than business in town, so the City must
do all it can to encourage people from other areas to come in and shop.
R. Dunin, President of the Motel -Hotel Association, urged the adoption of
an increased advertising program for the City in order to bring more tourists
to San Luis Obispo to hold the tourist oriented businesses such as motels,
hotels, restaurants, service stations, etc. He continued that the tourist
dollar is worthwhile going after and the City should continue its advertising
program at a higher level-of expenditure.
H. Hanrion, businessman, asked the City Council to increase its advertising
budget for 1969 -70 to $50,000 in order to increase public awareness of the
facilities available in the City of San Luis Obispo and urged that the City
Council consider increasing sales tax, bed tax and business license tax in
order to afford an increase in advertising.
H. Stroube urged that the City Council keep the advertising committee small
and appoint people who are advertising oriented and not only people who are
interested in the City but have no promotional background.
C. Morgan, representing Enyart & Rose Advertising Agency, agreed that the
advertising committee should be kept small and should consist of people who
have had backgrounds in advertising. He continued that the advertising
prograia, to be successful, is not based on-the amount of dollars spent, but
on the program that is developed.
Councilman Blake revealed some of the past programs of the advertising
committee and their results and accomplishments. He continued that the
advertising funds of the committee should be used in California and part-
icularly in the great central region.
Councilman Graham felt that some of the promotional funds should be granted
to the Park and Recreation Commission so that a program could be set up to
hold dances and other entertainment on Thursday night to keep juveniles out
of the downtown area. He continued that whatever the Council decided to
spend on advertising, one -third should be spent on media advertising and
the remaining two - thirds on other promotional advertising.
Councilman Blake stated that the advertising committee is adking for $35,000
plus $2..500 for postage and not $50,000 as suggested by the Downtown Association.
He felt that the advertising committee could provide an adequate advertising
program for $37,500.

Councilman Blake stated he felt that the City should advertise the.conmunity
as a separate entry and not as part of a commercial promotion. He felt it is
the duty of a city to advertise itself.
J. Grandy stated that the $35,000 is not just a request for funds but is
based on the area to be covered by media advertising and they feel that
$35,,000 represents the very least for providing an adequate program. He
continued that he felt it the City's right and duty to spend public funds
to advertise itself and the surrounding area.
Councilman Spring suggested that the Council should adopt the amount of money
to be allocated for advertising and then open hearings to decide who should
establish the program and through what agency.
On motion of Councilman Blake, seconded by Councilman Spring, that the media
advertising budget, including postage and service in the amount of $37,50,0
be approved. Motion lost on the following vote:
AYES: Emmons Blake, Arthur Spring
NOES: Myron Graham, Kenneth E. Schwartz
On motion of Councilman Graham, seconded by Councilman Blake, that, a maximum
of $35,000 including postage and service be granted in the 1969 -70 budget for
media advertising. Motion carried. Mayor Schwartz voting no.
3. At this time the City Council considered appointments to fill vacancies
on the various commissions and boards of the City.
Councilman Blake nominated the following for re- appointment to the City
Planning Commission.
John Brown
Herbert Franklin
James Twyeffort
Councilman Blake nominated Marvin Dee for a four year term to the City Planning
ommission.
On motion of Councilman Blake seconded by Councilman Spring the nominations
were approved. Motion carried.
Councilman Spring nominated Mrs. Margaret Nybak and William Fredman..for four
year terms on the Board of Library Trustees.
On motion of Councilman Spring seconded by Councilman Graham the nominations
were approved. Motion carried.
Councilman Spring nominated Burton Walter for a four year term on the City
Housing Authority.
On motion of Councilman Spring seconded by Councilman Graham the nominations
were approved. Motion carried.
Mayor Schwartz nominated Robert Reynolds as a member of the Design Review
Board for a four .year term.
On motion of Councilman Graham seconded by Councilman Blake the nomination
was approved. Motion carried.
