City Hall Pledge Roll Call City Council _ Present: Myron Graham, Donald Q. Miller, Kenneth B. Schwartz Absent: Emmons Blake, Arthur F. Spring Park & Recreation Commission Present: Wesley Connor, James Douglas, Jean Ferrini, Robert Janssen, Per Mathiesen, Marion Sinsheimer, Donald Van Harreveld. Absent: None City Staff Present: J. H. Fitzpatrick, City Clerk; R. D. Miller, Administrative Officer; W. M. Flory, Director of Parks and Recreation; J. Stockton, L. Wilson, A. Hyer. The.City Council and Park and Recreation Commission met to discuss the role of the Commission in the overall City plan and particularly what the City Council wished the Park:.and Recreation Commission's functions and duties to be in the - City organization. The Park and Recreation Commission felt that the definition of their powers and duties in the City Charter were very general in nature and wanted some guidance from the Council on just what their role should be. It was the consensus of opinion of those Councilmen present that the Park and Recreation Commission should advise the.Council on the operation, maintenance and planning of park and recreation facilities for the City, to generally sup- ervise the staff. %of the Park and Recreation Department and to interpret for the Council the needs and desires of the citizens and residents of the City in the area of recreation and park facilities within the City. The Council members present also felt that the Park and Recreation Commission should coordinate with other City commissions on future needs of the City for parks, etc. The Park and Recreation Commission felt that there was a lack of communication between themselves and the Council on matters of importance to the City. The Commission felt that they would like.a member of the Council staff to attend the Commission meetings in order to bridge the gap between the Commission and the Council on current matters. They also felt that they should be consulted on all matters affecting Park and Recreation Department activities and properties under their jurisdiction. For example they would like to have discussed the use of the building in Mitchell Park with the Council prior to the City leasing it to the Housing Authority as they had been planning to use this building for a senior citizens project. R. D. Miller, Administrative Officer, explained the Capital Improvement Plan currently under consideration by the Council and the responsibility of the Commission in this area. D. Van Harreveld, Chairman of the Park and Recreation Commission, then presented for the Council's information the following priority list of recreation facilities as recommended by the Commission. Conversion of Mitchell Park to Senior Citizen Area (1970 -75) 49 Further Development of Sinsheimer Recreation Area a. Swimming Pool Complex (1970 -75) b. Lighted Softball Field (1970 -75) c. Lighted Tennis Court (1975 -80) d. Community.Center Building (1975 -80) e. Senior Citizen Center (1980 -90) 5. Further Development of Laguna Lake Park (1970 - Cont.) 6. Construction - or refurbish Santa Rosa Street Recreation Center (Dependent on structural analysis (1970 -75) 7. Expansion of Santa Rosa Park to include creek and bank area (1970 -75) 8. Camper /Trailer - Overnight/Day camp area to be located on Reservoir Canyon property or Laguna Lake Park. (1970 -75) 99 Community Center Building (1975 -80) Santa Rosa Park 10. Neighborhood Parks - to be planned in conjunction with any new Elementary School site (1970 -1990) 11. Preservation of San Luis Mountain and Bishop Peak as open space (immediate continuing) 12. Development of regional.facilities at Lopez Canyon site (1975 -80) 13. Trail system for pedestrian, equestrian, bike (1970 - Cont.) 14. Sports stadium for greater San Luis Obispo area (1980- Cont.) 15. Municipal golf course, 18 hole - Reservoir Canyon area•(1980 - Cont.) The Council members discussed with the Park and Recreation Commissioners present$ the list of priorities recommended by the Commission and concluded that these recommendations would be included in the C.I.P. currently under preparation. D. Van Harreveld thanked the City Council for meeting with the Commission to discuss the Commission's ro16 in the City organization and hoped that the Council and Commission could get together again on a more frequent schedule to discuss these important matters for development of an adequate park and recreation pro- gram for the citizens of San Luis Obispo. Mayor Schwartz thanked the Commission for meeting with the Council and discussing their program with them and stated that he would have the Council meet more often with the Park and Recreation Commission. He also suggested that the Park and Recreation Commission should meet occasionally with the Planning Commission so that they could coordinate their programs for the City.
