ADJOURNED MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO
WEDNESDAY, OCTOBER 27, 1976 - 12:15 P.M. .

Roll Call
PRESENT: Councilmen Graham, Gurnee, Petterson and Mayor Schwartz
ABSENT: Councilman Norris

Development
1. The City Council continued their consideration of the Planning
Commission's recommendation to adopt an updated revised General Plan.
Rob Strong, Director of Community Development, reviewed the Council action
taken to date in the..matter.of densities, areas.-of residential infill and
areas of intensification.
On motion of Councilman Gurnee, seconded by Mayor Schwartz, the City Council
accept the infill and intensification plans for the Johnson District with
stipulation that individual areas be limited as to lot size, particularly
the 17 acres along Southwood Drive.
Motion carried on the following roll call vote:
AYES: Councilmen Gurnee, Graham, Petterson and Mayor Schwartz
NOES: None .
ABSENT: Councilman Norris
On motion of Councilman Gurnee, seconded by Councilman Graham, that the City
Council accept the infill and intensification plan for the Edna - Airport area
subject to the following: ...1).The land shown westerly and north of Garden
Homes not be considered for residential development but left to flood hazard
and flood plan designation; and 2) the industrial strip shown on the west
side of Broad Street between Perkins Lane and Rockview Place be shown for
residential development.
Motion lost on the following roll call vote:
AYES: Councilmen Gurnee and Graham
NOES: Councilman Petterson and Mayor Schwartz
ABSENT: Councilman Norris
On motion of Councilman Petterson, seconded by Mayor Schwartz, that the City
Council accept the staff recommendation for infill and intensification at
the Edna - Airport area with the condition that the industrial strip west of
Broad Street between Perkins Lane and Rockview Place be shown for residential
development and understood that the flood prone area west and north of Garden
Homes be reviewed by the Attorney to see how it can be designated to inform
of the flood hazard /flood prone matters.
Motion lost on the following roll call vote:
AYES: Councilman Petterson and Mayor Schwartz
NOES: Councilmen Gurnee and Graham

On motion of Councilman Gurnee, seconded,by Mayor Schwartz, that the
City Council accept the infill and intensification plan for the Edna -
Airport subject to the change of industrial classification on Broad
Street to residential classification and the creek area west and north
of Garden Homes development.be continued for further input.
Motion carried on the following roll call vote:
AYES: Councilmen Gurnee, Graham, Petterson and Mayor Schwartz
NOES: None
ABSENT: Councilman Norris
Rob Strong, Director of Community Development, then started his presentation
of the "Expansion Phase of the General Plan Update" reviewing areas labeled
1 -A, 1 -B, 2, 3, 4 and 5 shown on Land Use Map III.
A.J. Shaw, Attorney, appeared before the City Council on behalf of his client
who owns approximately_ 200 acres within the City of San Luis Obispo and designated
by Mr. Strong as "Expansion Zone 5 ". Mr. Shaw, on behalf of his client, felt
that discrimination was being shown in designating areas within the City for
development long after areas such as 2, 3 and 4 had been annexed to the City.
He felt that in all justice properties which have been in the City for a
number of years should be given an opportunity to develop prior to annexation
of similar areas. He concluded by stating that his client had prepared and
now was before the Planning Department a conceptual residential development for
so- called Area 5.
Vic Montgomery, representing Priest, Richmond, Wolf & Rossi, architectural
planners, submitted for the Council's consideration a schematic plan "Islay
Hill Master Plan for Residential Development of So- Called Phase 5 ".
A.J. Shaw, concluded his presentation asking that the City Council remove
Phase 5 as an expansion area for the next 20 years as the land is now in
the City and should be allowed to develop under existing law.
The City Council asked City Attorney Allen Grimes to review the citations
made by Attorney Shaw for analysis and future guidance for the City Council. -
2. On motion of Councilman Gurnee, seconded by Mayor Schwartz, the
meeting adjourned to Friday, October 29, 1976 at 12:00 noon at Sebastians
on the Plaza.
