FRIDAY, OCTOBER 29, 1976 - 12:00 NOON
PRESENT: Councilmen Graham, Gurnee, Petterson, Norris and
Mayor Schwartz
ABSENT: None
City Staff
PRESENT: R.D. Miller, Administrative Officer
1. The City Council adjourned to Executive Session.
2. The City Council reconvened in Regular Session.
3. On motion of Councilman Graham, seconded by Councilman Gurnee, -the
meeting adjourned at 1:45 p.m. to 4:00 p.m., Tuesday, November 3, 1976.

PRESENT: Councilmen.Graham, Gurnee, Petterson and Mayor Schwartz
ABSENT: Councilman Norris

PRESENT: J.H. Fitzpatrick, City Clerk; Rob Strong, Director of
Community Development; Terry Sanville, Planning Associate
1. The City Council continued their study and - discussion of the
recommended General Plan Update of the Planning Commission particularly
the "Implications of Infill, Intensification and /or Expansion Phase" of
the proposed plan with special emphasis on the uses allowed and development
of so- called phased development of the General Plan proposal .
A.J. Shaw, Attorney representing Dr. John DeVincenzo, property owner of
the so- called Phase 5 area, again submitted information dealing with.-the
potential and probable development of this area of the City which has been
annexed and paying City taxes for over 16 years.
Dr. DeVincenzo, property owner, spoke in support of his organization's
development to develop a high quality residential development in the Phase 5
area. He explained studies made by he and his partner in attempting to
develop a really high class residential development which he felt would
add to the qualify of life in San Luis Obispo and its environs.
