HEARING ROOM, CITY HALL Roll Call PRESENT: Councilmen Gurnee, Graham, Norris, Petterson and Mayor Schwartz ABSENT: None City Staff PRESENT: J.H. Fitzpatrick, City Clerk; R.D. Miller, Administrative Officer; Glen Matteson, Planning Assistant; Terry Sanville, Planning Associate; Rob Strong, Director of Community Development 1. The City Council continued their consideration of the Planning Commission's recommendated General Plan Update, concentrating on infill, intensification and expansion. The City Council approved the following: Part.3, Recommended Policies and Procedures, Section C, Goals and Policies, 1. Growth Management and Objectives, Page 52 et sequence, 'c': "The City should provide for infill, intensification, and redevelopment of committed urban areas and provide for orderly and minimized outward urban expansion within the urban reserve which can be efficiently served by urban "infrastructure" improvements. Urban development should be programmed to assure that adequate water supply, sewage treatment, fire and police, schools and recreation facilities and other public facilities will be available to serve the composition and configuration of uses provided in a safe and efficient manner." On motion of Councilman Gurnee, seconded by Councilman Graham, that the City Council approve the following: "The County should prevent scattered rural residential, industrial or other non - agricultural developments outside the urban reserve areas. Within the unincorporated portions of the urban reserve areas the County should work jointly with the City to assure that development proposals are consistent with growth management and land use objectives of the General Plan." Motion carried, all ayes. On motion of Councilman Norris, seconded by Councilman Petterson, that the City Council approve the following: "The City should coordinate its annexation of any additional territory and its approval of any urban developments in expansion areas within the corporate limits with the improvements of urban service systems. No annexations or commitments to urban development of unincorporated expansion areas should be authorized until water supply and treatment and sewage collection and treatment facilities needs can be met." ' The City Council then approved the following as amended: "The substantial residential expansion areas, located to the southwest, south and southeast have additional prerequisite public improvements prescribed in the implementation section. Certain limited areas to the northwest, northeast and east of the City could be considered for relatively minor additional annexation and urban development provided infrastructure improvements are concurrently constructed to enable adequate urban service. These minor unincorporated expansion areas are generally indicated on the map and may be considered for some additional, limited, low density urban residential expansion or clustered City Council Minutes November 10, 1976 Page 2 residential rural planned development, consistent with the intent of this plan. Similar minor adjustments in urban reserve boundary areas adjoining the City should not be precluded where it can be determined that utility service, access, geologic and environmental problems can be resolved as part of a development proposal.without City expense, particularly where provisions are also offered for open space.preservation of remaining acreage in exchange for annexation and urban service to residential clus- tered development areas. The City shall require approval of specific plans for major expansion areas and refined programs for urban development and incremental improve- ment of urban infrastructure and public facilities for minor expansion areas prior to annexation of new territory or authorizing initial urban developments in proposed expansion areas'.'. A.J. Shaw, Attorney, after reviewing the definition of the specific plan as presented by the Planning Department, submitted for the Council's consideration sections of state law dealing with authority for their scope of specific plans. The City Council asked the City Attorney.to review legal citations submitted by Attorney Shaw.
