Conference Room, City Hall Councilmen Emmons Blake, John C. Brown, Myron Graham, and Mayor Kenneth E. Schwartz Councilman T. Keith Gurnee Present: J. H. Fitzpatrick, City Clerk; R. D. Miller, Administrative Officer; A. J. Shaw, City Attorney; R. D. Young, Planning Director Present: Planning Commission Chairman Marvin Dee 1. The City Council met with Arnold Volny to review the tentative map of Tract 460, again approved by the City Planning Commission by a five (5) to one (1) vote. R. D. Young, Planning Director, presented the recommendation of the Planning Commission on Tract 460 as follows: "The Planning Commission, at its regular meeting of March 20, 1973, reconsidered the Tentative Map of Tract 460. The Commission con- sidered the drainage plan in terms of a culvert versus an open ditch. The Commission noted that an open ditch drainage system would create extensive fills and exposed banks. The Planning Commission therefore reaffirmed its approval of the Tentative Map showing the drainage culvert through El Viento Streets and Lots 8 and 9. The recommendation is based on the following: 1. The culvert will handle storm waters equivalent to the January 1973 f.bood. 2. In the event of clogging, El Viento Street, and some regrading on Lots starting with 9 will handle any overflow of waters without flooding the sites. 3'. The recommended Tentative Map avoids cuts and fills of such extend to cause adverse esthetic impact. The Commission feels this waterway system should be modified to avoid the possibility of street drainage overflowing on to Lots 5, 6 8 7. R. D. Young showed maps of Tract 460 and the Planning Commission's consideration on the approval. Paul Landell, City Engineer's Staff, reviewed for the Council, the City Engineer's recommendation dealing with placing the drainage underground in a culvert. He explained to the Council the fail safe procedure built into the area of the culvert which would handle a flood of any magnitude, overtopping the culvert. The Council, Developer and City Staff discussed the entire design of Tract 460, including the grade, and amount of land to be graded to complete the tract. 1 f 1 City Council Minutes March 27, 1973 Page 2 Councilman Brown felt he could approve the development of Tract 460 with the drainage in an open ditch with culvert on];y under the streets. Councilman Blake also felt he could approve the plan with full street development and the open drainage ditch. Mayor Schwartz felt that the tentative map shwoing a portion of the Tract with a cul -de -sac street would be a desirable attraction to buyers. Councilman Blake moved to accept the recommendation of the Planning Commission and approve the Tentative Map of Tract 460. Motion lost due to lack of a second. On Motion of Councilman Graham, seconded by Mayor Schwartz, that the Tentative Map of Tract 460, dated March 20, 1973, be disapproved. Motion carried on the following roll call vote: AYES: Myron Graham, John C. Brown, Mayor Schwartz NOES: Emmons Blake ABSENT: T. Keith Gurnee 2. On motion of Councilman Blake, seconded by Councilman Brown, the meeting was adjourned at 2:05 P. M. Motion carried. APPROVED: H. F ATRICK, CITY CLERK 1
