ADJOURNED MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO, CALIFORNIA
July 24, 1973 - 12:15 P.M.

Present: J. H. Fitzpatrick, City Clerk; R. D. Miller,
Administrative Officer; R. A. Paul, Water
Department Director; Jerry Smith and Ken Dawson,
Representing Penfield & Smith.
1. Jerry Smith, Engineer with Penfield & Smith, consulting with the
City on water improvements to serve the Los Osos Valley - Lower Higuera
Street area, reviewed -for the City Council the result of their studies to
date in designing a water system that could relieve the water moratorium
presently imposed on this general area. It was the consultants opinion
that if the City Council accommodates the following sequence of projects
the building moratorium could be lifted in a portion of the Lower Higuera
Street area:
1) Edna Road Saddle Tank, 4 M.G. capacity
2) Feeder Main from reservoir to Higuera along Prado
Road (20" MAIN)
3) Los Osos Road - Madonna Road (12" MAIN)
4) Higuera Street to Los Osos Road (18" MAIN)
5) Los Osos Road extended to Higuera Street via 101
interchange (18" MAIN)
6) Highway 101 to Calle Joaquin (10" or 12" MAIN)
Further, he stated that if the following increments were completed, the
building moratorium could be lifted in the area Calle Joaquin, Highway
101, Madonna Road, and 600' west of Highway 101.
7) Highway 101 Frontage Road, Prado Road extended 1,700
feet (14" MAIN)
8) Highway 101 Frontage Road 1,700 feet southerly of Prado
Road to Oceanaire (10" MAIN)
On motion of Councilman Gurnee, seconded by Councilman Brown that the City
Council approve the final design of the tank and feeder main and authorize
the City staff to file the E.I.R. application with the County for the tank
site. Motion carried on the following roll call vote:
AYES: Councilmen Brown, Graham, Gurnee and Mayor Kenneth
E. Schwartz

ABSENT: Councilman Jesse Norris

On motion of Councilman Gurnee, seconded by Councilman Graham, the City
Council authorized the control surveys, aerial flights necessary for
the preparation of topographic maps at the reservoir and along the ap-
proved pipeline alignments. Motion carried on the following roll call
vote:
AYES: Councilmen John C. Brown, Myron Graham, and T.
Keith Gurnee, and Mayor Kenneth E. Schwartz
NOES: None
ABSENT: Councilman Jesse Norris
On motion of Mayor Schwartz, seconded by Councilman Gurnee, the con-
sulting Engineers were authorized to proceed with the preliminary plans
for the following:
1) Feeder Main from Tank to Higuera St. along Prado Road
2) Main at Los Osos Road and Madonna Road
3) Main Prefumo Road - Decanso to Del Rio
Motion carried on the following roll call vote:
AYES: Councilmen John C. Brown, Myron Graham, and T.
Keith Gurnee, and Mayor Kenneth E. Schwartz

ABSENT: Councilman, Jesse Norris
On motion of Mayor Schwartz, seconded by Councilman Gurnee that the
Consultants be asked to prepare a report comparing the relative merits
of the Cross Town Feeder Mill Street route southerly versus Calle
Joaquin, 101, Oceanaire and Lower 101 main, the report to be presented
at Council Study Session set for August 14, .1973. Motion carried.

Keith Gurnee, and Mayor Kenneth E. Schwartz
NOES: None
ABSENT: Councilman Jesse Norris
The Water Director was authorized to begin negotiations with property
owners for tank site location.
On motion of Councilman Brown, seconded by Councilman Graham the meeting
adjourned.
