1. A. Merriam, Planning Commissioner, reviewed for the City
Council the priorities established by the Planning Commission for a
work program for the calendar 1974. He also submitted with the priority
list the means they see to accomplish the requ.i - red studies and reports:
either by using staff, private consultants, or in cooperation with the
County staff or consultants. See Exhibit "A"
The City Council then discussed with the Planning Commission the back-
ground and the reasoning behind the priority order established by the
commission. They also asked for various clarifications and the apparent
conflict with some of the items, in that some of the high priority
elements could be included with lower items or vice versa. In the
discussion on their priorities, it was brought out by commissioners
Merriam and Petterson that it appeared the primary need of the Planning
Commission was for an adequate staff not only in number but also in
expertise.
It was moved by Councilman Gurnee, seconded by Councilman Graham that
the following resolution be introduced: RESOLUTION NO. 2539, a resolu-
tion of the Council of the City of San Luis Obispo endorsing the
work - program priorities proposed by the City Planning Commission.
Provisions of the resolution included:
(1) Endorsement of the work program priority list of the
Planning Commission
(2) That the City policy items 1 -5 be completed by September,
1974 with the City staff directed to prepare a report on
staffing and consulting needs for the Planning Commission
and their costs.
Passed and adopted on the following roll call vote:

2. R. A. Paul, Water Department Director, reviewed for the City
Council and the Planning Commission the existing water supplies avail-
able to the City of San Luis Obispo either from the Salinas Reservoir,
the Whale Pock Project or local sources within the San Luis Creek basin.
He briefly reviewed the problems faced by the City with the Salinas.
River supply in view of the new rule laid down by the State Water
Resources Control Board on the live stream concept. He then reviewed
the future water supply sources as follows:
(1) Ground water from within the San Luis Obispo Ground
Water basin
(2) Reclamation of waste water
(3) The county water plan using water from Nacimiento, and
(4) The coastal aqueduct from the California Water Project.
R. A. Paul stated that the San Luis Obispo County Board of Supervisors
had recently taken action to defer implementation of the coastal aque-
duct of the State Water Plan, which he felt closed out one of the
options for the City's future water needs if the Nacimiento project
or others were not forthcoming. He estimated that based on the annual
growth of five percent compounded from 1970 the City of San Luis Obispo
would need supplemental water by 1976. Based on the realistic annual
yield from Salinas and the Whale Pock Project, and if the annual growth
were three percent compounded from 1970 then the City would most likely
need supplemental water by 1930.
Mayor Schwartz then explained the scheduling by the County Board of
Supervisors for the County water plan implementing the Nacimiento
supply by a vote in November of 1974 providing for receipt of the
first water by contracting agencies in 1979 -1980.
Councilman Norris felt that the City Council should not give up any
thought on the use of underground water and recycling of waste water
as a supply for the City. He felt that all sources of water within
the City and without should be considered by the City Council.
The Mayor concluded this portion of the meeting by stating that the
City Council was on top of the water problem and would try to keep
the Planning Commission and staff aware of what was going on at the
County level.
3. At this time, the City Council considered the memorandum
from Councilman T. Keith Gurnee regarding commission appointment pro-
cedures.
Councilman Gurnee stated that as long as he had been a member of the
City Council it had never been a comfortable task to interview commis-
sion applicants and to recommend appointments, but he felt that the
City Council did not follow its own procedure through its subcommittees
in appointing or interviewing candidates for these committees, estab-
lishing a priority listing and then taking the applicants in a
priority order. He felt that many times due to the short notice for
the interviews, the ignorance of the Council and the subcommittees on
their own ranking list and the chang:i,•ng of rules for selection in the
middle of the game had caused the City Council to be suspect and look
ridiculous in the community. He felt the present appointment proced-
dres =while noble in theory had been messy and alienating in practice,
and while designed to increase citizen input, he felt that the appli-
cation of these policies -had done more to dishearten people and
discourage citizen participation within the City structure. He suggested
two alternatives:
(1) That the City Council reaffirm the present method of

selecting commissioners through establishing a set of rules for all
Council subcommittees to follow. This option would retain the present
method of interviewing applicants by Mayor- appointed Council sub-
committees, but would involve the establishment of firm and under-
standable guidelines for interviews and appointments of citizens to
the committees. Such guidelines should require the Council subcommittee
to interview all applicants for a position, follow prescribed rules for
the ranking of applicants, and a firm policy for filling midterm vacan-
cies from the ranking list. However, one shortcoming in using the
present procedures would be that appointments by the Council be hashed
out in back rooms; concealing possible favoritism without the advantage
of public visibility.
(2) Establish a new method -- a strong Mayor appointment con-
cept in that the Mayor would be solely responsible for the selection of
candidates for commission positions. The selection of candidates
would be done through any procedure the Mayor wished. Each candidate
for a commission vacancy would then be submitted by the Mayor to the
Council as a whole, and the Council would then be required to confirm
or reject the appointment by a majority vote after conducting an in-
terview with each candidate at a public meeting. If the Mayor's
selected candidate were rejected by the Council, the Mayor would then
be required to submit another recommended candidate for the commission
vacancy. He felt that such a procedure would have a number of advan-
tages.
a) the Council interview of each candidate for each
commission vacancy would be open,and visible to the
public, so that all citizens could know what they were
getting on City commissions and so that favoritism could
not be concealed in executive sessions as it was today;
b) the Council need interview only one candidate for
each commission position, unless the Council rejection
of a candidate required the holding of a confirmation
hearing for a subsequent candidate offered by the Mayor;
c) commission membership should be more reflective of
community feelings, opinions, and goals, as the Mayor
was the only elected representative of the City that must
submit himself to the electorate every two years in-
stead of four years; and
d) the requirement for Council confirmation of candidates
offered by the Mayor would be a strong check against the
seeming increase of power of the Mayor's office.
Councilman Gurnee asked the City Council to very seriously consider
his proposals for either of the two options.
Councilman Brown reviewed for the Councilmen, the existing Council
policy of appointing members to the advisory boards to the City
Council and.he felt that the City Council had approached this very
seriously and that over the years a fair representation of interested
persons had been appointed to the various boards and commissions.
Councilman Gurnee stated that he disagreed because in actuality all
applicants were not interviewed. Many applicants and appointees had
not applied in the proper method and the Council made the appointments
in the back room.
Mayor Schwartz again reviewed the 1969 Council policy on commission
appointments.
Councilman Norris felt that the present adopted policy was a good one
and should be continued by the City Council.

Mayor Schwartz felt that the adopted policy was fair in trying to
get a good representative cross - section.
Councilman Graham felt that, once interviewed and ranked, the next
person on the list'should be appointed after interview by the sub-
committee.
The City Council then endorsed and reaffirmed the existing policy
of appointments to City Council boards and commissions.
4. The City Council adjourned to Executive Session.
5. The City Council adjourned on motion of Councilman Brown,
seconded by- Councilman Norris.
