ADJOURNED MEETING OF THE CITY COUNCIL

MONDAY, APRIL 12, 1976 - 7:30 P.M.

PRESENT: Myron Graham, T. Keith Gurnee, Jesse Norris, Steven
Petterson, and Mayor Kenneth E. Schwartz

2. The City Council then began their study and discussion of the
Capital Improvement Program, priority list for the fiscal year 1976/77.
First, the City Council reviewed-the November.24, 1975 progress report on
the C.I.P., seeing which.projects had been completed and the status of
those not done...R. Strong, Dir ectoreaf.Community.Development, then re-
viewed his lengthy report dated- February 11, 1976, entitled "Capital
_Improvement.Program.1976 - 1981 ". He recommended that the following criteria
be adopted to evaluate proposed project priorities:
First Priority: Projects already under construction, committed by prior Council
action, such as final.design, budget approval or acquisition of materials or
property.
Second Priority: Resource inventory, cost benefit.studies_ necessary to
evaluate system deficiencies and financial capabilities, now and int.the
future.
Third Priority: Proposed projects that correct existing deficiencies, em-
phasizing projects affecting broad-areas-and descending in importance to
projects thiticorrect critical or potential public health and safety prob-
lems, should be given priority over projects of convenience or improved
efficiency.

Fourth Priority: Projects which enable or .facilitate planned or phased
infill or intensification 6f development in established urban areas.
Fifth Priority: Projects which enhance or facilitate future expansion,
according to the phasing sequence of the 1976 General Plan.
R. Strong.then reviewed the proposal of the Planning Commission and
Citizen.'s Advisory Committee for.future revisions.to the C.I.P. procedure, ,
in order to complete staff and citizen inputtto the C.I.P. for Council
consideration by January 1, each year.
Mayor Schfiartz called a recess at 9:15 p.m.
Meeting reconvened at 9:35 p.m., with all but Councilman-Gurnee present.
The City Council continued their general discussion on approacfi9t6 /the
1976777 C.I.P.
2. On motion of Councilman Petterson, seconded by Councilman
Graham, the meeting adjourned at 10:30 p.m. to Wednesday, April 14, 1976
at 12:10 p.m. Motion carried. Councilman Gurnee absent.
