ADJOURNED MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO
MONDAY, JUNE 28, 1976 - 7:30 P.M.

1. . The City Council held a public hearing on the recommendation of the
Planning Commission to amend the 1972 General Plan of the City to change the
property at 169-and 175 High Street from heavy commercial to medium density
residential uses.
R. Strong, Director of Community Development, again.presented the recommen-
dation of the Planning-Commission, that the Council amend the General Plan
as recommended.
Mayor Schwartz declared the.public.hearing open.
No one appeared before the Council for or against the.recommended amendment.
Mayor Schwartz declared the public.hearing closed.
On motion of Councilman Gurnee, seconded-by Councilman Graham the following
resolution was introduced: Resolution No. 3082 (1976 Series), a resolution
of the City Council of the City of San Luis Obispo to amend the City's
General Plan to change the designation at 169 & 175 High Street from CH
(heavy commercial) to R -2 (medium density).
Passed and adopted on the following roll call vote:
AYES: Councilman Gurnee, Graham, Norris, Petterson and Mayor
Schwartz
NOES: None
ABSENT: None
2. The City Council then continued their public hearing, on the rec-
ommendation of the Planning Commission that the City Council adopt the 1976
General Plan Update.
The San:.Luis Obispo City- Countv.Joint.Planning Advisory Committee,recommended
that the City Council consider the following amendments to the 1976 General
Plan Update, Rural Industrial Policies..
1) Residential dwellings should generally be prohibited within rural indus-
trial areas; rural industrial uses may include on -site provisions for a
caretaker facility as accessory to the use.

2) The County's agricultural preserve program within the Urban Reserve Area
should consider provisions which .enable the- accommodation of agricultural
parcel sizes between five and 10 acres for specialized agricultural enterprises
which meet minimum income requirements. (Line 4 of policy J.2 on page 60 should
be rewritten to read, "... sizes of 5 -10 acres or larger. ").
3) Those portions of.the Evans Tract fronting the south side of Buckley Road
which are currently used or zoned for warehousing and industrial use should be
included within the City's urban reserve limit and classified as rural indus-
trial lands.
4) Policy J.3 on page 60 should be rewritten to delete reference to minimum
parcel sizes for agricultural use in lines 1 and 2 and read: "The County
should encourage continued agricultural uses or alternative nonintensive indus-
trial uses and should enable five to 10 acre parcelization where each parcel
would have .300 feet of more frontage on present County. roads: and -can otherwise
conform to rural industrial development standards."
5) As -an additional policy (J.4) the Committee recommended that: "The City
should consider the eventual discharge of treated effluent from the City's
sewer treatment plant at Prado Road to nearby Rural Industrial /Agricultural
areas to encourage the continuation of agricultural uses in these areas and to
comply with Water Quality Control Board sewage discharge requirements.
6) The. "Rural Industrial" zone chart on page 26 of the "General Plan Imple-
mentation", report should be amended to show agricultural products, processing
and distribution activities as permitted uses within the proposed County zone
district.

communications from various agencies, organizations and individuals and re-
sponses from Planning Staff on 1) proposed land.use, 2) circulation, 3) growth '
management etc.

Mayor Schwartz declared the Public Hearing open.
Dr. Timothy Kersten reviewed his concerns and comments to the Planning
Commission regarding the methods used by the City Planning Staff to predict
population growth in the General Plan. He felt that there were several items
the City Council should look into:
1) forecasting population growth accurately;
2) the degree of concern for the implied impact of San Luis Obispo's
decision on surrounding communities; and .
3) the value judgements implicit in the Plan's recommendations.

Donald Smith, 1750 Prefumo.Canyon Road, questioned.the.easy answer given
by the staff to the matter.of.air.pollution..:He felt their recommended
action was impractical, as any expert in the field of air pollution will
state that the air pollution problem will be worse in the next 10 years,
before it starts to get better.
9:00 p.m..Mayor Schwartz called a recess.
9.:15 p.m. City Council reconvened, all Council present.
No one else appeared before the Council. The Mayor closed the Public Hearing,
and announced that the Public Hearing on the General Plan would be continued
at 7:30 p.m.,, July 12, 1976.
The Council then-limited-their-discussion of-the-1976 General Plan Update to
staff members.
Rob Strong, Community Development Director, then reviewed for the City Council
those portions.of the proposed - Gene .ral_Plan,,dealing.with.growth and management
objectives or.alteraative..growth management stratagies ...(See Part 3, Recom-
mended.Policies and Proposals.of.the General -Plan Revision, Section C Goals
and Policies, Paragraph 1 Growth Management Objectives, Page 51J.
On motion of Councilman Norris, seconded -by Councilman Graham,that the
City Council adopt-the-following General Plan Goals.and.Policies, Growth
Management Objectives,-Part-3, Paragraph_C; Sub - paragraph l.a as amended:
"The City of San Luis Obispo.should.seek . to achieve a- gradually reduced rate
of population growth, compatible-and coordinated-with County growth rate re-
duction, both-aimed at stabilizing-and balancing.with that of the State by 1990.
During the 1910's a maximum annual ..average of -four per cent will be planned
while initiating employment and enrollment.continues to reduce local eco-
nomic base expansions.
During the 1980's a maximum.annual average of two percent will be considered
appropriate,-dependent-upon-the effectiveness of initial economic base
stabilization of employment.and enrollment growth.
After 1990 a.maxim„m.annual average of one - percent coordinated with the
population growth rate of the same-will be maintained."
Motion carried on-the-following vote:
AYES: Councilman Norris, Graham, Petterson and.Mayor Schwartz
NOES: Councilman Gurnee
ABSENT: None
3. On motion of Councilman - Norris, seconded.by.Couacilman Graham the
Mayor was authorized to.sign on behalf of the City the extension of the current
University Work -Study Off Campus Agreement that expires 6/30/76. Motion
carried: All ayes.
4. City Council adjourned to executive session.
5. On motion of Councilman Gurnee, seconded.by Councilman Graham, the
meeting adjourned to 12:10 p.m., Wednesday, June 30, 1976. Motion carried.
