CITY HALL PRESENT: Myron Graham,.Jesse Norris, Steven Petterson, and Mayor Kenneth E. Schwartz ABSENT: T. Keith Gurnee City Staff PRESENT: J.H. Fitzpatrick, City Clerk;. R.D. Miller, Admin- istrative Officer; R. Strong, Director of Community Development;. T. Sanville, Planning Associate; G. Matteson, Planning Assistant Others PRESENT: Planning Commissioners: A. Settle, L. Schneider, and D. Johansen 1. The City Council continued their public hearing on the recom- mendation,-of the Planning Commission that the City Council adopt the 1976 General Plan Revision. The City Council started.their discussion with Part Three - Recommended Policies and Proposals.Page 51, Par.c - Goals and Objectives, Sub -par.l Growth Management Objectives, Sub -sub Par.c. -The City should promote infill,.intensification, and redevelopment of committee urban areas and provide for phased, orderly and minimized out- ward urban expansion within the -urban reserve and urban service areas which can be efficiently served by urban "infrastructure" improvements. Urban development should be programmed to assure that adequate water supply, sewage.treatment, fire arid.police, schools and recreation facilities and other public_facilities.will be.available to serve the compositionaand configuration of uses provided in a safe and efficient manner. The County should discourage scattered rural residential, industrial or other non - agricultural developments outside the urban reserve and urban service areas. Within the unincorporated portions of the urban reserve and urban service .areas the County.-should delegate to (or coordinate with) the City to assure.that development proposals are consistent with growth management and land use objectives of the General Plan. The City should.coordinate its annexation of any substantial additional territory. and its - approval.of any urban developments in expansion areas within the corporate-limits.-with the phased improvements of urban service systems. No major annexations or commitments to urban development of Phase II and IV expansion areas - should be authorized until water supply and treatment and sewage collection.and..treatment facilities are assured. The City should require approval of specific development plans and pro- grams for phased urban development and incremental improvement of urban . infrastructure and public facilities prior to annexation of new territory or authorizing initial urban developments in proposed expansion areas. City Council Minutes July 26, 1976 Page Two Although the substantial-phased growth, residential expansion areas, located.to the southwest, south and southeast have prerequisite public improvements prescribed-.in the implementation section, certain limited areas -to the northwest, northeast'and'east of-the City should be con- sidered for relatively minor additional annexation.'-and-urban development provided.infrastructure improvements are concurrently.constructed to enable adequate urban.service. Specifically, portions of the Ferrini property in the.vicinity of Patricia Drive at the northwest edge of the City;. portions-.of the.Miossi property in.the.vicinity of Cuesta Park at the northeast edge of the City; and.several small ownerships in the Santa Lucia Foothills between the High School-and Southwood Drive alignment.at the-.east edge of the City - all involving areas below the 460 ft. elevation - may be considered for s6me..additional, limited, low density urban residential expansion or.clustered residential rural planned development, consistent with the intent of this plan. Similar minor adjustments in urban reserve boundary areas adjoining the City should not be precluded where it can be determined.that.utility service, access, geologic and.environmental..problems.can be.resolved.as.a part of.a development proposal - without City expense..particularly where pro - visions are also offered:for.open.space preservation-of remaining acreage in exchange for.annesation and:.urban service.to. residential clustered development areas. Councilman Norris moved that Par.c, Sub- par.l, Sub -sub Par.c be adopted by the City-Council without the fourth paragraph. Motion lost for lack of a second. On motion-of Mayor Schwartz; seconded by Councilman Graham that the City Council adopt all of.Par:c, Sub- par.l, Sub -sub Par.c,as recommended by the Planning Commission. Motion carried. Ayes: Councilmen Graham, Norris,.Petterson.and Mayor Schwartz Noes: None Absent: Councilman Gurnee Mayor Schwartz called a recess at 9:35 P.M. City Council.reconvened at 9:45 P.M. with all councilmen present, Council- man Gurnee. absent. The City Council then discussed Par.c, Sub- par.l, Sub -sub Par.d. 2. On motion-of Councilman Graham, seconded by Councilman Petterson, the.meeting adjourned-at 10:30 p.m:; to 4:00 p.m. Tuesday, July 27, 1976.. Motion carried, Councilman Gurnee.absent.
