ADJOURNED MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO
MONDAY, AUGUST 9, 1976 - 7:30 P.M.
CITY HALL
PRESENT: Myron Graham, Jesse Norris, and Steven Petterson
ABSENT: T. Keith Gurnee and Mayor Kenneth E. Schwartz
PRESENT: J.H. Fitzpatrick, City Clerk; R.D. Miller,
Administrative Officer; D.F. Romero, Director of
Public Services; Captain D. Englert, Acting Police

1. R.D. Miller, Administrative Officer, presented the following
proposed policy for parking in downtown San Luis Obispo.
1) Governmental Vehicles (Federal, State, County, City, etc.)
A. The City will not cite such vehicles on or off street in metered
spaces even though money does not show in the meter.
B. Such vehicles parked on the street in metered zones and exceeding
time limits may be cited, particularly upon complaint.
C. Such vehicles parking in red zones, handicapped spaces, loading
zones or other restricted areas will be cited.
(1) Exceptions would include City and County maintenance vehicles,
police and fire units, etc. where the driver was actually
performing emergency or maintenance, construction or repair work.
(2) Post Office vehicles would be allowed to stop in loading zones
or in metered spaces without feeding the meter.
D. County will encourage parking of official vehicles in the off - street
parking area located at the western comer of Santa Rosa and Monterey.

E. If a County car should be cited for overtime parking or other vio-
lation, County staff have agreed to counsel with the employees involved.
2) County Jurors; Witnesses and County Employees.on County Business
A. The appropriate court would send out a notice to appear to jurors and
witnesses. The notice would include a clearly visible fadeless date
stamp (issued weekly) with instructions to place this in the left
hand comer of the windshield. Such cars parking in metered spaces
without money in the meter would not be cited regardless of time limit
providing that such cars are parked in reasonable proximity to the
court facility and not parked in restricted zones.
B. Such vehicles whose owners fail to place a notice in the windshield
will be cited.
C. The Grand Jury and its subcommittees represent.a special problem, and
County staff will try to accommodate these persons in the County lots.
D. No suggestion is made to accommodate County employees using personal
cars on County business, e.g.., District Attorney personnel, court
reporters,,•.Assessor's office, etc. In other words, such cars in
violation would be cited. However, this is a problem which may be
aided by the formation of a parking authority and development of
additional parking facilities.

3) Utility Company Service Trucks
A. Utility company service trucks will be allowed to park in red zones,
loading zones, etc. when engaged in maintenance,-,Construction or
repair work, and it is deemed necessary for them to be close to such
facilities as manholes, service poles, etc. However, the City will
continue to discourage.all such activities in the downtown area during
the month of December except in cases of extreme emergency.
4) Armored Cars
A. Armored cars will be allowed to park in red zones, loading zones,
etc. for security reasons and will also be allowed to double park
when there is no feasible alternative.
5) Contractor's Vehicles
A. Provisions have been made to rent monthly.hoods to these people.
Otherwise citations will be issued for violations.
J. Sharp, Assistant County Administrative Officer, stated that it was his
opinion and. that. of Judge. Wickson Woolpert and County department heads that
the City proposal was very fair in trying to alleviate a most difficult
situation of parking at the Courthouse.complex. He also informed the City
Council that the County was going to.develop. official parking in-the area
where the Coun ty. garages had just been-removed and that this too would help
public parking at or near the Courthouse.
Fred Peterson, KSLY news reporter, asked-the City Council to give special
consideration to media representatives in parking in the vicinity of City
Hall and Courthouse, so they will not receive tickets or be required to put
coins in the meters when on the job gathering news.
On motion of Councilman Norris, seconded by Councilman Petterson that the
Council adopt the parking policy in principle and.request the City Attorney
to prepare a resolution implementing the policy to be effective with opening
of County parking facility. Motion carried.

Noes: None
Absent: Councilman Gurnee and.Mayor Schwartz
The Council asked the staff to work out:a parking permit for Fred Peterson
or KSLY.
2. The public hearing on the recommendation of the Planning Commission
to adopt the 1976 General Plan Update was continued to a future meeting when
the full Council was to be present.
3. D.F. Romero, reviewed progress to date on the corporation yard
development,planned for City owned property on Prado Road.
4. Council adjourned to executive session.
5. On.motion of Councilman-Norris, seconded by Councilman Petterson
the meeting adjourned at 9:15 p.m. Motion carried, Councilman Gurnee and
Mayor Schwartz absent.
