The City Council adjourned to.Executive Session at 12:15 p.m. to meet with attorneys representing the City in on -going court litigation. 2. The City Council reconvened into Regular Adjourned Session at 1:00 p.m. 3. On motion of Councilman Gurnee, seconded by Councilman Jorgensen, the meeting adjourned at 1:10 p.m. to 12:10 p.m., Monday, May 23, 1977. Motion carried, Councilman Dunin absent. HEARING ROOM, CITY HALL Roll Call PRESENT: Councilmen Dunin, Gurnee, Jorgensen, Petterson and Mayor Schwartz ABSENT: None City Staff: PRESENT: J.H. Fitzpatrick, City Clerk; R.D. Miller, Administrative Officer; Wayne Peterson, City Engineer; D.F. Romero, Public Services Director; Dan Smith; Terry Sanville Guests: William Shephard, representing the Parking Consultant, Wilbur Smith & Associates 1. William Shephard, consultant, reviewed the San Luis Obispo Parking Study, prepared by Wilbur Smith & Associates. He stated that the basic City Council Minutes May 23, 1977 Page 2 objectives of the study was the collection, analysis and evaluation of the study data from which a program could be developed to keep the parking needs of the people who shop, work and visit the central downtown area. He continued that the report identified the parking characteristics in downtown San Luis Obispo and made comparisons of current parking demands to the available supply. He reviewed for the City Council current parking deficiencies on each block in order to provide the City with a veiw of the current parking problem. He then reviewed for the Council 1) inventory of the existing parking supply; 2) parking characteristics and results of the parking and employee survey; 3) current parking problem and projected parking needs; 4) alternative parking problems, and; 5) a recommended parking plan and estimated cost of the program. At 1:35 p.m. Councilman Jorgensen left the meeting. The City Council, staff and visitors present discussed various points brought out by William Shephard, consultant, in his overview of the parking study and recommendation of the Wilbur Smith & Associates report. At 1:50 p.m. Councilman Gurnee left the meeting Councilman Dunin stated that while this report appeared bery comprehensive, he felt that he and members of the public found it very difficult to comment on the information, as the draft reports were--received over the weekend, with little or no time for study and analysis and that members of the public and of the B.I.A. Parking Committee had not seen it at all. He hoped there would be additional copies available before further discussion.was held on the report. It was the common consent of the Councilmen present, that the consultant should complete his parking report and be again discussed on Tuesday, July 12, 1977 at 7:30 p.m. with the circulation plan, also being prepared by Wilbur Smith & Associates. 2. On motion of Councilman Petterson, seconded by Councilman Dunin, the following resolution was introduced: Resolution No. 3324 (1977 Series), a resolution of the Council of the City of San Luis Obispo approving an agree- ment between the City and the California Conservation Corps. Passed and adopted on the following roll call vote: AYES: Councilmen Petterson, Dunin and Mayor Schwartz NOES: None ABSENT: Councilmen Gurnee and Jorgensen 3. On motion of Councilman Dunin, seconded by Councilman Petterson, the meeting adjourned at 2:05 p.m. to 12:10 p.m., Wednesday, May 25, 1977. Motion carried. Councilmen Gurnee and Jorgensen absent.
