ADJOURNED MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO
MONDAY, JUNE 20, 1977 - 12:15 P.M.

1. Gordon Johnson, Personnel Director, presented for the City Council's
information the completed Memorandum of Understanding with the Police Officers.
Association and the City Employees Association for the fiscal year 1977 -1978.
He then reviewed in detail the provisions of the Memorandum of Understanding
signed by the Police Officers Association representatives and the City Manage-
ment Team.
On motion of Councilman Petterson, seconded by Councilman Gurnee, the following
resolution was introduced: Resolution No. 3346 (1977 Series), a resolution of
the Council of the City of San Luis Obispo acknowledging execution of a Memorandum
of Understanding with the San Luis Obispo Police Officers Association for 1977 -78.
Passed and adopted on the following roll call vote:
AYES: Councilmen Dunin, Gurnee, Jorgensen, Petterson and
Mayor Schwartz
NOES: None
ABSENT: None
Gordon Johnson then went over in.detail the provisions of the Memorandum of Under-
standing signed by the City Employees Association and the City Management Team.
On motion of Councilman Jorgensen, seconded by Councilman Gurnee, the following
resolution was introduced: Resolution No. 3341 (1977 Series), a resolution of
the Council of thelCity of San Luis Obispo acknowledging execution of a Memorandum
of Understanding with the City Employees Association for 1977 -78.
Passed and adopted on the following roll call vote:
AYES: Councilmen Dunin, Gurnee, Jorgensen, Petterson and
Mayor Schwartz
NOES: None
ABSENT: None
2. The City Council then continued their review of the proposed 1977 -78 City
Budget, starting with: Section V - Public Safety Departments
Police (Page V -1)
Fire (Page V -5)
The City Council directed the Administrative Officer to look into the cost of
screening type physical examinations to find high blood pressure, etc. for Police
and Fire personnel with a report to the City Council prior to June 28, 1977 meeting.

At the request of the City Council, Terry Sanville, Associate Planner, presented
the work program that the planning staff hoped could be supported by the proposed
budget request if (1) it included the funding of a full time "technical writer"
throughout next fiscal year and (2) included $50,OOO, for related planning studies
(from either CIP or operation account).
Projects which the planning staff considered of urgent priority for production
during fiscal year 1977 -78 included the following list. It is the staff's
objective to complete staff work on these specific items and coordinate their
review and adoption by the City Council within the confines of next fiscal year.
Group A
1. General Plan Circulation Element: Using information prepared by the City's
Traffic Consultant (Wilbur Smith, Inc.) refine the existing draft element
and present to Planning Commission and Council for adoption.
2. Scenic Highways Element: Staff to coordinate content with the County Scenic
Highway Element and include as part of the Circulation Element.
3. Housing Element: Staff to refine housing element draft and present to the
Commission and Council for adoption.
4. City -Wide Rezoning Program: Complete program of rezoning specific properties
to achieve consistency between the Zoning Ordinance and the 1977 General Plan.
5. Zoning Ordinance Revisions: Complete production and review of "non- conforming
lot provisions ", "parking and driveway design standards ", "use permit procedures
and criteria ", "home occupations ", and "Planned Development District provisions"
6. Subdivision Ordinance and Design Standards: Complete staff production and
coordinate Planning Commission and Council review and adoption.
7. Sign Ordinance: Coordinate the completion of City Council review and adoption.
8. Islay Hill Specific Plan and South Street Specific Plan: Coordinate the pro -
duction and environmental review of draft specific plans sponsored by private
interests.
9. Land Use Element: Annual review and revision scheduled for mid - fiscal year.
Projects which the Planning Staff considered of second priority which might be
initiated but were not expected to be completed during fiscal year 1977 -78 included
the following:
1:35 p.m. Councilman Jorgensen left the meeting.
Group B
1. Parking Space Requirements: Staff to develop standards to be incorporated
in the Zoning Ordinance to include an "in lieu fee" program applicable to
downtown commercial areas (may require participation of legal /financial
consultant).
2. Noise Element: Refine adopted element to incorporate additional information
and conform with amended state guidelines.
3. Seismic Safety Element: Review and revise where appropriate.
4. Public Safety Element: Refine the present draft element and coordinate its
review and adoption.
5. Historic Element: Refine draft report and recommended implementation and
present to the Council for adoption.

6. Open Space Element: Amend draft reports to be consistent with the adopted
Land Use Element and forward to the City Council for adoption.
7. Conservation Element: Refine the draft report and coordinate its review
and adoption by the Planning Commission and City Council.
1:45 p.m. Councilman Jorgensen returned to the meeting.
' The following projects were considered third priority and would not be undertaken
during fiscal year 1977 -78 unless additional staff and /or budget were provided or
higher priority projects were deferred, include:
Group C
1. ARC Guidelines
2. Rural Land Use Element
3. Downtown Specific Plan
4. Major Street Plan Lines
5. Complete Redrafting of Zoning Regulations
The City Council discussed various alternatives to the work program as submitted
by Terry Sanville suggesting various changes in the priorities in Groups A, B & C.
3. On motion of Councilman Gurnee, seconded by Councilman Jorgensen, the
meeting adjourned at 2:05 p.m., to 12:10 p.m., Tuesday; June 21, 1977. Motion
carried, all ayes.
