ADJOURNED MEETING OF THE CITY COUNCIL
CITY OF SAN LUIS OBISPO
MONDAY, JULY 18, 1977 - 12:10 P.M.

PRESENT: R.D. Miller, Administrative Officer; Roger Neuman, Police
Chief; Allen Grimes, City Attorney; Wayne Peterson, City
Engineer; Bob Mote, Utilities Engineer /Superintendent
1. Reports were received from Councilmen on Standing Council Subcommittees:
A. Area Planning Council
Councilman Jorgensen
The question of transportation for the elderly and handicapped was raised. The
Area Planning Council had expressed the desire for each community to take care
of its own needs. Councilman Jorgensen asked if..our contribution to the
Grassroots II van might not be to cover the van with insurance. Mr. Fitzpatrick,
City Clerk, was asked to investigate ramifications. Wayne Peterson, City
Engineer, was asked to invesitgate and report on what is expected of us, looking
at Anderson Hotel's residents' needs as well as those of Grassroots II clients.
B. C.C.C.J.C.
Councilman Petterson
Councilman Petterson asked Chief Neuman to report on the last meeting.
Roger Neuman, Police Chief, reported on two grant program requests being
prepared: 1) handling probationers more effectively; and 2) crime prevention
program involving Santa Barbara and San Luis Obispo Counties.
A general discussion took place on the Thursday night problem in downtown San
Luis Obispo. Chief.Neuman indicated that the Police Department was trying to
control behavior to a standard acceptable to local citizens.
C. Solid Waste Committee Councilman Dunin
No report.
D. Water Advisory Board Mayor Schwartz
Mayor Schwartz reported that the budget had been adopted and negotiations
were taking place for acquisition of the ponding area below the dam.
F. Zone 9 Advisory Committee Councilman Gurnee
No report.
2 & 3. No discussion on Council Work Program or Subcommittee report on
Advisory Bodies (due to pressure of budget and other Council business during
the last two or three months).

4. Other Items:
Discussion took place about the problem of noise, dust, debris, etc. problems
at Santa Rosa Park. Jim Stockton, Director of Parks and Recreation, stated
it would be a year before the Sinsheimer Softball Facility would be ready.
No other suggestions were made except to ask Mr. Stockton to attempt to
close off activities at the softball facility as close to 10:00 p.m. as
possible.
Discussion took place on a County request via Mr. Rogoway for a City commit-
ment to provide sewer
and water utility service to the airport. The Council
approved .Mayor Schwartz's draft of a letter to the County and-asked Wayne
Peterson to work with the Attorney in drafting a precisely worded letter to
the County on what restrictions would be imposed and what commitments the
City would expect the County to"make in return.
Discussion took place on the City's proposed parking program and possible
City participation.' Councilman Jorgensen urged that the City make a specific
request of the County for participation in a program involving a parking
structure on Palm Street between Osos and Morro.
On motion of Mayor Schwartz, seconded by Councilman Petterson, to have Wayne
Peterson work with the City Attorney on a resolution to be directed to the
County of San Luis Obispo outlining the City's-.position on the parking
structure program and requesting County participation based on a certain
number of car spaces at an estimated cost per-space per.month and for a
certain time period.
