1. The City Council reconsidered Resolution No. 3381, a resolution of the
City Council requesting the County of San Luis Obispo to participate in the
construction of a parking garage at the corner of Osos and Palm Street, passed
and adopted by the City Council on August 2, 1977.
R.D. Miller, administrative officer, stated that it was his understanding that
several of the Council questioned the economic theory behind the City's offer
to the County to rent space at $16.50 per month per space. He continued that
the $16.50 is an arbitrary..figure and one that would amortize the cost of the
facility. He continued that the $16.50 in conjunction with an increase in the
parking meter to .20C per hour would make the entire parking program viable.
Also the parking structure rate increase for the meters, possible sale of three
present parking lots was a package and should not be implemented on a piecemeal
basis.
Lauretta Rice, president of the League of Women Voters, submitted the following
for Council consideration:
The League of Women Voters of San Luis Obispo has had a long standing
position on city- county cooperation. We are, however, concerned about
your recent resolution to the county regarding a possible parking structure
at Palm and Osos Streets. We question whether this resolution commits
the city to a project for which all studies (financial and circulation/
parking summary) and alternatives have not yet been completed and explored.
Public input is essential before any such project of this scope is under-
taken.
We regret that this item was on the consent agenda because the League and
other members of the public were unable to voice questions and concerns
at the council meeting, Tuesday, August 2nd. We hope that this resolution
is exploratory in nature only and not binding on the city.
Mr. Don Smith, 1750 Prefumo Canyon Road, submitted the following for the Council's
consideration. He favored keeping the Courthouse downtown if a good overall plan
can be worked out, and also a small subsidy to the county as an inducement for
keeping the Courthouse in its present location. He was concerned that a subsidy
estimated at 60% or more to the county for its use of the parking garage might be
excessive, especially since it will need the .support of the downtown business
people, their employees, as well as the general public if a bond issue is to be
passed. The Wilbur Smith parking study assumed that parking meter rates would be
raised and, other meters installed so as to double the revenue received from park-
ing meters, and the primary use of that revenue would be to pay off the bonds on
the parking garage. The study also assumed that some of the more popular parking
lots be eliminated so as to provide increased business to the parking garage, and
this is likely to be controversial. There were other controversial features of
the parking plan and circulation plan which needed further discussion, analysis
and decision; and a downtown specific plan was sorely needed to assist in the
refinement of the parking and circnlation plan.h,: fz1t.

After discussion by the Council and staff, it was the consensus of the Council
to direct staff to bring back another resolution, modifying the language to
allow the County some alternatives: 1) Council to lease parking space; 2)
County to participate in cost of constructing the facility; and 3) No cooperation
at all, and finally, to rescind Resolution No. 3381.
2. Progress Report on Swimming Pool Project.
R.D. Miller, administrative officer, presented a status report on the Swimming
Pool Project, Phase I:
The Situation:
During this year's CIP studies, the Council tentatively allocated $460,000
for the first phase of the swimming pool complex. However, when the City
received notice of a $347,898 grant from the state, rather than continue
with a total appropriation of approximately $808,000 the Council reduced
the amount of City funds appropriated from $460,102 to $347;102, making a
grand total of $695,000 for Phase I.
The Council also asked staff to work with a technical committee of contractor's
association representatives to go over the design and cost estimates and see
whether the plans were prepared in such a way that they could be easily under-
stood by bidders and whether or not $695,000 represented a reasonable cost for
Phase I including architectural fees.
If the cost estimate for Phase I was greater than $695',000, the Council wanted
to know this before authorizing the architect to go ahead with final plans
and specifications.
Current Status.
The July 26 letter from Ross and Levin Associates was available at the time
of the last agenda closing, but Jim Stockton and I did not feel that it was
complete because it did not contain an up -to -date estimate of what this scope
of work would costa
It now appears that, in order for the contractor's technical committee to
come up with such an estimate, they would have to contract with Swanson's
Specialty Service or some similar firm to bring the Swanson's estimate of
April 25, 1977 up to date, taking.into consideration the suggested changes.
Jim Stockton, director of Parks and Recreation, reported to the Council on behalf
of the Techical Advisory Committee stating: 1) Carl Swanson (estimator) is one
of the best in the area and his cost estimates must be considered fair for project
as designed; and 2) Phase I contains most of the basic equipment for the entire
project; therefore, little can be removed to cut costs. He stated the cost esti-
mates for Technical Committee's recommended Phase I included the following and
used Swanson Estimate form as.guide for adds, deducts and possible alternates.
Full cost of Phase I as recommended by Technical Committee:
$687,075 - Labor, materials, bond, profit, overhead insurance
5,500 - Add showers to toilet room for temporary use
35,728 - Architect fee
1,200 - Testing (lab)
1,000 - Survey-of plot
12,000 - Inspector (if City deems full time inspector necessary)

Rod Levin continued that inflationary costs were considered through September
of 1977. One must consider approximately a $600 increase in construction costs
per month from-September on. Finally, he hoped that the City Council would con-
sider allocating whatever funds over $695,000 that were needed to allow Phase I
of the community swimming pool to proceed.
On motion of Councilman Gurnee, seconded by Councilman Dunin, that the City Council
authorize the completion of the plans and specifications for the pool including
Alternate 1 as an add on for bidding purposes with an update of cost to City Council
prior to calling for bids, also prior to going for bids, a list of community con-
tributions to pool of various contract bid items. Motion carried, Mayor Schwartz
absent.
Councilman Dunin requested that the swimming pool plans and specifications be sub-
mitted to the A.R.C. for review and input prior to::.submission to City Council for
approval to go to bid. Council concurred in Councilman Dunin's request.
3. TRAFFIC REGULATIONS
The City Council then considered the legislative draft of the amended Traffic
Regulations Ordinance.
D.F. Romero, director of public services, reviewed the major changes proposed to
the existing Traffic Ordinance as follows:
1) City Engineer is delegated more responsibility to enact changes in traffic
regulations, within certain guidelines;
2) Membership on the Traffic Committee has been changed to comprise a board of
professionals to advise the Traffic Engineer and to hear appeals from the
public and make recommendations to the City Council;
3) Parking meter zones and rates have been included; and
4) New speed limits have been recommended for many streets within the community
based on engineering speed studies.
The City Council held a long discussion on the provisions of ordinance section
3215, Speed limits, as they felt that the Council was unable to control speed
limits in the city and without some control, neighborhood streets would become
speedways. The Council discussed with the Police Chief the philosophy of the
85% percentile for establishing speed limits.
The City Council also felt that the ordinance should be amended to require
periodic progress reports on actions of the Traffic Engineer.

Individual Councilmen suggested various sections that should be clarified in
the ordinance for smoother operation, such as definition and control of
tricycles and skateboards, prior Council approval for electronic signal
installation, etc.
On motion of Councilman Gurnee, seconded. by Councilman Dunin,.the proposed
traffic regulations ordinance was referred back-to staff for review of speed
limits in order to provide for practical enforcement level, clarify defini-
tions as brought on by Councilmen, require periodic reports by Traffic Engineer
and prior approval on traffic signal installation. Motion carried, Mayor
Schwartz absent.
4. There being no further business to come before the meeting, Vice -Mayor
Petterson adjourned the meeting at 1:40 p.m. to 12:10 p.m., Monday, August 15,
1977.
