1. The City Council discussed the Work Scope for the Downtown Specific
Plan: Terry Sanville reviewed for the'City Council what the staff felt -the work
scope for preparation of a Specific Plan for Downtown San Luis Obispo should
contain. He stated that he hoped the City Council at this meeting would: 1)
determine what major issues should be addressed within the Specific Plan; and 2)
agree upon a strategy for preparing this plan during the fiscal year.
He then submitted for Council consideration a suggested production schedule for
the Downtown Specific Plan as follows:

Finally, Terry Sanville stated that some of the key issues that must be addressed
in order to prepare Specific Plans were: 1) Economic Development Plan; 2) Land
Use Element; 3) Circulation and Parking Element; 4) Public Facilities Element;
and 5) Urban Design Element.
He concluded that once the City Council decided on the scope and goals of the
Specific Plan, it would take approximately 18 to 19 months to complete.

Councilman Dunin asked what would be the cost to the City for this plan?
R.D. Miller stated that there was $50,000 in the 1977/78 budget for specialized
planning studies.
The City Council then discussed with the staff and public present the best way
that imput could be received from the public, busiessmen, property owners, etc.
as to the goals for the preparation of the Downtown Specific Plan. From this
information, the City staff could then present a workscope for guidance of the
consultant hired to prepare the actual plan.
On motion of Councilman Gurnee, seconded by Councilman Dunin, that the City
Council adopt the production schedule for the Downtown Specific Plan as suggested
by City staff (Item 1 thru 9). Motion carried, Councilman Petterson absent.
The City Council continued to discuss various appraches to developing clear and
precise goals for the guidance of the firm preparing the Downtown Specific
Plan.
1:45 p.m. Councilman Dunin left the meeting.
The City Council continued discussion of ways to establish goals statement for
the Downtown Specific Plan.
Mayor Schwartz announced that the City Council would continue their consideration
of the Downtown Specific Plan on Wednesday, August 31, 1977 at 12:10 p.m.
There being no further business to come before the City Council, Mayor Schwartz
adjourned the meeting at 2:00 p.m. to 7:00 p.m., Tuesday, August 30, 1977.
