COUNCIL HEARING ROOM, CITY HALL ' Roll Call Councilmen PRESENT: Councilmen Dunin, Gurnee, Jorgensen, Petterson and Mayor Schwartz ABSENT: None Staff Present PRESENT: J.H. Fitzpatrick, City Clerk; D.F. Romero, Director of Public Services 12:10 P.M. Council adjourned to Executive Session. 12:25 P.M. Council reconvened in Regular Session, all Councilmen present. Additional Staff Present: Terry Sanville, Associate Planner; Dan Smith, Senior Planner 1. The City Council continued their consideration of the goals and objectives for the preparation of a Specific Plan for Downtown San Luis Obispo (continued from 8/24/77). Terry Sanville, Associate Planner, suggested for purpose of the discussion that this Council use the staff prepared "Summary of Issues - Downtown Specific Plan:. The summary of issues consisted of a series of questions under the following general headlines: 1) Economic Development Plan; 2) Land Use Element; 3) Circulation and Parking Element; 4) Public Facilities Element; and 5) Urban Design Element. The City Council, staff and public present discussed the items that should be considered in setting the parameters and goals for a Downtown Specific Plan such as: A) Auto Circulation; B) Parking; 3) Closure of streets; 4) Types of stores needed; 5) How large an area is downtown commercial district expected to need; 6) future role of downtown, regional shopping, specialty shopping, convention shopping or what!; 7) Should City consider some sort of redevelopment program in order to make land available for expansion and development; and 8) finally, what was the role of City government in downtown development? Mrs. Barbara Kraus, member of the Planning Commission, submitted the following statement for Council consideration: "The Council should give some direction to staff as to the level of develop- ment downtown, particularly as it would have an impact on circulation, for example: I think any plan that would require developing a circulation plan as envisioned by the new circulationstudy would bring the citizens screaming to City Hall. Further, I question if they can really do a credible job of developing the downtown plan if they don't have more information on data regarding air pollution resulting from the traffic." The Council continued consideration of the Downtown Specific Plan to 12:10 p.m. Monday, September 12, 1977. 2. 2:05 p.m. The City Council adjourned to Executive Session. 2:30 p.m. The City Council reconvened in Regular Session, all Councilmen present.
