On motion of Councilman Petterson, seconded by Councilman Jorgensen, the following
resolution was introduced: Resolution No. 3444 (1977 Series), a resolution of
the Council of the City of San Luis Obispo approving an agreement between the
City (Downtown Business Improvement Area) and Kelley Display Company for Christmas
decorations.
Passed and adopted on the following roll call vote:
AYES: Councilmen Dunin, Petterson, Jorgensen, Settle and Mayor Schwartz '
NOES: None
ABSENT: None
1. The City Council considered ways and means to evaluate the activities
of City Advisory Boards, Commissions and Committees and ways and means for
improving the selection process.

Councilman Jorgensen stated he was opposed to the existing procedure of appointing
members to advisory boards as the full Council were not involved in who was apply-
ing but only who was being recommended by two Councilmembers.
On motion of Councilman Settle, seconded by Councilman Petterson, that the City
Council retain the present procedure for appointment of members to the various
advisory boards, committees and commissions and the Council reconsider the Council's
committee assignments. Motion carried, Councilman Jorgensen voting no.
After discussion, it was moved by Councilman Jorgensen, seconded by Councilman
Settle that the matter of procedures for appointment to advisory boards, etc.,
the retention and the responsibility of existing procedure and a draft of charges
for each existing or proposed advisory board be referred to the Citizen's Advisory
Committee for study and recommendation, to be brought back to a date certain for
submission to the City Council. Motion carried, all ayes.
The City Clerk was directed to prepare a letter to the Citizen's Advisory Committee
on the above motion but that the letter be approved first by individual councilmen
before being forwarded to the C.A.C.
On motion of Councilman Petterson, seconded by Councilman Dunin, that the follow-
ing two Councilmen act as a subcommittee to interview Planning Commission appli-
cants: Councilmen Settle and Jorgensen, with Councilman Settle acting as Chairman. I
Motion carried.
On motion of Councilman Settle, seconded by Mayor Schwartz, that the following
two Councilmen be appointed to interview A.R.C. advisory board candidates:
Councilmen Dunin and Petterson, with Councilman Dunin acting as Chairman. Motion
carried, Councilmen Dunin and Jorgensen voting no.
On motion of Councilman Settle, seconded by Councilman Petterson, that Councilmen
Dunin and Jorgensen be appointed to the subcommittee to interview Human Relations
Commission candidates with Councilman Jorgensen acting as Chairman. Motion carried.
