1. Henry Engen,__Community Development.Director,.s.tated that the purpose of
the meeting-was for the City.Council .to hear.an introductory presentation of
the County Land Use Element.for the San.Luis Obispo Planning Area. He -then
introduced Mr. Bryce Tingle and Ms. Jan Hubbel of.the County Planning Department
who began the introduction to the County's.Land.Use Element of the San Luis
Obispo Planning Area.
They presented a.brief overview of the County Land Use-Element for the San Luis
Obispo Planning Area. The County..staff.used.a large-scaled-map.-showing the
various land .use.recommendations.for_.the. plan in_the area,.. around the City of
San Luis Obispo and beyond the urban "reserve line. The County staff stated
that the Land Use Element was only a part of the County's comprehensive plan
which also included a Development Code which would replace the County's Zoning
Ordinance. Programs and standards within each of the planning area reports
would modify the Development Code requirements to meet the individual area needs.
The County staff continued that the Land Use Element /Development Code (LUE /DC)
Program.differed from the.conventional planning and zoning in.that counties usually
prepared and adopted a General Plan separately from the zoning ordinance which thus
failed to recognize long term planning goals. Because the LUE /DC was based on a
single map, it would establish a system in which the General Plan must be implemented.
The Land Use Element-would seek a balanced approach to management and development
of the County's land resources. 'Part I of the report.provided an overview of
the County's economic, social.and physical conditions.and established County -wide
land development policies. Part II contained a detailed report for the San Luis
Obispo Planning Area, one of the: County's 14 planning areas covering the entire
County.
The Development Code .replaced the present County's Zoning-Ordinance and would
not include a zoning tap but would rely on.-the map of the planning areas to see
land use restrictions: The Development Code.would.include performance standards
to be applied County -wide in order to insure lot sizes with available services,
suitability of site, etc. The completed Development.Code would consist of 10
separate chapters.
The City Council then-reviewed aspects of:the preliminary.draft presented to
the Council by the County planning staff for_.study.making minor statistical
corrections found by-.the various Council members.
The consideration of the San Luis Obispo Planning Area Land Use Plan was con-
tinued to 7:30 p.m. Tuesday, April 24, 1978.
2. The City Council then discussed the memorandum dated March 10, 1978
from Henry-Engen, Community Development Director, entitled "Current Major
Development.Applications" including a list of-the location and the status
of major development proposals currently being processed through the City
Community Development Department. .Mr. Engen's memorandum continued that the
Land Development Proposal.being requested and processed.by the department
would have a bearing on the other workload of.his department including:
1) The Planning Division;:.2) Engineering Division; and-3) Building Inspection
Division.
The memorandum concluded - by.stating that now might be the time for the City
of San Luis.Obispo's.City Council to-look-into some sort.of..growth.management
policy or strategy for future development.
The City Council.then..held a lengthy.discussion_with..staff and visitors on
the needs.. or advisability. of. adopting some. type..of. growth . control- or growth
management strategy for.guidance of staff and control. =of _.development within
the city.
The matter was continued to a Study Session on May 9, 1978.
3. The City Council.reviewed the.League of California Cities Legislative
Bulletin No. 13 =1978 dated 4/7./78:
AB 3296 - Hallett: A bill to correct the Marsille decision which would return
to cities the ability to.establish local sick leave policies.for employees
retired for disability.

After some discussion, it was moved by Councilman Jorgensen, seconded by
Councilmen Settle, that the City Council of the City of.San.Luis Obispo support
AB 3296 and direct the City Clerk to so inform.the legislature. Motion carried,
all ayes.
AB 2042 - Smith: Urban Services Area. - LAFCO's. This bill would require each
city and-county to adopt an urban service area report which designated that
portion of the city's or county's planning.area whether inside.or outside of
their jurisdiction where urban services were to.be provided within the next five
years.
On motion.of.Councilman Settle, seconded by Mayor Schwartz, that the City Council
of the City-of San Luis.Obispo support AB.2042 and direct the City Clerk to.so
inform the Legislature. Motion carried, all ayes...
4. There being no further business to come before the.City Council, Mayor
Schwartz adjourned the meeting at 2:25.p.m.

1. The City Council.held a public.hearing on the recommendation of the
Planning Commission to rezone the property on both sides of Higuera Street
between'Pepper'and Johnson Avenue and Pacific Street between Pepper and Johnson
Avenue from PO (Professional Office) to R -2 (Medium Density Residential).
Henry Engen, Community Developmetn Director, reported that the Planning Commission
reviewed the area as requested by the City Council. The commission originally
recommended zoning properties along Johnson Avenue as PO and the rest of this
area as R -2 (medium density residential). However, after receiving testimony
from property owners favoring and opposing additional office area, the council
referred the item back to the Planning Commission a second time to evaluate how
much additional area along Marsh Street, if any, should be zoned for offices. He
