A final map must be filed within one year unless extended by the City Council. The Planning Commission has extended it to this date. Therefore, the Planning Commission and staff recommended that the Council grant a six -month time extension of the time to file the Final Parcel Map for Minor Subdivision No. 404 subject to the following conditions: 1) The subdivider shall pay an in -lieu park fee based on 0.01150x6 (number of units on Parcel A) x the fair market value of the land. 2) The developer shall deposit $67.70 ($1.00 per foot) for City planting and maintenance of street trees. 3) All lot corners shall be staked by a registered civil engineer or surveyor. 4) Subdivider shall dedicate to the City, an easement from the top of the bank to the northerly property line along Stenner Creek for storm drainage and maintenance purposes. 5) That the six - months extension be approved. On motion of Councilman Gurnee, seconded by Councilman Petterson, that the Minor Subdivision No. 404 be approved subject to the four conditions applied by the Planning Commission and a time extension of six - months from this date. Motion carried with Councilman Graham absent. 9. Communication from Police Chief, E.L. Rodgers, requesting Council consideration of the present contract with the County for use of the jail area for juveniles at the City Police Facility and requesting that the County find another location within six - months, terminating the agreement as of 1/1/77. Chief Rodgers reported verbally, that in 1974 the City entered into a contract with the County for a six -month period to let them use the City Jail area for juveniles. But as the time has gone on, the City is losing time in transporting individual prisoners for interrogation to the County Facility and they are unable to operate efficiently. He was asking that the City Council take action to have the County remove themselves from the City Facility. Bob Williams, County Probation Department, spoke on behalf of the request for the County to use the City Facility for a little longer as they were attempting to develop a juvenile facility within'the county as soon as the Supervisors arrived at the capital improvement program. On motion of Councilman Petterson, seconded by Councilman Gurnee, that the City Council give the County Board of Supervisors six - months for them to adopt a Master Plan for a Juvenile Center and at that date, the City Facilities would be returned in good condition to the City for their use. Motion carried with Councilman Graham absent. 10. Communication from Charles Dills, Chairman of the Citizens' Advisory Committee, requesting the City Council grant sufficient funds to put out one issue of the City's Newsletter prior to the completion of the budget so that it could be published by June 26, 1976. Councilman Gurnee stated he liked the idea of placing the Newsletter in Focus. He felt that many more people would look at the newsletter there and he was supportive of the request and of the newsletter. Mayor Schwartz stated he was in full support of the newsletter and would support the CAC's request. Councilman Petterson stated he too was in support of the newsletter and if they felt it would work better in the Focus edition then he would support that.
